MARSOC Marine Raider Training Center (MRTC)

Multi-Discipline Intelligence Operator Course (MDIOC) Manpower Augmentation

Statement of Work

Revised 03 Sep 2021

1.1 DESCRIPTION OF REQUIRING ORGANIZATION

A requirement exists to provide formal training to individual Special Operations Capability Specialists

(SOCS) in Special Operations tactics, techniques, and procedures (TTPs) and related support skills in order to provide qualified personnel to the Marine Special Operations Companies (MSOCs). The unit specifically charged with this responsibility is the Marine Raider Training Center (MRTC) formerly called the Marine Special Operations School (MSOS). Due to current force manning, contracted support is required for MRTC in the execution of its mission.

1.2 TASK PURPOSE

The purpose of this task is to provide the MRTC with contractor support to provide full time qualified

Subject Matter Experts (SME) to facilitate the Programs of Instruction (POIs) of the Marine

Forces Special Operations Command (MARFORSOC).

2.0 GENERAL REQUIREMENTS

The Contractor shall provide the following general requirements, as well as the specific support identified in Section 3.0, to include properly qualified SMEs as outlined in Section 4.0.

2.1 TRANSITION

The contractor shall execute their proposed transition plan and ensure fully qualified personnel are in place on day 1 of the performance period. The contractor shall ensure no interruption of mission occurs during the transition period. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor shall plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. The Contractor shall provide weekly updates during the transition period to ensure the government is fully informed of the transition status and any issues that may be identified.

2.2 QUALIFIED PERSONNEL

The contractor shall provide qualified personnel that meet 100% of the required skills and qualifications as set forth in Table 4.1 of the SOW. The contractor shall ensure personnel are fully qualified to meet mission requirements on day 1 of performance.

2.3 MANAGEMENT OF ISSUES

The contractor shall address all performance issues and customer complaints to ensure the requirements defined in the SOW are met successfully 100% of the time.

2.4 MANAGEMENT OF POSITIONS SHORTFALLS (RETENTION/FILL RATES)

A Full Time Equivalent (FTE) for this task order equates to 1,920 hours per year. Other than normal working hours, to include evenings, weekends, and holidays may occasionally be required in support of the MRTC mission. The contractor shall ensure any absences (including leave, medical emergencies, etc.)

lasting more than ten consecutive workdays are backfilled with a qualified candidate for the duration of the absence or until permanently filled. The contractor shall ensure fully qualified personnel are in place and to fill vacancies per the Service Delivery Summary (SDS) when personnel depart.

2.5 DELIVERABLES

All deliverables shall be sent to the COR. Acceptance of deliverables shall be performed by the COR.

The COR will evaluate deliverables for completeness, correctness, and operations sufficiency of content.

If the COR determines a deliverable is unacceptable, the contractor shall correct all deficiencies within the timeframe stated by the COR. The acceptability of deliverables will be reflected in the contractor’s performance evaluation.

3.0 SPECIFIC REQUIREMENTS

3.1 Contract Management

The contractor shall provide an on-site single point of contact (Contract Lead) at the Government Site at

MARSOC, Camp Lejeune, N.C. This is not a separate position but shall be assigned as an additional duty to one of the seven (7) positions identified below. Per SOFARS Clause 5652.237-9001, the Task Lead is identified as Key Personnel for this requirement.

3.1.1 The Contract Lead shall ensure that the MRTC requirements are met within the allocated resources of the contract, while properly balancing cost, schedule, and technical performance.

3.1.2 The Contract Lead shall manage contract personnel who will be working in geographically dispersed locations.

3.1.3 The Contract Lead shall manage the day-to-day operations and administration of project tasks, developing detailed work plans and schedules, assigning staff responsibilities, and supervising all staff efforts.

3.1.4 The Contract Lead shall interact continually with the Government COR and any appointed

Technical Representatives (TR) to discuss concerns and ensure total product/service satisfaction.

3.2 Special Operations Training Cadre 7 (SOTC-7) Support SMEs

The contractor shall provide MRTC with contractor support in the form of qualified SMEs to fill required positions within SOTC-7.

3.2.1 Counterintelligence/Human Intelligence (HUMINT) Instructor and Curriculum Development

SME (One (1) FTE)

3.2.1.1 The contractor shall have held the USMC Military Occupational Specialty (MOS) of 0211, 0210, or other-service equivalent with a minimum of four (4) years of experience as a

3.2.1.2 The contractor shall assist in the duties and functions associated with conducting safe and effective training.

3.2.1.3 The contractor shall apply adult learning theories, methods, and strategies, such as the Socratic

Method, while working independently or in a multidisciplinary team environment.

3.2.1.4 The contractor shall support training in classroom, rural and urban environments, utilizing all standard computer software, namely Microsoft OS and Microsoft Office suite of programs to perform professional development of courses and training events as directed.

3.2.1.5 The contractor shall assist in designing, developing, updating, and reviewing complex SOF

CI/HUMINT training scenarios for inclusion in MDIOC.

3.2.1.6 The contractor shall participate in the development and execution of simulated tactical

CI/HUMINT support to combat operations, encompassing the entire SOF intelligence and targeting cycle, to include in-depth knowledge and experience with equipment-agnostic applications of multi-protocol survey, collection, analysis and exploitation throughout permissible, semi-permissible and non-permissible/austere areas of operation.

3.2.1.7 The contractor shall possess an in depth understanding of MSO, CI Functions, Detainee

Operations, and Advanced Special Operations (ASO).

3.2.1.8 The contractor shall be familiar with all associated publications and manuals pertaining to CI, HUMINT, and ASO as well as an understanding of associated reports and web-based CI/HUMINT reporting modules/interfaces.

3.2.1.9 The contractor shall possess and maintain a fully adjudicated TS//SCI clearance.

3.2.1.10 The contractor shall drive rental passenger vehicles to evaluate and train students in training as needed. The contractor shall gain and maintain license to operate a motor vehicle.

3.2.1.11 The contractor shall be TAD away from Camp Lejeune 55 days per iteration, 2 iterations per year every other year, 1 iteration per year in alternate years.

3.2.2 Geospatial Intelligence (GEOINT)/ISR Tactical Controller (ITC) Instructor and Curriculum

Development SME (Two (2) FTEs)

3.2.2.1 The contractor shall have held the USMC Military Occupational Specialty (MOS) of 0241, 0261, 125D, 350G or other-service equivalent with a minimum of four (4) years of experience as a GEOINT professional.

3.2.2.6 The contractor shall conduct training reviews, revisions, and courseware development for course syllabi, create, review and update classroom training materials such as student handouts, lesson plans, PowerPoint presentations, and practical exercises required for course accuracy and relevance as directed.

3.2.2.7 The contractor shall instruct, tutor and mentor students to meet course learning objectives and evaluate the Training Task List ensuring items have been satisfactorily completed during evaluations.

3.2.2.8 The contractor shall assist to design, develop, update, and review complex GEOINT training scenarios for inclusion to MDIOC as directed.

3.2.2.9 The contractor shall be able to simulate various components of GEOINT request and support, GEOINT production, AISR operations, ITC skillset, FMV PED analyst, knowledge of GEOINT POR software/systems.

3.2.2.10 The contractor shall participate in professional development of courses and events at the request of leadership.

3.2.2.11 The contractor shall gain and maintain a state-issued license to operate a motor vehicle.

3.2.2.12 The contractor shall be familiar with all associated publications and manuals pertaining to

GEOINT operations.

3.2.2.13 The contractor shall possess current ITC certification or have been previously certified.

3.2.2.14 The contractor shall be TAD away from Camp Lejeune 12 days per iteration, 2 iterations per

3.2.3.7 The contractor shall instruct, tutor and mentor students to meet course learning objectives and evaluate the Training Task List ensuring items have been satisfactorily completed during evaluations.

3.2.3.8 The contractor shall assist in designing, developing, updating, and reviewing complex SOF SIGINT training scenarios for inclusion in MDIOC as directed.

3.2.3.9 The contractor shall participate in the development and execution of simulated tactical SOF

SIGINT support to combat operations, encompassing the entire SOF intelligence and targeting cycle, to include in-depth knowledge and experience with equipment-agnostic applications of multi-protocol survey, collection, analysis and exploitation throughout permissible, semi-permissible and non-permissible/austere areas of operation.

3.2.3.10 The contractor shall gain and maintain a state-issued license to operate a motor vehicle.

3.2.3.11 The contractor shall be familiar with all associated publications and manuals pertaining to

SIGINT, as well as an understanding of associated reports and web-based SIGINT reporting modules/interfaces.

3.2.3.12 Contractor must be able to achieve Basic and Advanced Digital Push-to-Talk course completion and mastery (i.e., A28 DLMC Certification or equivalent).

3.2.3.13 Contractor shall be able to achieve Basic and Advanced HF course completion and mastery (i.e., A28 SOF HF Certification or equivalent).

3.2.3.14 Contractor shall be able to achieve Tradecraft and Compliance Branch (T&C) Modes 1, 2 and 3

Ground Instructor Certification.

3.2.3.15 Contractor shall be able to achieve Tradecraft and Compliance Branch (T&C) Mode 6 Ground

Operator certification or Class 3 Operations Certification from either SOF Targeting Training Element

(STTE) or Foundational Services/Office of Remote Operations.

3.2.3.16 Contractor shall be able to achieve Advanced Network Characterization Certification or equivalent course completion (i.e., training conducted by a certified SOF SIGINT training element

(STTE, A28 or like certifying body).

3.2.3.18 The contractor shall be TAD away from Camp Lejeune 12 days per iteration, 2 iterations per year every other year, 1 iteration per year in alternate years.

3.2.4 All-Source Intelligence Analyst Instructor and Curriculum Development SME (Three (3)

FTEs)

3.2.4.1 The contractor shall have held the USMC Military Occupational Specialty (MOS) of 0231 or other-service equivalent with a minimum of four (4) years of experience as an All-Source Intelligence

3.2.4.7 The contractor shall conduct training reviews, revisions, and courseware development for course syllabi, create, review and update classroom training materials such as student handouts, lesson plans, PowerPoint presentations, and practical exercises required for course accuracy and relevance as directed.

3.2.4.8 The contractor shall instruct, tutor and mentor students to meet course learning objectives and evaluate the Training Task List ensuring items have been satisfactorily completed during evaluations.

3.2.4.9 The contractor shall assist in designing, developing, updating, reviewing and executing complex

SOF Multi-Source Intelligence training scenarios for exploitation and development of a common intelligence picture in MDIOC as directed.

3.2.4.10 The contractor shall participate in the development and execution of simulated tactical integration with other Intelligence disciplines aiding in the conduct of in-depth analysis and all-source fused production to directly support operational decision making for ambiguous problem sets typical of special operations in dynamic environments.

3.2.4.11 The contractor shall assist in providing familiarization of MARSOC mission and organization, intelligence support to SOF operations, Ops/Intel integration and analytical processes.

3.2.4.12 The contractor shall assist students in operationalizing intelligence, leveraging analytical tools, metrologies, processes, concepts, capabilities and limitation of other intelligence disciplines and tradecraft in support of full spectrum special operations.

3.2.4.13 The contractor shall be TAD away from Camp Lejeune 19 days per iteration, 2 iterations per

4.0 PERSONNEL AND MINIMUM SKILL REQUIREMENTS

4.1 The contractor shall provide MRTC with contractor support in the form of a qualified Subject Matter

Experts (SME) to fill required positions. Personnel qualifications are provided in Table 4.1.

• Served a minimum of two (2) OCONUS deployments working as an

Intelligence Surveillance Reconnaissance and Full Motion Video analyst.

Deployments with SOF is preferred and will be evaluated favorably.

• Must be proficient with SOF exploitation programs and software (I.E.

AIDE, SOCET, ARCGIS, QT, Google Earth, mIRC and Microsoft

Office).

• Shall possess knowledge of Special Operations Force communication tools and basic radio communication skills.

• Must have a valid state driver’s license.

• Carry equipment weighing up to 50lbs.

• Possess a fully adjudicated TS/SCI clearance on day one of contract execution.

• Must complete the 4-week MRTC Instructor Qualification Course once on contract. Prior attendance in the course will be accepted.

• Shall be required to provide surge support within the total 1920 hrs that equate to an FTE under this contract.

• Must be able to maintain certification/achieve recertification as an ISR

Tactical Controller once on contract.

• Accredited SOF ITC certification preferred and will be viewed favorably.

3.2.4 All Source

Intelligence Analyst

Instructor and

Curriculum

3 FTE

• 4 years of experience as an All-Source Intelligence analyst.

• Must have a valid state driver’s license.

• Carry equipment weighing up to 50lbs.

• Possess a fully adjudicated TS//SCI clearance on day one of contract execution.

• Must complete the 4-week MRTC Instructor Training Course prior engaging with students. Prior attendance in the course will be accepted.

• Must have an understanding of handling classified materials and Electronic

Key Management System (EKMS).

• Shall be required to provide surge support within the total 1920 hrs that equate to an FTE under this contract.

• Must be formally trained in analytical methodologies and processes (i.e.

Critical Thinking Structured Analysis, JIPOE models/templates, Counterterrorism Analytical Framework, Collections, CARVER, Intelligence Support packages, Target Intelligence packages, Link Analysis, Center of Gravity and Mission Analysis).

5.0 DELIVERABLES

The contractor shall produce and deliver the following deliverables related to the requirements identified throughout this SOW.

5.1 MONTHLY REPORTS

5.1.1 The Contractor shall submit a monthly report in a format agreed upon by the COR and Contractor.

The monthly report must be submitted to the COR by the 10th of the following month. At a minimum, each monthly report shall include:

• The Contractor Name, Contract Number, Project Name, and the applicable month and year of the report

• An overall summary identifying the current state of the requirement and support

• Manpower Status which includes:

o Total number of contract personnel required o Total number of personnel on contract o Total number of CAC’s returned

• Major actions/events conducted during the month

• Projected major actions/event for the up-coming month

• Current or projected difficulties/concerns

• Recommendations for improvement

• Chart depicting contract funding which includes, by CLIN:

o Contract Total o Amount Obligated o Amount Expended o CLIN Balance

• Chart depicting anticipated expenditures for the following month

5.2 QUARTERLY REPORT

The Contractor shall submit a quarterly report that summarizes and consolidates the information listed in the three-prior monthly report. The quarters shall be: 1st) Oct-Nov-Dec; 2nd) Jan-Feb-Mar; 3rd) Apr-

May-Jun; and 4th) Jul-Aug-Sep, and the quartley reports will be submitted to the COR no later than the

10 day of the following start of new quarter. The format will be agreed upon by the COR and Contractor.

5.3 CONTRACTOR MANPOWER REPORTING (CMR)

The contractor shall report ALL labor hours required under this contract at https://www.sam.gov by

October 31 each year.

6.0 SERVICE DELIVERY SUMMARY

Performance assessments will be provided to the Contracting Officer (KO) by the COR. Meeting or not meeting the thresholds identified in Attachment 1 – SDS will be the basis of that performance evaluation.

7.0 GOVERNMENT FURNISHED PROPERTY/SPACE

The Government anticipates the tasks (requirements) included in this SOW will performed on-site and will provide all equipment and materials, with the requisite access to all mission essential networks and systems required to support the activities required under the resulting contract. The government will provide furnished office spaces (workstations, office automation equipment, telephones (episodic cellphones, and furniture) and supplies.

8.0 SECURITY REQUIREMENTS

8.1 Security will be in accordance with the attached DD254. Contractor team individual(s) supporting this contract will be cleared at the TOP SECRET/SCI level at the start of the task. Contractors will not require additional accesses in performance of this effort. Contractor will require access to

NIPRNET/SIPRNET/SOCRATES computer systems only at government facilities. Contractor will not be authorized to courier classified information.

8.2 The contractor shall ensure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.

8.3 The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified material inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.

9.0 TRAVEL

Travel is required to various CONUS locations in support of this task order. Additionally, the contractor shall participate in meetings, briefings, conferences, working groups, courses, and training events as requested by the government. The contractor shall travel as initiated by written tasking by the COR. The contractor travel shall identify the Firm Fixed Price of the travel costs, and the costs must be approved by the COR prior to executing the travel. The contractor shall ensure that travel expenses are incurred in accordance with the limitations set forth in the Joint Travel Regulation (JTR) and FAR 31.205-46.
