RFP, Page 44 of 78, 2 proposal Format (b)Illustrations and graphs may not have text smaller than Times New Roman 10 pt font."Are tables also allowed to have text no smaller than Times New Roman 10 pt font?ContractualYes, Table font cannot be smaller than Times New Roman 10 pt font.RFP part A, GENERAL INSTRUCTIONS 2.(b)
QASP, Page 1, PWS 3.1, Item CC. ASSISTS IN MANAGING RECEIPT, ROUTING, RESOLUTION, AND TREND ANALYSIS OF REQUESTS FOR SUPPORT IN ACCORDANCE WITH THE OFTSSC STANDARD OPERATING PROCEDURES (SOP).RFP, Page 47 of 78, Para 1.1(a) states that the offeror shall desribe "Technical understanding of the Tactical Systems Support Contractor Support Services (CSS), and their technical approach and demonstrated capability to meet the requirements of the attached Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP), along with any innovative solutions." The offeror is required to understand the PWS and QASP requirements and to provide any innovations . The QASP for PWS 3.1, states that support must follow the OFTSSC SOP. However, the OFTSSC SOP was not provided with the solicitation. It is assumed that the incumbent contractor has a copy of the SOP. To provide a level competitve field, will the government release the SOP in response to this question?TechnicalCurrent SOP is For Official Use Only (FOUO). Government cannot post to a public site. The OFTSSC SOP was last updated in 2015 (100 pages in length). The SOP is mainly comprised of Information Technology Infrastructure Library (ITIL) 3.0 (available on the public domain) Incident management processes, as referenced in para. 2.1 of the PWS. The only portion of the SOP that applies to this solicitation (i.e., PWS, QASP, RFP) is the procedures for handling incoming requests in accordance ITIL 3.0 standards. Offerors concerned with the content of the SOP as it pertains to this solicitation can reference the same ITIL standards without actually having access to the SOP. The remainder of the SOP instructs Government on how to do their inherently Government tasks in opening, running, and closing the facility. Government can provide SOP to winning Offeror at time of award.PWS para 2.1, QASP para 6 Table, PWS Para columns 3.1, 3.2, and 3.3 item c.
QASP Page 6CONUS Support (PWS 3.3) and OCONUS Support (PWS 3.5)QASP Page 6 does not map to the PWS. The current PWS identifies PWS 3.3 as "TSS Contingency Support" and PWS 3.5 as "Transition Plan". It appears that the current QASP has not been updated from the draft March 2017 PWS. Please provide a revised QASP to map to the proper PWS paragraphs and content.TechnicalQASP has been updated to map to PWS.QASP Para 6 Table
QASP Page 7Contingency Operations Support (PWS 3.7)QASP Page 7 does not map to the PWS. The current PWS does not have a paragraph 3.7. PWS 3.3 identifies "TSS Contingency Support". Please provide a revised QASP to map to PWS 3.2.TechnicalQASP has been updated to map to PWS.QASP Para 6 Table
RFP, Pages 3 through 32 of 78, Section B - Supplies/ServicesPlease provide clarification as to what information, if any, needs to be completed in RFP Section B as multiple labor rates will be proposed and the hours are undefined. Should the offeror leave RFP Section B blank?ContractualYes, leave Contract Line Item Number (CLIN) pages 3 through 32 blank and complete Attachment #7, Pricing Workbook, as revised.RFP, Pages 3 through 32 of 78, Section B - Supplies/Services
RFP, Page 51 of 78, Para 3(b)1, Price… All rates should be fully-burdened and include compensation, fringe benefits …Please clarify whether the offeror should include OCONUS allowances in the "2017 hourly compensation" column F or the "2017 hourly fringe" column H of RFP Attachment (7), worksheet entitled "Labor Rates and Categories." RFP Para 3(c)5 states the contractor must provided unburdened hourly rates and fringe benefits in Attachment #7.ContractualThe fully-burdened rates should include OCONUS allowances for the locations that are OCONUS. The unburdened rates and fringe benefits provides for the Government to assess how the Offeror plans to compensate its employees.Attachment #7 worksheet updated
RFP, Page 51 of 78, Para 3(b)6, PriceThe contractor shall include price proposals under Attachment #7, for the task order scenarios provided with the RFP in Attachment #8.Attachment #7, Technical Scenario worksheets, include Column H entitled "Hours (12 Month Period)" and Column I entitled "2017 hourly fully burdened rate." Can the offeror add columns to show hours and rates for the base year and first out year and total hours and total price to accurately reflect the entire 12 month period? Please clarify.ContractualAttachment #7 has been revised to add the requirement for 60 month pricing for all technical approach scenarios.Attachment #7 worksheet updated
RFP, Page 47 of 58, Para 1.3 (Element C- Transition Plan) and PWS 3.5 (Transition Plan". . . provide a written transition plan that meets the requirements of PWS 3.5 and describes how they will be ready, not later than 1 September 2017, to meet the requirements of the contract . . . ensure an efficient transition . . . with minimal operational impact." and PWS 3.5 "The services under this solicitation are vital to the Government and must be continued without interruption."There are no dates associated with a contract transition period, which tends to favor the incumbent contractor from both an execution and government-supported cost perspective. Per the PWS, the offeror is to provide a transition plan to support contract transition by 7 September 2017. In order to propose an effective, fully integrated transition plan, award timelines for all technical tasking is required, not just Technical Scenario – MCTSSA, Technical Scenario – III MEF and Technical Scenario – MARCENT awards. Request the Government provide a specific transition period (Example Award, plus 30 days) to alleviate any confusion and ensure all offerors have equal access to planning data and to ensure that the evaluated risk of an effective transition is not unduly placed on a non-incumbent offeror.Technical / ContractualIn order to alleviate confusion, the Government has updated PWS section 3.5 and the RFP sections 1.3 on pages 47 and 55. Changed to read: The Offeror is required to submit a written transition plan that describes how the Offeror will be ready to provide services not later than 30 days after the contract award date.RFP, Page 47 of 58, Para 1.3 (Element C- Transition Plan) and PWS 3.5 (Transition Plan)

Attachment 1 PWS 3.1: TSS On-Site Technical Support, Page 8 and Attachment 7-Pricing WorkbookPWS 3.1 - The contractor must be able to provide technical support to Marine forces worlwide. The following is a notional, but non-exhaustive list, of sites with historical support: [sites listed]Attachment 7 - Pricing Template has 4 work sheets. One worksheet is titled, "Labor Rates and Categories," and the other three worksheets are Technical Scenarios for MCTSSA, III MEF, and MARCENT. Are the rates for the other locations listed in PWS 3.1 (i.e., I MEF, II MEF, MARFORCOM, MARFOREUR/AFRICOM, MARFORRES, TTECG, and CTF-51) supposed to go in the first worksheet titled, "Labor Rates and Categories" work sheet?TechnicalYes. The contractor shall propose labor rates for each location or a single labor rate for support in multiple locations, as long as there are rates to support Marine Corps forces worldwide, as stated in RFP section VOLUME 3 – PRICE, paragraph 3(b) item 4.Attachment #7 worksheet updated
Attachment #4, DOD Contract Security Classification Specification (DD254)Block 1.b. "Level of Safeguarding Required" marked "NONE"Block 1b does not authorize the storage of classified. 18Attachment #4, DOD Contract Security Classification Specification (DD254)Block 11.a. "Have access to Classified Information Only at Another Contractor's Facility or a Government Facility" is marked "YES" and Block 11.b. "Receive Classified Documents Only" is marked "NO"There appears to be a contradiction between both Blocks 11.a and 11.b with both being marked "YES." Block 11.a means you can only have access to classified at another contractor's site or the government site; a "YES" in BLock 11.b means that you can receive classified at your site. If 11.a is "YES" then 11.b must be no. Please clarify?TechnicalThe DD254 Block 11b has been corrected and marked "No".DD254 block 11.b
Attachment #4, DOD Contract Security Classification Specification (DD254)Block 11.b. "Receive Classified Documents Only" is marked "NO" and Block 1.b "Level of Safeguarding Required," marked "NONE"Block 11.b: If Block 11.b is "YES", then Block 1.b must state that storage at the appropriate level is required. 20Attachment #4, DOD Contract Security Classification Specification (DD254)Attachment A, For Official Use Only (FOUO) Information, Paragraph 9Paragraph 9: States that FOUO must be destroyed using only government provided shredders. Does this mean that the Government is going to buy shredders for Contractor facilities?TechnicalNo, the Government will not purchase shredders for contractor facilities.DD254 Attachment A FOUO para 9
Addendum to FAR Provision 52.212-1, Part B: Specific Instructions, 2. Volume 2: Past Performance, item (a), (p. 50 of 78)The offeror shall not provide IDIQ or Blanket Purchase Agreement (BPA) ordering vehicles as past performance references. For IDIQ or BPA ordering vehicles, the Offeror shall provide an individual task order as a past performance reference. The Government will not consider past performance references that only include IDIQ or BPA ordering vehicles with no references to individual orders. The MCTSSA TSS PES solicitation is for an IDIQ ordering vehicle. Excluding Past Performance references similar to this solicitation, by limiting allowable references to individual task orders, precludes favorable evaluation comparison to scope, magnitude, and complexity in the relevancy test. In the evaluation criteria it states, "The Government will consider the degree of similarity between recent past performance efforts and the solicited effort, in terms of scope, magnitude and complexity." For example, the magnitude a 12 month task order citation on a vehicle similar to this solicitation does not compare favorably with the magnitude of a 4 year IDIQ contract like this solicitation. Will the government amend the RFP to allow single award IDIQ's to be used as past performance references?ContractualNo, performance on an IDIQ/BPA can only be evaluated by how well the contractor performed on IDIQ Task Orders or BPA Calls. Past Performance references from IDIQ Task Orders and BPA Calls, regardless of single award or multiple award, will be accepted.Addendum to FAR Provision 52.212-1, Part B: Specific Instructions, 2. Volume 2: Past Performance, item (a), (p. 50 of 78)
