About this file

This is an Intergovernmental & Cooperative Purchasing Clause document related to the Laurie Drive Sewer Rehabilitation project solicited by the Washington Suburban Sanitary Commission (WSSC) in Maryland. The project involves the repair, rehabilitation, or replacement of 1,171 linear feet of defective sewer mains, 1,006 linear feet of defective sewer laterals, and three manholes located in the Paint Branch Basin of Maryland. Sealed responses must be submitted electronically via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater prior to 2:00 pm on Tuesday, December 23, 2025, with a question submission deadline of December 10, 2025. The contract duration is 130 days from the Notice to Proceed, with liquidated damages assessed at $925.00 per day for non-compliance. Prime contractors must have successfully self-performed a minimum of 15,000 linear feet of open cut replacement on sanitary sewer projects within North America over at least three years and demonstrate experience with RCP, DIP, and PVC pipe materials. Technical submittals are required within 10 work days of Notice of Award, with all required documents due within 30 calendar days.

The project includes a 25 percent Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal, with African American firms counting toward 100 percent of the goal, Hispanic American firms toward 13 percent, and women-owned firms toward 14 percent. Contractors must provide a 5 percent bid guarantee, 100 percent performance and payment bonds, and maintain comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence with a $2,000,000 general aggregate. The project is funded through the Maryland Department of the Environment State Revolving Loan (SRF) and is subject to Davis-Bacon prevailing wage requirements and American Iron and Steel (AIS) product mandates under the Build America Buy America Act. A one-year maintenance bond is required, and the contract is subject to Maryland Little Miller Act requirements, including 5 percent retainage on all payments.
