Intent to Award Sole Source - MITRE
This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections on January 6, 2023. The department intends to sole source consulting services to MITRE for assistance in acquiring and deploying Contraband Cell Phone Interdiction Systems. The project focuses on expanding efforts to pursue a solicitation for a new Certified Contraband Interdiction System (CCIS) that meets Federal Communications Commission requirements and enables submission of disabling requests to Mobile Network Operators for contraband phones within correctional facilities. The response period deadline is January 23, 2023 at 10:00 a.m., with responses to be submitted to the SC Department of Corrections Purchasing Branch. No pre-bid conference or site visit is scheduled. The project encompasses three primary service deliverables: research and RFP development, site survey analysis, and a lab testing environment with various cellular systems infrastructure.
The consulting services include assistance in solution design, RFP development, proposal evaluation, and post-deployment system validation. Service deliverables include a summary of industry research, technical inputs to an RFP, RF site surveys using specialized test equipment and modeling software, and access to a comprehensive testing environment featuring 2G GSM, 3G WCDMA, 4G LTE, and 5G NR network solutions with associated base station simulators and software-defined radio capabilities. No specific pricing terms or amounts are detailed in this sole source award notice. The intended award becomes effective after the opening date if no responses are received. Protests must be submitted to the Chief Procurement Officer within five business days of notice posting, with full actual protests due within fifteen days. This notice is posted in the South Carolina Business Opportunities database for the required five to ten business days as mandated by SC Code 11-35-1560.

Intent to Award Sole Source
SOUTH CAROLINA DEPARTMENT OF CORRECTIONS
The South Carolina Department of Corrections Intends to Sole Source with MITRE for consulting services to continue assisting the agency in acquiring and deploying Contraband Cell Phone Interdiction Systems. MITRE is currently working with the agency to acquire and validate deployment of a Next-Generation Managed Access System, described as “MAS Evolved” in the Contraband Cell Phone Task Force Testbed Report available at https://api.ctia.org/wp-content/uploads/2019/04/Contraband-Phone-Task-Force-Status-Report-Combined.pdf. The agency intends to expand on this work to pursue a solicitation for a new type of Contraband Interdiction System (CIS) that can become certified by the Federal Communications Commission (FCC) and allow submission of disabling requests to Mobile Network Operators (MNOs) for contraband phones observed in correctional facilities, as described below. These consulting services include assistance in solution design, RFP development, proposal evaluation, and post deployment system validation for such a system.
Background In July 2021, the Federal Communications Commission (FCC) issued an order (contained in document FCC-21-82) that allows corrections departments to combat contraband cell phone use by providing a feasible path to disabling any observed phone. The order outlines a rules-based process whereby corrections departments may use a certified CIS (CCIS) to collect the international mobile equipment identity (IMEI) and the international mobile subscriber identity (IMSI) of contraband phones being used within the facility and submit this information to mobile network operators (MNOs), at which point the MNOs would be required to disable both the phone itself and the subscription plan being used. This order enables new possibilities for combating contraband phone use that may offer cost savings over a MAS-Evolved deployment.
Service Deliverables:
Research and RFP Development This phase of the project will involve research into the necessary aspects of a CCIS and development of technical inputs to an RFP. This research will draw heavily on research conducted to date for a MAS and will focus primarily on the key differences between a MAS and CCIS. An overarching goal will be to identify ways in which cost savings can be achieved relative to a MAS while still accomplishing the necessary CCIS functional capability. An important component of this research will be discussions with industry leaders to answer key questions about the technology and the feasibility of cost-saving approaches.
After gathering the necessary information from the research phase, the team will then develop technical inputs to an RFP, including system specifications, vendor requirements, and evaluation criteria. The team will also produce a report documenting the findings of the research and recommendations for the best path forward.
Deliverables in this work phase will include:
Summary of Industry Research
Technical Inputs to an RFP Site Survey A key driver of cost and complexity in a CIS deployment is understanding the RF environment at the site, including the power levels presented at various spots within the facility. The consultant will conduct a site survey at the deployment location, using a collection of fieldable test equipment which they will furnish, such as NEMO and TEMS test handsets, Sanjole WaveJudge wireless test systems , and Berkeley Varitronics YellowFin Analyzers. Using the data obtained from the site survey, along with facility construction data, the consultant will build RF models using Infovista’s Planet RF planning and network optimization package or similar tools, to estimate the expected coverage CIS vendors will need to provide.
Lab Testing Environment The consultant will provide access to a testing environment with a range of cellular systems that mirrors that of carriers without the risks associated with live testing. This environment will include the following or their functional equivalent:
A Quortus Networks 2G GSM network solution with small cells.
An Aricent 3G WCDMA network with small cells.
A Nokia carrier grade 4G LTE network with macrocells.
An Ericson carrier grade 4G LTE / 5G NR network with macrocells.
Anritsu base station simulators for 2G and 3G which allow scripted testing of cellular procedures such as handoffs, down-bidding, and collection of identifiers Open-source Software-defined Radio (SDR) base stations running 2G/3G/4G, allowing for tailored Radio Access Network (RAN) operations.
The consultant will make these resources available to conduct investigations and to enable in-lab testing as part of the selection process.
Should you have concerns with this intent to award MITRE in that you can perform services please send your responses via e-mail to SC Department of Corrections.
