RFP ANSWER FORM TO RFP QUESTION SUBMITTAL FORM
Question source: SOW
Page number and paragraph header from source: Page 19, 3.6.1 Interactive Electronic Technical Manual (IETM)
Question 18: 3.6.1 IETM Section of the SOW reads “Examples of this data can be found in the latest approved SWFTS SoS, BYG-1, and Sonar IETMs provided as GFI (Attachment 2).” There are no IETMs listed in Attachment 2 and no examples of any IETMs are currently on the unclassified GFI site. Attachment 3 lists the AN-BYG 1 (V)9 TI14APB13 BLK III IETM. Will a full version of SWFTS SoS and Sonar IETMs be made available?
Answer 18: The SWFTS IETM has been added to the GFI List. Amendment 0003 revised the SOW to remove SONAR.
Question source: RFP Section L.4.1 Volume 1 – Technical Proposal
Page number and paragraph header from source: Section L.4.1 Volume 1 – Technical Proposal, pages 136 and 137
Question 19:
Section L.4.1 sets forth the order in which information is required to be addressed in the Technical Volume. However, instructions and evaluation criteria for Section 1.2.3 Labor Category Definitions and Qualifications are not provided in relevant sections of Sec L and M as show below:
Required Outline Section L Instruction Section M Evaluation Criteria
1.2 Subfactor (2) : Personnel L.4.1.3 M.2.1.2
1.2.1 Staffing Plan L.4.1.3.1 M.2.1.2.a
1.2.2 Key Personnel Resumes L.4.1.3.2 M.2.1.2.b
1.2.3 Labor Category Definitions and
Qualifications
4.1.1 N/A
Question 19A: Please clarify instructions for proposal section 1.2.3. If the relevant instructions are found in L.4.1, please clarify that Labor Categories Definitions and Qualifications are to be presented in proposal section 1.2.3 and not in proposal section 1.0 Introduction.
Answer 19A: The solicitation has been revised to move the Labor Category Definition and Qualifications from Section 4.1.1 Introduction to Section 4.1.3.1 Staffing Plan and Key Personnel.
Question 19B: Also, please clarify how proposal section 1.2.3 will be evaluated. M.2.1.2 states, “The Government will evaluate the merit of key personnel as indicated in the resume…and the qualifications of the selected labor category.” This statement applies only to labor categories for key personnel. How will labor categories for non-key personnel be evaluated?
Answer 19B: The solicitation has been revised to move the Labor Category Definition and Qualifications from Section 4.1.1 Introduction to Section 4.1.3.1 Staffing Plan and Key Personnel.
The Labor Category Definitions and Qualifications will now be evaluated in accordance with the criteria located in Section M section 2.1.2, Subfactor 1.2, paragraph a. Staffing Plan.

AND KEY PERSONNEL
Question 20:
Regarding, “The Staffing Plan shall contain the following information.”
Can the government reconsider or provide rationale for requiring “Individual’s Name” in lieu of Company Labor Category serving for non-key personnel. (Requiring Individual’s Name does not appear to be consistent with the Labor Category Definitions and Qualifications section on page 137 and more specifically with Section M which discusses labor category only for non-key personnel on page 157.)
Answer 20A: . The Government requires individual’s name for all proposed personnel. In the event the Offeror has not identified an individual for a labor category, it may use the word “pending” in accordance with the terms of the RFP.
Similarly, please confirm if the following applies to key personnel only?
“In the event the Offeror has not identified a firm candidate for a proposed task area, include the word “pending” in lieu of an individual’s name. Offerors should attempt to minimize the number of proposed labor personnel for which candidates have not been identified. From an evaluation perspective, proposal risk in terms of “Technical Capability” and “Cost Realism” would be expected to increase when candidates have not been identified for proposed task area positions.”
Answer 20B: The solicitation has been amended to remove this language. This statement refers to all non-key personnel. Offerors may not insert “pending” for key personnel as resumes are required for all proposed key personnel.

TECHNICAL CAPABILITY AND CORPORATE EXPERIENCE
Question 21:
Section 4.1.2 requires providing Basis of Estimate (BOE) and labor mix for each sample task in the Technical Volume. Could the government please clarify the exact level of detail required of the BOEs in the Technical Volume and if they are subject to the Technical Volume overall 60 page limit? The concern is if there is an expectation that the Technical Volume BOEs be provided to the same WBS level and detail as the Cost Volume (without the cost/price values) that the BOEs could take up a substantial portion of the 60 page limit of the Technical Volume.
Answer 21: The Contractor shall provide technical volume BOEs down WBS level 3. BOEs are excluded from the 60 page limit within the Technical Volume.

INFORMATION
Question 22:
This statement, “Offerors are advised that technical proposals may be evaluated without consideration of any proposed subcontractor which is deemed to have an organizational conflict of interest” seems to contradict the direction in HQ C-2-0037 ORGANIZATIONAL CONFLICT OF INTEREST (NAVSEA) (JUL 2000) and HQ L-2-
0005 NOTIFICATION OF POTENTIAL ORGANIZATIONAL CONFLICT(S) OF
INTEREST (NAVSEA) (JUN 1994). Can the government please clarify the meaning and intent of this sentence?
Answer 22: The sentence has been removed from Section L.
