The following is a summary of the applicable FAR clauses incorporated by reference:

ACCEPTANCE OF DATA DELIVERABLES

a) All contract data deliverables will be reviewed by the Coast Guard for various purposes, including progress monitoring, quality checks (random and systematic), and to ensure the Coast Guard has a reasonable expectation of the Contractor meeting the contract requirements. Deliverables may be returned without comments, recommendations, or with advisory notes concerning contract compliance.

b) Approvals will be limited to the extent defined in the contract. Data deliverables requiring Government approval shall be subject to the requirements in each CDRL. Data not requiring Government approval will be accepted by the Government providing it reasonably meets the requirements in the CDRL including correctness, completeness, and quality. Rejection of any contract data deliverable is only authorized by the Contracting Officer. If a contract data deliverable is rejected, requiring resubmission by the Contractor, the Government will provide all deficiencies, comments, recommendations, and advisory notes with its final disposition. Subsequent resubmitted data deliverables shall be subject to the aforementioned process.

DELIVERY SCHEDULE

Offerors should attempt to schedule to have all mooring completed, with Government acceptance occurring on or before March 1, 2021. Offerors shall contact the Contracting Officer prior to the proposal response deadline if they cannot meet a delivery schedule that will result in acceptance of the occurring after March 1, 2021.

PLACE OF DELIVERY

Mooring Deliverables under this contract shall be delivered to the Government in completion and functional to US Naval Support Activity, Bahrain.Base, Saudi Arabia. Comment by Bridges, Shane D CDR: I don’t think “mooring” is the right term here. Maybe it should just say “deliverables” or “equipment/materials”? Note that the docks themselves aren’t the only possible deliverable depending on what options are exercised.

Also, is this where we should put the full addresses noted in my previous comment?

PERIOD OF PERFORMANCE

The Government intends to award a 12 month contract with an anticipated start date of September May 20, 2020.

OPTION EXERCISE

The Government may, within the constraints specified within this clause, exercise any of the optional contract line items at the prices set forth in Section B of this contract.

L.2. PROPOSAL INSTRUCTIONS, PREPARATION AND SUBMISSION A. OVERVIEW

This acquisition will be conducted using FAR Part 12 and FAR 15 – Contracting by Negotiation.

In determining source selection, a lowest price technically acceptable (LPTA) process will occur. The Government intends to select one Offeror for award of a firm fixed price contract on initial offers.

B. GENERAL INSTRUCTIONS

1. Proposal Instructions Portions of the Offeror’s proposal may be incorporated by reference into any resultant contract at award. If discussions are conducted, specific areas to be incorporated will be identified. If discussions are not conducted and award is based upon the initial proposal, the Government reserves the right to incorporate specific areas without consent of the Offeror. Because the Government intends to award without discussions, the Offeror is responsible for providing its best submission on its initial offer. These instructions prescribe the format of proposals and describe the approach to be used in the development and presentation of proposal information. Proposals must be prepared in accordance with these instructions, providing all required information in the format specified. Failure of a proposal to comply with these instructions may be grounds for exclusion of the proposal from further consideration. Specific instructions on the content requirements for each volume are identified below. The information must be presented in sufficient detail to allow a comprehensive evaluation of the Offeror’s ability to deliver complete the leased aircraft. mooring. The proposal shall clearly demonstrate these in a concise, logical manner, which is easy to read and understand. Excess verbiage, unnecessary elaborate brochures, or repetitious, disorganized presentations beyond those sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the Offeror’s lack of understanding of the requirements or lack of cost consciousness. No cost/price data shall be included in any other volume than the Cost/Price Volume. This program is unclassified. No classified data shall be submitted as part of an Offeror’s proposal. Failure to submit any of the information requested by this solicitation may be cause for unacceptable consideration.

The Government will not pay any costs incurred by any Offeror in the preparation and submission of a proposal in response to this RFP.

2. Response Date The proposal shall be submitted no later than JJuly 22,uly 7, 2020, no later than 1300 EST. Comment by Bridges, Shane D CDR: I’m not sure it’s reasonable for them to develop a proposal of this magnitude in a 3 weeks. I recommend giving them a full 30 calendar days.

This would work if we can meet this timeline:

22JUN: RFP released 22JUL: RFP response deadline (22JUN + 30 days) 07AUG: TET completed (allows 1wk to complete) 24AUG: Contract award (allows 2wks to complete)

Just to remind everyone, the OCO funds need to be obligated this FY.

Proposals shall be delivered via commercial courier or hand carried to:

COMMANDANT (CG-9127)

United States Coast Guard, STOP 7800 ATTN: Rebecca Deale, Contracting Officer 2703 Martin Luther King Jr Ave SE Washington, DC 20593-7800 If hand carried, Offerors will need to arrive at Gate 4 – Visitor Center where packages will be picked up by a Government POC. Cover pages, table of contents, and PPQs are not included in the Volume I page limitation.

The Technical Proposal shall depict the elements described below:

Offerors shall demonstrate their ability to meet all the requirements identified in the Solicitation. Offerors shall include an explanation of rationale used to develop the proposed solution in order to meet the requirements identified in the Statement of Work.

Offerors shall describe their proposed plan to ensure moorings will successfully support requirements depicted in the Statement of Work, to include the maintenance and logistics elements that will ensure the moorings meets the 95% operational availability requirement per the Statement of Work. Comment by Bridges, Shane D CDR: Pluralized since we’re talking about multiple moorings (docks) here.

Offerors shall provide a diagram of proposed moorings. Offerors shall provide maintenance requirements. Electronic versions of this draft schedule may be submitted in Microsoft Project 2007 compatible file.

Past Performance Section:

The Offeror shall demonstrate their ability to supply required moorings and services to meet the Government’s need through a record of relevant past performance. The Offeror shall describe their previous performance (as prime or lead contractor) on contracts of similar scope. Offeror shall identify their specific role for the referenced past performance.

Recommend extending this by one week (~7JUL) assuming again that the RFP is released NLT 22JUN.

RFP Amendments/Answers to questions will be released via the Federal Business Opportunities website (www.fbo.gov) as needed.

L.4DEBRIEFING UNSUCCESSFUL OFFERORS

SECTION M

EVALUATION FACTORS FOR AWARD M.1 CLAUSES FAR 52.252-1, “SOLICITATION PROVISIONS INCORPORATED BY REFERENCE

(FEB 98)

The following FAR clauses incorporated by reference:

NUMBER TITLE DATE 52.217-5 EVALUATION OF OPTIONS JUL-90

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

(End of clause)

M.2 PROCEDURES FOR AWARD

Proposals shall be submitted in accordance with the instructions in Section L. Proposals will be reviewed for compliance with the solicitation requirements. Failure of a proposal to comply with the instructions in Section L may be grounds for exclusion of a proposal from further consideration. If proposals contain more than the specified page limits, only the pages up to the limiting number for that volume will be evaluated.

A proposal may be rejected as being grossly deficient and excluded from further consideration for award under any of the following conditions:

a. If a major rewrite of any section or sections is required to permit evaluation.

b. If proposals contain a charge for failure to exercise an option.

If a proposal has been rejected as grossly deficient, the Contracting Officer will notify any affected Offeror in writing no later than 30 days after the proposal due date.

The Government intends to evaluate proposals and award contracts without discussions with the Offerors, except clarifications as described in FAR 15.306(a), and will evaluate each offer on the basis of the Offeror’s initial proposal. Therefore, the initial proposal should contain the Offeror’s best terms from a technical and cost/price standpoint.

M.3 BASIS FOR AWARD

The selection decision will involve an evaluation of the proposals non-price factors. For LPTA source selections, this is accomplished by establishing the requirements to be evaluated on an “acceptable” or “unacceptable” basis. In order to be considered suitable for award, the proposal must receive an acceptable rating for every non-price factor. Once all the acceptable proposals have been evaluated, the lowest price proposal will be selected for award.

M.4 EVALUATION FACTORS AND RATING METHODOLGY EVALUATION FACTORS

1. TECHNICAL

The Government will evaluate the Offeror’s proposed mooring solutionrequirement and maintenance logistics to ensure compliance with 95% functioning.sustainment. The entire Technical Section will receive a rating of acceptable or unacceptable. The Offeror must meet all the technical requirements to receive an acceptable rating. Comment by Bridges, Shane D CDR: This wording seems off. Maybe use the term “proposed mooring solution”.

Also, I’m not sure what “compliance with 95% functioning” means…seems like a word or two is missing here.

2. PAST PERFORMANCE

The Government will evaluate the Offeror’s ability to supply the required supplies and services that meet the Government’s needs, including schedule, based on the Offerors demonstrated record of past performance. This factor will be evaluated on the basis on relevant past performance for the Offeror, including performance on contracts of similar scope and complexity for similar products with similar installations.

The Government will evaluate Past Performance, including information in the PPQs, as it relates to the solicitation requirements. The information presented by the PPQs, together with information from any other sources available to the Government (e.g., Government maintained databases and other references, including contractual, technical, and end-user representatives), may provide input for this evaluation factor. Offerors are cautioned that the Government will use information provided by the Offeror and information obtained from other sources in the evaluation of past performance.

In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, that Offeror will not be evaluated favorably or unfavorably on past performance. Regardless of Rating Factor importance, a rating of “Unsatisfactory” in the Past Performance Factor category will disqualify a proposal from further consideration. A neutral rating will be considered acceptable.

PPQs must be received no later than the proposal submission due date.

3. PRICE

This is a FFP requirement that will be evaluated using price analysis to determine the total evaluated price (TEP) is fair and reasonable. The Government will calculate the TEP by utilizing the prices provided in Section B and the excel sheet once filled in by the Offeror. The prices proposed will also be evaluated for completeness and accuracy. The price evaluation will involve verification that the prices are all inclusive, figures are correctly calculated, and prices are presented in an adequate format. Upon evaluation of technical acceptability, the lowest priced proposal will be selected for award.

File details come from the government source that posted it. Updated .
