About this file
This is a Mechanical Maintenance Request for Proposal (RFP) issued by the Town of Dartmouth, Massachusetts, for preventative maintenance services across five town-owned facilities: Dartmouth Town Hall, Council on Aging, Dartmouth Police Station, North Dartmouth Library, and Southworth Library. The RFP seeks a comprehensive preventative maintenance agreement covering HVAC equipment, boilers, air conditioning systems, air handling units, compressors, pumps, water heaters, and VAV boxes. Maintenance will be performed twice annually—once in September before heating season and once in April before cooling season. The contract term is one year with options to renew for two or three additional years. Contractors must conduct site visits to verify equipment accuracy and their ability to perform all identified maintenance tasks. Upon completion of each service visit, contractors must submit detailed service reports documenting findings, damage assessments, and recommendations for equipment improvements.
Pricing must include all labor, materials, sales tax, excise tax, and any other applicable taxes for which the Town is not liable, with prices remaining firm throughout the contract term. Contractors must submit separate pricing for semi-annual preventative maintenance at each facility location and for service calls and repairs, including hourly rates for regular and overtime work, materials markup (maximum 10%), and unit prices for additional services. All contractors are required to maintain $1,000,000 in General Liability Insurance per occurrence and Workers Compensation Insurance. Bidders must sign a Certificate of Non-Collusion and acknowledge all terms and conditions, confirming they have examined specifications and visited applicable facilities.
