About this file
This is a Sole Source Request form submitted by the Colorado State Patrol (CSP) under the Division of CSP Wellness for contracted mental health services through the Peace Officer Mental Health (POMH) grant administered by the Department of Local Affairs (DOLA). The request seeks to procure comprehensive mental health and wellness services from MindGym, operated by LeRoy Matticks, to support CSP troopers, communication officers, and Port of Entry Officers. The services include EEG brain scans with baseline and profile assessments, neurofeedback therapy, trauma-informed yoga, mindfulness and meditation training, nutrition guidance, and professional counseling. The contract period runs from April 1, 2026, through June 30, 2027, with an estimated total contract value of $100,000 allocated entirely to services.
The CSP justifies this sole source procurement based on MindGym's unique capability to provide integrated, whole-person treatment combining evidence-based neuroscience, physiology, and psychology across multiple wellness domains. While other vendors may offer individual therapeutic modalities, MindGym is identified as the only provider offering this comprehensive spectrum of coordinated services with licensed physician supervision and scientific validation of outcomes, particularly for addressing PTSD, depression, mood disorders, and sleep disruption in law enforcement personnel. The vendor operates multiple locations across the front range urban region and provides mobile services to CSP locations outside the Denver-Fort Collins-Colorado Springs corridor. MindGym has negotiated acceptance with state insurance carriers and reduced the cost of brain scans from $1,000 to $750, with insurance covering additional out-of-pocket expenses. The sole source request was posted on the VSS procurement system as NPSS1 RBAA 2026-0172 and was approved by the Director of Purchasing, valid through June 30, 2027.

• If yes, please explain:
A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

Procured Goods Response: This vendor was used as a primary source of therapy for CSP's Peace Officer Mental health grant. We found that they are the only ones within a reasonable and relative geographic proximity that offers this type of service not only in the metro area but rural area as well.
Description of Goods/Services: To serve the mental health needs of CSP troopers, communication officers, and Port of Entry Officers through the DOLA administered Peace Officer Mental Health (POMH) grant, we require services that support our members as a whole person; mentally, physically, emotionally, etc. so they can heal from injury, trauma, and PTSD sustained through the years of chronic exposure to intensive stressors, and thereby serve the greater good of our communities in Colorado. The service indicated here provides the whole person approach that we are seeking and consists of an EEG brain scan, baseline and profile, Neurofeedback therapy, and guidance to access additional treatments as indicated for each member, including gentle movement (yoga,) meditation/mindfulness training, nutrition, and professional counseling, all of which are strongly supported in the current research base as mutually reinforcing therapeutic strategies.

F1 Text Bpx: While there are many vendors offering one or two of these modalities as standalone, disconnected treatment options, Mind Gym is the only vendor to offer accessible whole-person treatment options that 1) are informed by current findings in neuroscience, physiology, and psychology and 2) address the full range of wellness domains we are seeking to support CSP members with this program i.e., licensed physician supervised EEG baseline brain scans and Neurofeedback therapy in conjunction with nutrition, therapeutic movement (trauma informed yoga,) mindfulness, meditation, and licensed professional counseling. This unique spectrum of services is backed by research to offer the best possible long-term mental health outcomes for CSP‘s members, particularly where there are chronic injuries resulting in and from PTSD, depression, mood disorders, sleep disruptions, and low metabolic energy. It is a delicate process to provide meaningful and measurable results for positive mental health health outcomes, and Mind Gym maintains a scientifically proven record of success and supporting its clients and improving their mental health and quality of life. Additionally, as a practical concern, Mind Gym operates from multiple locations across the front range urban region and also has the ability to provide mobile services for CSP locations outside of the Denver Fort Collins Colorado Springs corridor .
E4 Text Box: MindGym has worked with both state insurance carriers to accept them as a paid resource. The CSP under the POMH Grant pays for the brain scan, which came down in price from $1000 to $750 and then any out of pocket payments required after insurance. I have not found another company to offer these services offering us this pricing.
