1 Travel Costs RFP Section 7.7 (pg 28 of 80) “This will be a cost-reimbursable contract line item number. Refer to the BPA Section (E) “ORDERS” regarding applicable information on Travel”. This has been issued as an unrestricted solicitation not under a BPA. Please clarify.

Answer Reference to BPA is deleted from the solicitation. “Local travel to and from Camps on Okinawa will not be reimbursed” will be added.

2 Travel Costs RFP Section 7.7 (pg 28 of 80) FAR 31.205-45 allows for G&A but no fee to be applied to travel costs. Under the referenced BPA (Question 1) this was the accepted practice. Please confirm that this practice will continue under this award.

Answer See CLIN item description: “Profit and/or indirect rates are not allowable costs for this CLIN.

3 Incumbent Staffing Plan

Please confirm that an incumbent capture strategy is a desired Staffing Approach and also that there is no evaluation factor related to a proposed incumbent staffing plan/approach.

Answer Personnel sourcing solutions are at the discretion of the contractors.

See 52.212-2 for evaluation criteria.

4 Personnel Clearances

RFP Section 7.5.6.1 (Page 27/80) states: “All contractor employees who will be assigned to work in Okinawa must have an active clearance or must have initiated a background check before coming to Okinawa”

RFP Section 7.8 – Page 28/80 States: “All personnel directly supporting this contract shall have at least a SECRET security clearance prior to starting work and shall maintain the security clearance throughout the period of performance.”

Please confirm which RFP Section is applicable and desired by the Government in this case.

Answer Section 7.5.6.1 applies to actions prior to arrival in Okinawa.

Section 7.8 applies to personnel while working on the contract.

5 Key Staff

On page 10/77 - Section 1 - Subsection 3 - Past Perf references includes requirement for the following fields, including:

“Identification of Key Staff involved”

Please confirm that there is NO Key Staff requirement.

“PPQ”

Page 40/80 - Evaluation Section 1.3 – States: “KO will evaluate present and past performance information through the use of questionnaires completed by an offeror’s reference.”

Please confirm that the offeror is not responsible for providing this questionnaire (typically referred to as a “Past Performance Questionnaire” – or “PPQ”) to the provided references and that the government will do this. – if/as necessary.

Answer The Government will provide questionnaires to past performance references.

7 Deliverables Clarification

On page 24/80 – in Subsection 6.4 – The last sentence reads: “In obtaining the deliverables the Contractor shall perform the required actions described in the PWS.”

Please clarify what is meant by “In obtaining the deliverables” – as this is unclear as written and we are unsure what the government is asking for.

Answer This refers to the process of performing the contract and providing the deliverables.

13 Security Clearance Requirements

Page 28/80 - Section 7.8 Page 40/80 – Paragraph 1.2 Evaluation Paragraph 7.8 states that a TS/SCI Clearance is required for the

Command Element Support position.

Para 1.2 States requirement for a Secret Facility Clearance.

Please confirm that the contractor will require a Top Secret

Facility Clearance to support a TS/SCI clearance for Command Element Support

Answer Instruction to offerors Section III, paragraph 2b and FAR 52.212-2 paragraph 1.2 changed to reflect Top Secret Security Clearance requirement.
