About this file
This is a Request for Proposal (RFP) issued by Massachusetts College of Art and Design (MassArt), an agency of the Commonwealth of Massachusetts, for executive search and recruitment search firm services. MassArt seeks proposals from multiple contractors to provide these services, which may also be available for use by other Massachusetts public higher education institutions. The RFP was issued on March 3, 2026, with a proposal deadline of March 17, 2026, at 5 PM EST. Written questions must be submitted by March 11, 2026, at 11:59 PM EST, with an addendum containing responses to be issued by March 13, 2026. The anticipated bid award date is the week of March 23, 2026. Any resulting contract shall be for a duration of three years, with either party able to terminate without cause by providing thirty (30) days advance written notice. Proposals must be submitted electronically to purchasing@massart.edu with a maximum file size of 10 megabytes.
MassArt intends to structure pricing based on milestones for full executive searches, with payments allocated as follows: 33 percent upon contract execution, 33 percent upon presentation of a final qualified candidate pool approved by the campus search committee, and 34 percent upon receipt of an executed candidate acceptance letter. All indirect expenses—including communications, web portals, postage, printing, reference checks, and background checks—are included in the search fee. Direct expenses, such as travel and advertising, require pre-approval in writing with receipts. In cases of failed searches, MassArt will not issue final payment unless the contractor presents a minimum of three qualified candidates and MassArt elects to hire internally. A performance guarantee requires that if a hired candidate is terminated within one year for reasons other than disability or organizational changes, the contractor will reopen the search at no additional professional fee, covering only ordinary reimbursable expenses and an additional 10 percent of the original fee for indirect expenses. All invoices are due within thirty (30) days of receipt. Contractors must pay all applicable taxes, fees, and assessments, and awards will be made to firms demonstrating best value, best practices, and superior service capabilities.
