About this file

This document is a New Jersey State Contract (T2770) issued by the Department of the Treasury's Division of Purchase and Property Procurement Bureau, covering Emergency Center Planning and Staffing Services. The contract involves multiple awarded vendors across three distinct award groups: AC Disaster Consulting, Continuity Operations Group, Hagerty Consulting, Inc., IEM, Tidal Basin Government Solutions, Black & Veatch, and Rostan Solutions LLC. The contract serves the New Jersey Office of Emergency Management (NJOEM), state departments and agencies, county and municipal partners, and quasi-state agencies.

The contract is structured with three award groups: Group A for Emergency Management Planning, Group B for Emergency Management Training, and Group C for Hazard Mitigation. Vendor selection will be based on ranking contractors within each group by price, with using agencies requesting resumes for needed labor titles from the lowest-priced contractor. If the initial contractor cannot provide a qualified resource, agencies can request resumes from other contractors in the same award group. The contract allows flexibility in vendor selection, permitting agencies to simultaneously send engagement requests to eligible contractors and choose the most advantageous staffing resources based on price, qualifications, and availability. The contract is set to operate through October 1, 2025.

T2770 – SEOC Emergency Center Planning and Staffing Services Bid Solicitation #24DPP00983

METHOD OF OPERATION

October 1, 2025

I. Purpose The purpose of this Contract is to provide professional planning, training, recovery, and mitigation services for the New Jersey Office of Emergency Management (NJOEM) and for all NJ State Departments and Agencies, County and Municipal Partners, and for all Quasi State Agencies.

II. Award Method The Contract award groupings are as follows:

Award Group
Awarded Bidders
Award Group A – Section 4.4 Emergency Management Planning
AC Disaster Consulting, Continuity Operations Group, Hagerty Consulting, Inc, and IEM
Award Group B – Section 4.5 Emergency Management Training
Continuity Operations Group, Hagerty Consulting, Inc, IEM, and Tidal Basin Government Solutions
Award Group C – Section 4.6 Hazard Mitigation
Black & Veatch, Continuity Operations Group, IEM, Rostan Solutions LLC, Tidal Basin Government Solutions

III. Method of Operation When requiring staffing resources for Award Group A, B, and C, the Using Agency will rank the Contractors in the applicable award grouping based upon price. On an as-needed basis, the Using Agency will request resumes for the needed labor title resources from the Contractor with the lowest price for the required labor titles. In the event the Contractor cannot provide a qualified resource, as solely determined by the Using Agency, the Using Agency will then request resumes from other Contractors within the applicable award grouping.

Due to the potential emergent nature of these services, the Using Agency reserves the right to send an engagement request to all eligible Contractors simultaneously within an applicable award grouping, and then select at its discretion the most advantageous Contractor staffing resources based upon price and other factors, such as qualifications and availability.

All questions regarding use of the this Contract should be directed to the SCM.
