Questions / Answers

13, 16 Section 1.2.1 and Section 1.4.2

Regarding the services required for the performance of this contract, the PWS 1.2.1 states “[c]ontractor shall provide concurrent support to each command to include distinct and separate on site administration and consultation for each” and as stated in PWS 1.4.2, “[g]iven current conditions, onsite support is estimated at 40 hours/week per command.

During exercises and deployments, the hours may increase and/or occur in international offsite locations. Under these conditions, the contractor shall provide concurrent support to both garrison (home) and deployed locations in order to meet enclosed deliverables.” Furthermore, PWS 1.4.2 states that “Current planning projections for FY-19 exercise schedule would require deployed/offsite support in the regional area (eg. Philippines, Thailand, etc.) for up to 15 events per year, per command, each averaging approximately 5-10 days in duration.”

Question 41):

With the assumption that employee[s] under this effort will be traveling to support exercises 15 times a year (offsite / deployed), will both camps (Courtney and Foster) each require BCD Web Development support onsite at the estimated 40 hours per week, even during exercises / deployments?

Question 42):

Is it possible for web developers to provide remote support to the onsite campsites while deployed on exercise?

Question 43):

Just to clarify, the PWS states this effort will “require deployed/offsite support in the regional area (eg. Philippines, Thailand, etc.) for up to 15 events per year, per command,”. Does this mean both “commands” (3d MARDIV and 1st MAW) will each require their own web developer to support these exercises?

Answer 41):

It is acceptable for offerors to support both the deployed and garrison sites while deployed. Offerors may provide their own solutions, or alternate solutions with separate pricing.

Answer 42):

See answer above

Answer 43):

See answer above

21 Section 4.5.1

Question 44):

Is Top Secret access required for onsite support or deployed support, or both?

Answer 44):

Top Secret clearance is required for contractor personnel providing SharePoint services on the classified networks.

22 Section 4.5.2

PWS provides qualification requirements specifically for “On-Site” personnel. We find this a bit ambiguous as the PWS calls for deployed support as well (15 events).

Question 45):

Is the term “on-site” only used to reflect the nature of the employment of personnel on Camp Courtney and Camp Foster?

Question 46):

Is this an indication that the on-site personnel are responsible for deploying to exercises?

Question 47):

Is the activity of traveling to exercises (15 events) not part of the Key Personnel duties?

Answer 45):

On-site refers to both garrison and deployed support.

Answer 46):

Per answers to questions 41-43, deployed personnel may support both garrison and deployed sites.

Answer 47):

Per paragraph 4.5.2, key personnel reference is removed from solicitation.

Required subscriptions to government approved commercial services required for the execution of their duties such as MSDN, Azure, AWS, or other DOD approved commercial cloud based support systems.

Required conference fees in support of command directed requirements.”

Question 52):

Will the Government re-issue a new Cost CLIN for each Command or should the offeror create their own CLINs?

Question 53): What is the estimated annual NTE amount for each of these CLINs?

Please confirm that, as with the Travel costs, the additional ODC CLINS will not be evaluated for award purposes.

Answer 52):

The contractor will submit pricing for their services only. Travel CLINs are provided in the solicitation (CLINs X002 and X004. X = contract year i.e, X = 0 in base year). Travel cost is reimbursed as described in the CLIN description. Section V of the PWS is removed. Offerors will account for these costs in their monthly service price CLIN X001 and X003.

PERFORMANCE WORK STATEMENT (PWS)

Battle Command Display (BCD) Web Development Services for

Information Management Sections:

3D Marine Division and 1st Marine Aircraft Wing Okinawa, Japan

SECTION I DESCRIPTION OF SERVICES

1.1 OBJECTIVE: 3d Marine Division (3D MARDIV) and 1st Marine Air Wing (1st MAW) require web development expertise, focused on information sharing and collaboration portals at the two headquarters locations to significantly improve Command and Control (C2) and situational awareness capabilities. Both organizations require a collection of standardized, extensible, reusable site definitions, functional templates, and web parts, providing a graphical Battle Command Display (BCD) or “dashboard” of information which enables effective information management, shared battle space awareness, tactical planning template, and informed decision-making/assessment processes in collaboration “centers” that support the Commands. Collaboration between 3D MARDIV and 1stMAW will be required as needed in the maintenance of content management for public facing Internet websites.

1.2 BACKGROUND: Third Marine Expeditionary Force (III MEF), 3D MARDIV, and 1st MAW are implementing web applications and services to share information and collaborate between and within units. This provides information services on four separate networks, Non-Secure Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), and several Coalition Wide Area Networks (COWAN) to work with other countries [to include Combined Enterprise Regional Information Exchange System (CENTRIXS) Four Eyes (CFE), CENTRIXS-J (Japan), CENTRIXS-K (Korea)]. Integral to these networks are the Microsoft Office SharePoint (SP) Server 2013 and SharePoint Server 2016 web portals and the Tactical Service Oriented Architecture (TSOA) operating on these three networks. The fourth network consists of the publicly accessible “Marines.mil” internet websites that are hosted on the American Forces Public Information Management System (AFPIMS) which is a DotNetNuke based content management and web development system.

In the garrison environment, the III MEF G-6 section and the Marine Corps Installations Pacific (MCIPAC) Marine Corps Information Technology Support Center (MITSC) share server maintenance manager responsible for security patches, upgrades, and etc. on the server farms that host the SP and TSOA applications while 3D MARDIV and 1st MAW Information Management (IM) sections are responsible for administration of the SP application and front-facing content customizations and management. During exercises or deployments that require hosting systems in a tactical environment, 3D MARDIV and 1st MAW IM sections assume primary responsibility for server maintenance, with III MEF G-6 or other entities supporting as necessary.

Due to the limited amount of IM training, server training, and web development available to Marines, these web applications and portals are basically operational and functional, but is limited as the C2 execution and information hub. As technology has progressed to fuse relevant, accurate, and timely information, commanders and staff increasingly depend on the SP web portals to share and exchange information. The increasing Marine Corps wide usage, ability to tailor operational “pictures” and improve collaboration, coupled with enhanced security protection and capabilities have resulted in an increased need in SP expertise and maintenance requirements. The manning constraints of the IM sections, limited technical training available to IM Marines, and no IM primary military occupational specialty (MOS) designation leave 3D MARDIV and 1st MAW with an inherently inadequate level of expertise; therefore, a large capability gap presently exists and drives the requirement for contracted support services that can focus on information management and web-design.

1.2.1. PERSONNEL: Contractor shall provide concurrent support to each command to include distinct and separate on site administration and consultation for each command. The contractor shall designate a primary representative for the Contracting Officer Representative(s) to coordinate projects and requirements. As required, the contractor personnel shall support geographically separated locations with onsite technical management.

Current web applications include multiple databases to manage user information on the SIPRNet, COWAN (CENTRIX-K, CENTRIX-J, etc.) and NIPRNet (intranet and internet), but SP and other web application usage is expected to increase exponentially over time to improve collaborative capabilities. The marines.mil site is a publicly available, Communications Strategy and Operations website to provide users an overview of the organization.
