About this file
This is an Invitation for Bid (IFB) for the Massachusetts Department of Transportation (MassDOT) Knowledge Corridor Fiber Optic Cable Project, a rail infrastructure initiative spanning approximately 50 miles of active railroad from Springfield to Northfield, Massachusetts. The project comprises the supply, installation, and testing of a new fiber optic cabling system on the Knowledge Corridor Rail Line, with certain materials to be supplied by the Department and installed and tested by the Contractor. The scope of work includes fiber optic cable installation within 1.25-inch innerduct and 2-inch spare innerduct, conduit routing and installation, pull boxes and handholes, signal house connections, bridge crossings, at-grade crossing preparations, and comprehensive testing and documentation. The project encompasses 185 total sheets of detailed plans and specifications, including existing utility crossing tables, fiber optic one-line diagrams, installation route plans by station numbers, typical details for various installation conditions, and traffic control measures. The bid was issued for bid on July 1, 2026, with plans referencing station numbers from STA 5+50 to STA 2605+50, encompassing multiple municipalities including Springfield, Chicopee, Holyoke, Northampton, Hatfield, Whately, Deerfield, Greenfield, Bernardston, and Northfield.
The project involves coordination with the Berkshire & Eastern Railroad (B&E) and compliance with extensive safety protocols, including Roadway Worker Protection training, de-energization procedures for electrified facilities, and protection of existing utilities during construction. Key technical requirements include fusion splicing of fiber optic cable only at handholes, maximum pull box spacing of 2500 feet, minimum 36-inch clearance from bottom of tie to top of conduit under tracks, and compliance with MBTA railroad clearance standards. The Contractor is responsible for field verification of all equipment placement, hand digging to identify underground utilities prior to mechanical excavation, restoration of disturbed areas with 12-inch ballast, repair of any infrastructure damage at no additional cost, and GPS measurement of all handholes and pull boxes for as-built drawings. Multiple at-grade road crossings require specialized installation methods including directional drilling, trenching, or plowing depending on road surface type and ownership (public or private). The project includes specific signal house and station connections such as CPR-1 at Clinton Street, Holyoke Station, Northampton Station, and Greenfield Station, with fiber patch panels and lateral cable installations at designated locations. Contractors must obtain all necessary approvals from authorities having jurisdiction, conduct required testing, and maintain continuous operation of existing railroad facilities throughout construction.
