About this file

This is a pre-bid meeting webinar registration notice issued by the Massachusetts Department of Transportation Rail and Transit Division for Proposal No. 616371-133765 regarding the Knowledge Corridor Fiber Optic Cable Project. The project encompasses the supply, installation, and testing of a new fiber optic cabling system on the Knowledge Corridor Rail Line, covering approximately 50 miles of active railroad across Springfield, Chicopee, Holyoke, Easthampton, Northampton, Hatfield, Whately, Deerfield, Greenfield, Bernardston, and Northfield, Massachusetts. The mandatory pre-bid meeting is scheduled for July 16, 2026, at 10:00 A.M., with attendance available either in person at the MassDOT South Deerfield Office or remotely via Microsoft Teams webinar. Prospective bidders participating remotely are required to register using the provided Teams link to receive confirmation and access instructions. In lieu of physical railroad right-of-way access, MassDOT will provide a 360-degree video of the project corridor for bidder review. The pre-bid meeting will include an overview of the project and discussion of questions related to the proposed work, bidding procedures, and required contract provisions.

Questions may be addressed during the pre-bid meeting; however, only questions submitted through the official Commbuys procurement channel during the designated Question and Answer period and corresponding written responses from MassDOT are considered official and binding. Certain items will be supplied by the Department and installed and tested by the Contractor. Prospective bidders with webinar registration inquiries should contact Rachel Burckardt, Project Manager at WSP USA Inc., referencing Proposal No. 616371-133765 in the subject line.
