About this file

This document contains responses to vendor questions regarding Solicitation 70Z02320QOCOM01 for floating docks for fast response cutters. The solicitation requires vendors to provide floating docks to be installed in Bahrain. Vendors should propose their preferred approach to providing installation labor and equipment. A breakdown of all installation costs should be included in quotes. The government will not provide any equipment assistance or utilities, but will reimburse duties and travel expenses. Vendors are advised to conduct a site visit or hire a local diver to inspect the dredged installation area, and discuss contingencies in their quotes. No actions to permanently penetrate the seabed are permitted, but anchors or blocks placed on the surface are allowed.

Solicitation 70Z02320QOCOM01 Amend 4

Responses to Vendor Questions

1. Will any utilities need to be run as part of installation? If the Government intends to run utilities, what size utility raceway should be incorporated into the docks?

No utilities will need to be run by the quoter as part of installation since the Government will handle any utility installations. Any required utility raceway dimensions will be provided after contract award.

2. The SOW states not to penetrate the seabed floor. What exactly does that entail? Anything placed on the bottom will inevitably sink into the silt bottom. Is that okay? Have the use of spuds been completely ruled out?

There is no pile driving, pile socketing, or pile jetting permitted. The intent of this requirement is to not perform any actions which could be viewed by the Government of Bahrain as a “permanent” installation. This requirement is not based around dock engineering or seafloor composition, rather, it is based around how Bahrain views property rights for submerged lands. Anchors, spuds, or concrete blocks placed on the seabed floor will inevitably sink into the silt bottom but they are not viewed as a permanent installation, therefore they are permitted.

3. What, if any are the limitations for using local labor and equipment to support installation?

Quoter should propose their preferred approach to providing the labor necessary to performing installation. Quoter should also propose all equipment necessary to perform installation. A detailed breakdown of all installation labor, travel, materials and material handling costs should also be provided as part of the quotation.

4. Does the government have equipment available to assist in installation?

No.

5. The dive report given is not of the actual area of installation. What the topography is in that specific location? Is the area maintained via dredging?

See the dive report attached. The area where the piers are going is maintained via dredging. The Government also recommends a site visit prior to installation and/or the hiring of a local diver to inspect the bottom to be 100% certain regarding site conditions. Contingencies and mitigation strategies for installation site concerns should be discussed as part of the quoter’s approach and also detailed in the quoter’s time and materials pricing.

6. What is the government's involvement when arranging travel and overcoming travel restrictions?

Travel will be reimbursed in accordance with the Joint Travel Regulations under the contract’s time and materials pricing provisions/clauses. Base access will be coordinated after award and prior to travel. Any unique travel concerns should be identified in the quote as conditions to be resolved prior to bilateral award.

7. Will the customs duties be waived for this project? Are there any special requirements with regard to shipping?

Any customs duties will be reimbursed under the contract’s time and materials pricing provisions/clauses. Any unique customs concerns should be identified in the quote as conditions to be resolved prior to bilateral award.
