STATEMENT OF WORK

STATEMENT OF WORK (SOW)

FOR

MOORING SOLUTION

<Contracting Officer enter final date solicitation is releasedAugust 12, 2020>

1. SCOPE

Provide labor and materials to fabricate two floating docks able to moor United States Coast Guard 154’ Fast Response Cutter (FRC) using an anchored, tension type system that lays on the seabed, rising and lowering with tide and does not penetrate the ocean floor. Additional options are included for a third floating dock, gangways and brows, and shipping and installation.

1.1. APPLICABLE DOCUMENTS

Specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract are covered in section 2.0 of this document.

2. SPECIFIC REQUIREMENTS/TASKS

2.1. Each floating dock shall measure 225ft long by 25ft wide (+/- 5ft). Comment by Bridges, Shane D CDR: Shall, must, should? Not sure what terms is acceptable these days but this section should probably be consistent.

2.2. Each floating dock must be able to accommodate one (1) FRC on each side simultaneously.

2.3. Each floating dock shall not move except for adapting to tidal changes.

2.4. The floating dock anchoring system shall not include driven pilings and or otherwise penetrate the sea bed due to on-site land use restrictions.

2.5. The floating docks shall be installed adjacent to an existing quay wall and will extend perpendicularly from that quay wall. The inboard end of each floating dock may be connected to the existing quay wall which is made of concrete.

2.6. Each floating dock shall be able to accept and secure Coast Guard provided shore ties using 6-10” ducting. Comment by Bridges, Shane D CDR: Does it have to be ducting? The RFI wording stated:

"The floating docks shall be able to support shore service connections; such as electrical, communications, potable water, and sewage."

which provides them more leeway to accomodate this.

2.7. Each floating dock should have a 24-36” freeboard.

2.8. Each floating dock should have marking fenders spaced 30” apart along both sides of the docks.

2.9. Each floating dock shall be capable of supporting personnel and carry-on equipment and supplies only. Weight capacity for heavy equipment (vehicles, fork lifts, cranes, etc.) is not required.

2.10. This solicitation will also include three (3) option items as listed below.

2.10.1. OPTION 1 - THIRD DOCK FOR MAINTENANCE ACCESS

Fabrication of a 165’ X 20’ Maximum floating dock length 165’ X 20’with the same aforementioned criteria which will be moored parallel to the quay wall. Comment by Bridges, Shane D CDR: We don’t have 200’ for this area…the cutters need all of that space to maneuver and 165’ is about all we can give them.

2.10.2. OPTION TWO - GANGWAYS AND BROWS

Fabrication of gangways for access to the docks and brows for access from the dock to the vessels. Gangways should be 40’ x 5’. Brows should be 10’ x 32”. Comment by Bridges, Shane D CDR: Question for Tom, is this right? I’m trying to picture a 40’ gangway…on a floating dock.

2.10.3. OPTION THREE - GLOBAL DELIVERY AND INSTALLATION

Delivery and installation at US Naval Support Activity Bahrain (Manama, Bahrain). Installation personnel will need to be vetted in order to perform installation on a US military base.
