MDIOC Manpower Augmentation

1. Would you be able to confirm if this is an entirely new effort or if there is an incumbent currently providing these services? If so, would you kindly provide the incumbent contract details (contractor name, contract number)?

a. A: This is a new requirement for which there is no incumbent.

2. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

3. In table 4.1 Personnel Qualifications - The Government states that our personnel must have a Fully adjudicated TS/SCI on day 1 of contract execution is not realistic. It is our understanding that the government is the one who grants SCI; not industry. How does the government want this annotated on our personnel resumes? Do we list fully adjudicated

Top Secret clearance as verified in DISS with the eligibility to be read in SCI?

a. A: SCI Eligibility is required, read-in and access to be accomplished by

Command SSO.

4. Do we need to provide the Contractor information for the DD254 in our submission

a. A: Yes, we could consider individuals from the civilian sector of the Intelligence

Community, however, as we are trying to incorporate a more multi-disciplined approach to Geospatial Intelligence and advanced analytics, considerations would be based on experience. - For Example: We would not consider a civilian

Geospatial Intelligence Instructor who only has experience with Imagery Analysis and has not previously worked within a Special Operations Environment. 3.2.4 pg 8 of 10 NOTE: this is a two part question. Question: Will the Government consider All Source Intelligence Analyst Instructor and Curriculum Development candidates from the civilian sector of the US National Intelligence Community? Will the

a. Answer Question 1: Normal IC (USD-I) personnel have most likely never focused on the stated formally trained doctrine in which we teach as stated in Table 4.1 / per 3.2.4. Unless that person has prior 0231 (Military) experience. A purely civilian sector careerist would not be conducive to the curriculum and understandings of SOF.

b. Answer Question 2: Much more advantageous to accept any prior SOF enterprise

(ie. NSW, USASOC, AFSOC, MARSOC). MARSOC preferred, due to understanding of the curriculum, concepts already. SOCS I’s from the MARSOC enterprise are preferred.

61. Reference: SOW 7.0 Government Furnished Property/Space it reads “The government will provide furnished office spaces (workstations, office automation equipment, telephones (episodic cellphones, and furniture) and supplies.” Question: As the contractors are expected to travel, is the government going to supply all necessary gear/equipment required to facillitate completing the required work while on travel?
