About this file

This is a Question and Answer Sheet for MSFC-MAF-001-2026 RFI, a NASA Request for Interest solicitation for site development partnerships at the NASA Michoud Assembly Facility (MAF) in Louisiana, specifically for the Discovery Park project. The document does not address specific products or services required, but rather provides responses to industry inquiries about the development opportunity, terms, and process.

Key details include: the Enhanced Use Lease (EUL) framework offers a typical 30-year term with escalating rent structure. All utilities (water, sewer, electricity, gas, and internet) are city-provided and located along Old Gentilly Road; proposers are responsible for obtaining their own utility connections. The Discovery Park parcel may or may not fall within the NASA security perimeter; all fencing costs for security partitioning are the proposer's responsibility. Direct access is available from Old Gentilly Road, and use of the barge dock is permitted on a non-interference basis. The site has no floodplain considerations but the lease will include environmental baseline sampling. Development parameters require case-specific evaluation with NASA approval for all plans; setbacks are shown on the attached survey. Proposers must define phasing subject to non-interference with facility operations, and all parking and site coverage must remain within the parcel perimeter. Partners are responsible for all maintenance within their parcel and potentially indirect maintenance for general facility areas. Tenant approval typically occurs 4-6 weeks after the Announcement for Proposals (AFP) closes. Security requirements depend on whether the partner locates within or outside the MAF perimeter; badging protocols apply only to those within the perimeter. Additional details regarding prohibited personnel, functions, and businesses will be published in the AFP.

A: See attached MAF Site Map included for Industry Day. The only underdeveloped parcel identified at this time is the subject RFI parcel.

5. Q: How discovery park will interface with other operations at Michoud, including access to road and barge facilities?

A: Discovery Park may or may not be within the NASA security perimeter. All fencing for partitioning off from security perimeter will be at the expense of proposer and should be included in any proposals. Use of barge dock is permitted on a NASA-scheduled, non-interference basis.

6. Q: Information on future plans for continuing or future use of Michoud by NASA and other current users.

A: NASA plans to continue to own and operate the facility at large for the forseeable future.

7. Q: Whether NASA has formal or informal indications of interest for parties wishing to be located at Discovery Park or in the Michoud facility area.

A: Cannot disclose.

8. Q: How the land is regulated (state, federal) and how it is taxed.

A: It is Federal land and no taxes from the federal level will be imposed.

9. Q: Learn more about the vision for Discovery Park and broader campus development.

A: All information provided at Industry Day.

10. Q: Understand how to submit in response to the RFI.

A: Covered on Industry Day. Information was posted on Sam.gov.

11. Q: Engage directly with local, regional, and state economic development partners and industry stakeholders helping to support the growth of the economy.

A: Partners/Stakeholders were present at Industry Day. Potential proposers may work with those entities at their discretion.

12. Q: Enhanced Use Lease Framework 1 - Typical term length. 2 - Ground lease consideration structure (fixed rent, participation, in-kind improvements).

A.1: 30 years.

A.2: Escalating rent .

13. Q: Infrastructure & Site Conditions 1 - Existing utility capacity (power, water, sewer, fiber). 2 - Required infrastructure upgrades. 3 - Road access and heavy truck circulation. 4 - Environmental constraints, floodplain considerations.

A.1: All utilities are city-provided and are located along Old Gentilly Road.

A.2: All infrastructure upgrades will be specific to any development/use of the object parcel and will not be a part of the facility at large.

A.3: Direct access from Old Gentilly Road.

A.4: No floodplain considerations. Lease will contain environmental baseline sampling which will detail any current contamination levels.

14. Q: Tenant Eligibility & Approval Process 1 - Mission-alignment criteria. 2 - Security perimeter implications. 3 - NASA review timeline for tenant approval.

A.1: Must align with criteria set forth in the Announcement for Proposal (AFP).

A.2: Discovery Park may or may not be within the NASA security perimeter. All fencing for partitioning off from security perimeter will be at the expense of proposer and should be included in any proposals.

A.3: Typically, after the Announcement for Proposal (AFP) closes a decision is made in 4 to 6 weeks.

15. Q: Development Parameters 1 - Permitted building types and heights. 2 - Setbacks and design guidelines. 3 - Phasing flexibility. 4 - Parking and site coverage limitations.

A.1: Case specific evaluation. Partner will be required to submit all development plans for NASA approval which shall not be unreasonably withheld or delayed.

A.2: See attached survey for setbacks.

A.3: This will be Partner defined subject to non-interference with greater facility operations.

A.4: All parking and site coverage limitations are to be within the perimeter of the RFI object parcel.

16. Q: Financing Considerations 1 - Precedent Enhanced Use Lease (EUL) transactions at other NASA facilities. 2 - Insurance and indemnification requirements.

A.1: There are multiple EULs at several NASA Centers.

A.2: Based on the type of operations that Lessee would perform.

17. Q: Long-Term Operations 1 - Maintenance obligations. 2 - Security coordination expectations. 3 - Reversion rights at lease expiration.

A.1: Partner will be responsible for all maintenance obligations within the object parcel perimeter. Indirect maintenance may be included within the lease to cover general use/roadway areas of MAF available for use by Partner. Those costs are subject to the development configuration.

A.2: Subject to MAF badging protocols if Partner elects to locate within the MAF perimeter. No badging criteria if fencing is reconfigured to provide development outside of the MAF perimeter.

A.3: Depends, would have to discuss near lease expiration.
