Requirement: Recycling of Spent Fluorescent Bulbs
Response to Questions:
Q1). When we pick up spent bulbs, where do we measure the weight of the bulbs? Do we need to bring our measuring tool at site?
A1): The contractor should weigh the bulbs at each pick up point. The contractor should bring a scale and bin for weighing.
Q2): Is there a witness when we measure?
A2): Yes, a representative will be present to verify the weight and sign DD Form 1348-A at each pick up location.
Q3): In 1.6.2 of page 16, it says that the contractor shall provide all containers, bins, tubs, labels, signs, and relevant accessories necessary for the accumulation of spent bulbs.
a) Can you provide specific information about the containers such as size and material?
b) Is the labels put in the containers?
A3): The containers should be designed to allow the containers to be closed when not adding or removing bulbs. They will protect bulbs from breakage during routine packaging and handling, and shall meet all regulatory requirements for storage and transportation. Locations shall include one large bin on wheels with complete walls and a door for access. Large bins shall be for straight fluorescent type bulbs, circular/bulb fluorescent types, and Incandescent bulbs. One plastic chest type container will be placed at each location for HID type bulbs. Labels should be clearly visible on the containers. (See example attachment A)
Q4): Please provide us the requirement of size and type of all containers (Para 1.6.2).
Example:
Size of containers: 1m (wide) x 2m (tall) x 1m (deep) etc.
Type: Made by Wood etc.
A4): The container should be made of any rigid material such as wood, metal, or sturdy plastic. Size is not specified, but the contractor should be aware that smaller containers will require more frequent pick-up.
The attached picture is a good example of a bulb container. It measures about 0.6m wide, 1.7m tall and
1.4m deep. This container must be emptied about twice a month. (See attachment A)
Q5): Please explain in more details for the type of "leak-proof bodies" vehicles. (Ex: Is it the type of Dry
Van?) (Para 4.6.3)
A5): A vehicle which can enclose the material and prevent leakage is needed. The cargo should be protected from rain while in the vehicle, and the vehicle should be constructed in such a way to prevent any broken bulb pieces from escaping. An example could be a box truck or wing bed vehicle with a covered top. Side panels with openings or open-top truck beds are not acceptable.
Q6): Do we need to issue two types of invoices?
A6): Please refer to Performance Work Statement, para 4.7.1.3
(End)
