RFP #70Z02320QOCOM01

Questions and Responses Revised 24 JUL 2020

1. Question: Is there any additional information on the project site? Photos of the existing concrete wall where the Duel Docker would attach?

Response: See photos at the end of this document and https://www.google.com/maps/place/NSA+Bahrain,+Manama,+Bahrain/@26.2087932,50.6224352,483m/data=!3m1!1e3!4m5!3m4!1s0x3e49a8d8b58b5435:0x621a87f693333346!8m2!3d26.208907!4d50.6113118

2. Question: Holding capacity of the wall? Height of the wall from the water? Reinforcement in the wall design?

Response: See attached quay wall drawings.

3. Question: Is there any additional info on the bottom material ("mud and sand") around where the anchor blocks would be placed. We need to know if it is "soft and blocks could sink"

Response: Dive location “A” applies below.

4. Question: Will it be acceptable to mooring the option 165' dock with Duel Docker? This would push the location of the dock out from the wall, to accommodate the arms and require a gangway out to the dock.

Response: This is likely acceptable but depends on how far it would push out the location of the dock from the wall. Recommend proposals for both the 165’ and 200’ docks to include both configuration options (i.e. with and without a Duel Docker system) so that they can be technically evaluated.

5. Question: Do you have a description for the 10'x32"brow" is there a design drawing? The brow length is also called out in the vessel specs as 6' x 32", which one?

Response: The six foot option is acceptable. Design drawings will be posted during the week of 20 JUL.

6. Question: Is electronic submission of the proposal acceptable?

Response: Yes.

7. Question: Are the documents you sent the final tender documents. (They contain notes and comments)

Response: Yes. Please disregard review notes/comments which were inadvertently left in the document that was posted.

8. Question: Who and how will the inspections be done during manufacturing, - if any? Who will bear the cost for someone to come from Bahrain to the UAE?

Response: The government may request to send a technical representative to the manufacturing facility for an inspection during the manufacturing process. If this is pursued, the government will provide at least 14 days’ notice and will bear the cost of any associated travel.

9. Question: What is the live load requirement for the gangway? How much is the max. allowable deflection for the gangway structure?

Response: There is no specific requirement for this. A gangway drawing is attached for reference.

10. Question: Gangway to be shipped from AISTER direct to Bahrain, to the address of the USCG in Bahrain? -or should it be shipped to us in the UAE first and then shipped together with the pontoons to Bahrain?

Response: Yes, direct shipment to the address in Bahrain is acceptable and this shipment can be separate from the pontoon shipment.

11. Question: Quay wall elevation over the water levels (for example: distance from HAT to Top of Quay wall)?

Response: Please see quay wall construction drawing which indicates the height of the quay wall from the sea floor. Depth of water and tidal ranges just need to be factored in.

12. Question: Which specs do you follow for vessel mooring / accidental impact loads?

Response: This question is somewhat unclear. Please provided recommended values based on your engineering expertise.

13. Question: Can we get the detail of the optional dock, which is to be installed parallel to the quay wall? Chain mooring will not work, Dual Dockers maybe - if we can increase the distance between pontoon and quay wall, Beam Guides?

Response: The conceptual drawing provided in the RFP is all we have at this time. The distance between the pontoon and quay wall may be extended if necessary to accommodate Duel Dockers. Obviously the gangway from the quay wall to the pontoons will need to be able to accommodate the extension.

14. Question: What utility services are required on the pontoons?

Response: Each Fast Response cutter (all docks) require 1EA 200A electrical service cable, 1EA 1.5” potable water hose connection, 1EA 4” sewage hose connection, and ~1.25” telephone/IT service cable. Fixed connections for these are not expected to be installed on the pontoons themselves. However, accommodations should be made for running them in some type of raceway/trench to ensure they are protected from the elements and that they do not represent a major tripping hazard to personnel.
