ELEMENT SUPPORT SERVICES

DPRI III Marine Expeditionary Force, Camp Courtney, Okinawa

1.0 INTRODUCTION. This is a requirement for technical and advisory support services in the Logistics and Technical Support Services, Facilities Requirements Planning and Assessment, and Environmental Requirements Planning and Assessment Domains.

2.0 BACKGROUND. The Commanding General, III Marine Expeditionary Force (MEF), requires on-site contract consultants to provide technical and advisory support to the Program Manager (PM) of the Defense Policy Review Initiative (DPRI) Office of the III MEF located in Okinawa, Japan.

The DPRI Enterprise, is an Executive, State Department and DOD initiative which is based on International Agreements that amount to approximately an $8.7 Billion (FY12$) portfolio for relocating/redistributing ~5,000 active duty personnel from Okinawa Japan to Guam and 1,300 dependents. The current program management offices (PMOs) are located at Plans Policies & Operations (PP&O PD), Marine Corps Installations Command (MCICOM), Marine Forces Pacific (MARFORPAC), Naval Facilities Engineering Command (NAVFAC) Headquarters (HQ)/Pacific (PAC)/Marianas (MAR), III Marine Expeditionary Force ( III MEF), Marine Corp Activity Guam (MCAG), and Marine Corps Installations Pacific (MCIPAC). Future requirements may exist for initiatives in Australia and the Philippines. There are an estimated 114 construction projects in the program from Calendar Years 2009-2026. To-date six projects have completed and 4 are in construction. The remainder of the program is in the planning and design phase. The first relocation of forces from Okinawa to Guam is estimated to within Calendar Year 2022 and complete in Calendar Year 2024. A notional Guam/CNMI Infrastructure Execution Plan can be found in attachments for Integrated Master Schedule (IMS) and current version of the Guam Program Rainbow Chart (RBC).

The III MEF DPRI Director, Deputy Director, and PM is responsible for managing, planning, conducting liaison and coordination between III MEF, PP&O PD, MARFORPAC, MCIPAC, MCAG, and NAVFAC for all III MEF Endstate Operational Requirements, facilities, ranges, and Military Construction (MILCON) issues supporting III MEF’s assigned forces. This includes Marine Corps Installations Pacific (MCIPAC), Marine Corps Air Station (MCAS) Iwakuni (including KC-130 relocation, and Kanoya training relocation requirements), MCAS Futenma, Futenma Replacement Facility (FRF), MCAS Kaneohe Bay, MCB Hawaii, MCB Guam, to include facilities located at Naval Base Guam Apra Harbor and Andersen Air Force Base (AFB) Marine Corps North Ramp and all associated training areas and ranges and personnel relocation plans to include aviation training relocation (ATR) facilities and MILCON requirements in Japan and the Commonwealth of the Northern Mariana Islands (CNMI), and other potential Marine Corps Bases in the Pacific area of operations. This also includes planning for Marine Rotational Force-Darwin, Australia.

The III MEF DPRI also advises on DPRI program impacts on III MEF’s current and future operation plans. The III MEF DPRI PM is the MEF's principal DPRI user representative for all units, totaling over 30,000 Marines and Sailors. The III MEF DPRI PM office must also perform critical program review and analysis to integrate DPRI initiatives across a broad spectrum of command relocation issues with service, joint, national, and international organizations. Contractor support will assist the critical technical shortfalls on the III MEF DPRI PM for successful program execution.

3.0 SCOPE. The contractor shall provide all labor, materials, supply and transportation except those specifically stated as Government furnished for the following tasks.

3.1 DPRI III MEF. The task is to provide technical support to the III MEF DPRI Program Office in all areas associated with Air Combat Element, Command Element, Range & Training Planning Area, and Ground Combat Element support as articulated by the Director, Program Manager, Deputy Program Manager, and the designated DPRI Operations Officer.

3.2 The Contractor is responsible to provide on-site support services in each requirement area during the period of performance. Each individual must be capable of performing the full range of independent support tasks established in this PWS.

4.0 APPLICABLE DOCUMENTS. During the execution of this requirement, the Contractor shall adhere to all OSHA, EPA, U.S. Marine Corps and any other local/state/federal and/or foreign regulations. The Government will provide access to the regulations upon award of the task order when requested.

4.1 DoD Joint Travel Regulations (JTR).

4.6 All security and installation regulations.

5.0 TECHNICAL REQUIREMENTS. The Contractor shall:

5.1 General requirements

5.1.1 The Contractor shall assist the Government to coordinate and participate in program Operational Planning Team(s) as required.

5.1.2 The Contractor shall provide input/recommendations on initial OPT composition, organization, and support the conduct of the OPT to include a detailed written or power-point out-brief presented to the III MEF DPRI Director, Deputy Director, PM or COR as directed.

5.1.3 The Contractor shall participate in conferences and workshops, including but not limited to:

• Basic Facility Requirements (BFRs) Development Conferences

• Concept Development Conferences

• Charrettes/Functional Analysis Concept Developments

• Scenario Development Workshops

• USMC DPRI Stakeholder Conferences

• Initial, Midterm, and Final Planning Conferences

• Determine Requirements for the Operational laydown

• Determine need for and submit laydown refinements

5.1.4 When required, the Contractor shall participate in the Directorate’s/III MEF DPRI PM Conferences, including but not limited to:

Provide recommendations to the overall assessment of program execution Furnish guidance regarding personnel and training Assist in proposing a Plan of Action and Milestones for each program or area of responsibility Review the action plans, briefs, and other support documentation, and provide opinions of each Support the complete turnover of the project including a detailed SOP and guidance that will help institutionalize III MEF DPRI and enterprise level practices, policies, and procedures.

Coordinate and integrate action plans with other DPRI Team Members.

5.2 The Contractor shall utilize program and planning documents in determining real property facility requirements.

5.3 The Contractor shall review DD Form 1391 (MILCON Project Data) submissions, and formulate and implement facility planning and capital investment initiatives for MILCON projects.

5.4 The Contractor shall deliver a full range of technical services and engineering support, including installations master planning, facility construction management and annual repair and maintenance project execution.

5.5 The Contractor shall prepare special reports, evaluations, operational analyses, briefing presentations, point papers and feasibility studies.

5.6 The Contractor shall attend decision-making review boards and joint working groups as directed, and maintain close liaison with operating forces and installations.

5.7 The Contractor shall advise the III MEF DPRI PM on implementation of programs, including compliance with all related laws, regulations, and policies.

5.8 The Contractor shall provide detailed plans or support to other functional experts to include the following specific areas: Strategic Communications, Force Structure Management and Personnel Planning, Facilities Design, Movement Planning, Operational and Maintenance Planning, and Training.

5.9 The Contractor shall assist the III MEF DPRI PM in all matters pertaining to deliberate, near-term and long range planning and execution of MILCON projects.

5.10 The Contractor shall assess requirements, identify priorities, advise on projects, and recommend resources.

5.11 The Contractor shall conduct planning, lead initiatives, and monitor execution of functions involving the programs (specific to the responsible area) for III MEF and assigned subordinate installations.

5.12 The Contractor shall attend national level meetings and conferences such as the Alliance Transformation & Realignment Oversight Panel (ATOP) and the Alliance Transformation Ad Hoc Working Group (ATAWG) to record any new objectives or direction the Government of Japan (GoJ) and the United States Government (USG) may have agreed upon and to ensure that III MEF DPRI facilities and MILCON planning is consistent with the GoJ- USG course.

5.13 The Contractor shall be responsible for providing technical advice and assistance to the III MEF DPRI PM on a myriad of operations, plans, and integration matters, including contingency plans development, manpower management, training management, strategic planning, force integration and modernization, and other missions and functions in the following areas:

5.13.1 General requirements for the Command Element, Ground Combat Element, Aviation Combat Element, an Range and Training Planning Area. The contractor shall provide the following support to the Command Element, Ground Combat Element, Air Combat Element and Range and Training Planning Area. These positions provide direct support to the Commanding General III MEF DPRI to ensure operational capabilities are in place at Distributed Laydown endstate locations in order to respond to crises and execute Operational Plans (OPLANs), Concept Plans (CONPLANs), Theatre Security Cooperation (TSC), and exercises.

5.13.1.1 Support the acquisition, design, construction, maintenance, repair, and operation of real property facilities.

5.13.1.2 Provide PM assistance and other work to complete MILCON projects in support of DPRI actions and assigned III MEF subordinate installations.

5.13.1.3 Support all phases of project execution from scope development to facility turnover.

5.13.1.4 Provide assistance in establishing, to monitor internal controls and ensure uniform application of regulations, policies, directives, and professional engineering practices.

5.13.1.5 Assist in monitoring operational issues and impacts and provide MEF operational support to facilities and MILCON projects at all associated DPRI movement and consolidation areas.

5.13.1.6 Advise on a wide range of facilities and MILCON issues, including: international agreements under DPRI, USMC training and operations, airfield development and management functions, and real estate/base development strategies, Base Realignment and Closure (BRAC) Act, Inter-service Support Agreements (ISSAs), Safety/Occupational Safety and Health Administration (OSHA), security, real estate and acquisition strategy.

5.13.1.7 Support subordinate installations during site visits, project planning, design, and construction from initial request to completion and recommend final acceptance and transfer of completed facilities to sponsors/host activities.

5.13.1.8 Develop and recommend strategies for facilities and MILCON compliance to help ensure existing USMC/host base procedures are followed that best posture III MEF DPRI Office to meet all installation and operational support requirements.

5.13.1.9 Coordinate assessment strategies to ensure facilities and MILCON requirements for projects support mission requirements and operational forces core capabilities.

5.13.1.10 Maintain accurate project folders with appropriate support documentation including technical data, specifications, cost estimates, and field notes.

5.13.1.11 Provide support using the Marine Corps’ Planning Process – which is used to conduct OPTs and GAP analysis – and to support DOTMLPF requirements.

5.13.1.12 Determine Requirements and Capabilities to support Distributed Laydown. Refine the concepts of operations, C2, training, and logistics; and validating Total Force Structure requirements.

5.13.1.13 Determine need for and submit laydown refinements: Coordinate SMEs to determine: requirements and identify Gaps for validation. Critical Gaps will be submitted for further analysis – wargaming and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities (DOTMLPF) refinements.

5.13.1.14 Support the development and review of Campaign Plans, Operations Plans (OPLANs), Contingency Plans, Concept Plans (CONPLANs), theater security cooperation initiatives and PACOM Theater Campaign Plan (TCP).

5.13.1.15 Produce and serve as Operational Planning Team (OPT) lead for force posture DOTMLPF-C assessment and initiatives.

5.13.1.16 Conduct integrated planning between staff planners, MARFORPAC DPRI, III MEF planners and other key posture stakeholders in the development of tactical and operational level concepts of operation, training and support that may be used as input into the wargame.

5.13.1.17 Provide analysis to ensure III MEF moves from Okinawa to future locations as a capability.

5.13.1.18 Provide support to engineers and PMO, to translate the operational requirement into the design and construction needed facilities on Okinawa, mainland Japan, Guam, Hawaii, and Australia.

5.13.2 Personnel Unit Relocation Planning. The Contractor shall:

5.13.2.1 Identify facilities and MILCON staffing and personnel support requirements.

5.13.2.2 Provide advice on personnel and unit relocation planning activities to include Table of Organization and Equipment Charge (T/O&ECR) coordination, force integration and modernization, base support requirements of the Fleet Assistance Program (FAP).

5.13.2.3 Analyze and apply space utilization/management principles when assisting the PM on the development of BFRs and DD Form 1391s.

5.13.2.4 Conduct comprehensive installation layout reviews and management studies using knowledge of Unified Facilities Criteria (UFC), economic principles, cost analysis and environmental assessments as related to space management; analyzes study results, identify problems and recommend solutions. This includes data collection analysis to ascertain quantity of space required and qualitative analysis to determine lines of workflow and communication between organizational units and personnel; avoiding duplication of facilities; minimizing traffic flow of both personnel and paper; and justifying space requirements for effective yet flexible layouts.

5.13.3 Facilities Planning, Facility Logistics, and Maintenance. The Contractor shall:

5.13.3.1 Maintain operational requirements data and advise PM on the oversight of DPRI projects that involve operational force headquarters, maintenance, supply, armories, communications, utility infrastructure, training areas and range support facilities, ammunition storage facilities, and medical facilities and associated concept of operations.

5.13.3.2 Coordinate unit requirements with facility designers to support development of BFRs, SF 1391s, Functional Analysis Concept Developments (FACDs), synchronization matrix, and design reviews.

5.13.3.3 Develop, staff, coordinate, and monitor facilities and MILCON matters to ensure all facilities and MILCON-related BFRs and DD Form 1391s capture operational requirements in their entirety to include collateral equipment requirements and long-term maintenance costs.

5.13.3.4 Maintain awareness and understanding of facilities and MILCON related laws, policies, procedures, restrictions for international, GoJ, and U.S. agencies to include Department of Defense (DoD), and Service regulations applicable to the operational forces and supporting installations.

5.13.3.5 Assess impacts, recommend actions, and submit for review through the chain-of-command a wide variety of reports, findings, and correspondence encompassing facilities and MILCON issues.

5.14 Specific Requirements for Command Element, Ground Combat Element, and Range & Training Planning Area.

5.14.1 The Contractor shall support the acquisition, design, construction, maintenance, repair, and operation of real property facilities.

5.14.2 The Contractor shall provide PM assistance and other work to complete MILCON projects in support of DPRI actions and assigned III MEF subordinate installations.

5.14.3 The Contractor shall support all phases of project execution from scope development to facility turnover.

5.14.4 The Contractor shall provide assistance in establishing, to monitor internal controls and ensure uniform application of regulations, policies, directives, and professional engineering practices.

5.14.5 The Contractor shall assist in monitoring operational issues and impacts and provide MEF operational support to facilities and MILCON projects at all associated DPRI movement and consolidation areas.

5.14.6 The Contractor shall advise on a wide range of facilities and MILCON issues, including: international agreements under DPRI, USMC training and operations, airfield development and management functions, and real estate/base development strategies, Base Realignment and Closure (BRAC) Act, Inter-service Support Agreements (ISSAs), Safety/Occupational Safety and Health Administration (OSHA), security, real estate and acquisition strategy.

5.14.7 The Contractor shall support subordinate installations during site visits, project planning, design, and construction from initial request to completion and recommend final acceptance and transfer of completed facilities to sponsors/host activities.

5.15 Specific Requirements for Command Element (CLIN 0001, 1001, 2001). The Government estimates 1,960 hours required to fulfill this requirement.

5.15.1 The Contractor shall support DPRI on all MEF Headquarters Group (MHG) facilities and MILCON issues, and programs, and serve as Subject Matter Expert (SME) and advisor to the III MEF DPRI PM on matters pertaining to command and control functions for the MEF, MEB, and MEU Headquarters to include operational, facilities, training, and MILCON requirements planning and management.

5.15.2 The Contractor shall advise on options to: Plan, direct, control, and coordinate DPRI facilities, MILCON, engineering functions and activities, and serve as the principal advisor for accomplishment of facilities and MILCON projects and efforts for the Command Element of III MEF.

5.15.3 The Contractor shall coordinate and assist on all phases of facilities and MILCON requirements development, review, and completion for MHG.

5.15.4 The Contractor shall be responsible for planning, liaison and coordination between various organizations in support of DPRI movement and consolidation plans.

5.15.5 The Contractor shall provide assistance to MEF operational support for facilities and MILCON projects for all associated DPRI movements to include coordinating unit moves and monitoring and updating the DPRI enterprise schedule.

5.16 Specific Requirements for Air Combat Element (CLIN 0002, 1002, 2002). The Government estimates 1,960 hours required to fulfill this requirement. This position best fit requires knowledge of flying helicopters or tilt-rotor; and someone who can act as an SME and Planner at the MAW level.

5.16.1 The Contractor shall support DPRI on all 1st Marine Aircraft Wing (1st MAW) related issues, requirements, and programs and serves as SME and advisor to the III MEF DPRI PM on matters pertaining to 1st MAW facilities, training, and support requirements.

5.16.2 The Contractor shall advise on options to: plan, direct, control and coordinate DPRI aviation functions and activities, and serves as the principal advisor for accomplishment of 1st MAW projects and efforts.

5.16.3 The Contractor shall coordinate and assist on all phases of 1st MAW’s aviation requirements development, review, and completion.

5.16.4 The Contractor shall establish strategies to monitor internal controls for uniform application of regulations, policies, directives, and project management practices.

5.16.5 The Contractor shall integrate diverse planning considerations into aviation program development to include Program Objective Memorandum (POM) functional area objectives, environmental issues, international agreements, BRAC legislation, federal and local regulatory criteria, encroachment policy, acquisition strategies, operational capabilities and technological support availability.

5.16.6 The Contractor shall support III MEF DPRI policy boards, groups and committees by addressing operations and training requirements or issues, and in interactions with high ranking officials both internal and external to the MARFORPAC/MARCORBASESPAC structure.

5.16.7 The Contractor shall provide the PM with assistance on planning, liaison and coordination between III MEF, 1st MAW and MARFORPAC on all activities involving the North Ramp Aviation Facilities on Guam, 1st MAW

HQ Guam, 1st MAW HQ relocation, FRF, Iwakuni Master Plan (including KC-130 relocation), and MCAS Kaneohe Bay, aircraft and personnel relocation to include ATR in Japan and the CNMI.

5.16.8 The Contractor shall perform critical program review and analysis integrating the HQMC Annual Aviation Plan and DPRI initiatives across a broad spectrum of command relocation issues such as impacts aviation and the utilization of aircraft have on the surrounding environment and community.

5.16.9 The Contractor shall apply technical knowledge of flight operations and airspace management and integrate it into plans that best suits the footprint available in designated regions.

5.16.10 The Contractor shall advise on a wide range of issues, including: international agreements under DPRI, USMC training and operations, FAA procedures, airfield development and management functions, International Civil Aviation Organization (ICAO) Standards, real estate/community development strategy.

5.16.11 The Contractor shall support III MEF/1st MAW and/or the III MEF DPRI PM and actively participates in meetings, conferences, and events relating to aviation programs in order to present, justify, and defend Marine Corps DPRI priorities and interests during site visits, project planning, design, and construction from initial request to final acceptance and transfer of completed facilities to sponsors/host activities.

5.16.12 The Contractor shall routinely brief action officers and senior leaders on DPRI aviation programs, issues, and initiatives as required.

5.16.13 The Contractor shall interface with installation and operational planners to determine and validate requirements.

5.16.14 The Contractor shall serve as a mid-level technical advisor and expert on military planning for DPRI with respect to aviation and utilizes aviation-related software to help identify requirements at future sites where 1st MAW units are to relocate.

5.16.15 The Contractor shall provide the PM with assistance on DPRI aviation planning and translate higher authority guidance into command specific objectives and aviation policies.

5.16.16 The Contractor shall assist in administering strategic program planning functions throughout 1st MAW, (a two-star HQ with six subordinate, geographically separated O-6 and O-5 level commands) then aid in implementation by coordinating across all organizational lines to solve matters and synchronize primary and special staff efforts to achieve desired outcomes.

5.16.17 The Contractor shall assess DPRI impacts, develop summaries of the impacts and recommend appropriate actions, prepare, review, and submit for review through the chain-of-command a wide variety of reports, findings and correspondence encompassing aviation issues.

5.16.18 The Contractor shall monitor the stand-up of the F-35 Joint Strike Fighter (JSF) at MCAS Iwakuni and apply knowledge to support facilities development at Andersen AFB, Guam.

5.16.19 The Contractor shall provide the PM with assistance on the site planning and preparation to support the JSF aircraft for all service variants. Primary aviation tasking and responsibilities include site surveys, facility planning, environmental impact statement coordination, airspace and airfield planning and scheduling, host nation affairs, facility cost benefit analysis, budget planning, construction design and building coordination, acquisition support and management of contractor/government analysis and studies.

5.17 Specific Requirements for Ground Combat Element (CLIN 0003, 1003, 2003). The Government estimates 1,960 hours required to fulfill this requirement.

5.17.1 The Contractor shall support DPRI on all facilities and Military Construction (MILCON) issues, and programs, and serves as SME and advisor to the III MEF DPRI PM on matters pertaining to facilities and MILCON requirements management.

5.17.2 The Contractor shall advise PM on options to: plan, direct, control and coordinate DPRI facilities, MILCON, and engineering functions and activities, and serve as the principal advisor for accomplishment of facilities and MILCON projects and efforts for the Ground Combat Element of III MEF.

5.17.3 The Contractor shall coordinate and assist on all phases of facilities and MILCON requirements development, review, and completion for 3rd Marine Division (MarDiv).

5.17.4 The Contractor shall be responsible for advising/assisting with the planning, liaison and coordination between III MEF, 3rd MarDiv and Marine Forces Pacific (MARFORPAC) for all III MEF DPRI facilities and MILCON issues supporting III MEF’s assigned forces. This includes MCB Camp Butler, MCAS Iwakuni (including KC-130 relocation, and Kanoya training relocation requirements), MCAS Futenma, Futenma Replacement Facility (FRF), MCAS Kaneohe, MCB Hawaii, and MCB Guam to include facilities located at Naval Base Guam Apra Harbor and Andersen AFB Marine Corps

5.18 Specific Requirements for Range and Training Planning Area (CLIN 0004, 1004, 2004). The Government estimates 1,960 hours required to fulfill this requirement.

5.18.1 The Contractor shall support DPRI on all range facilities and Military Construction (MILCON) issues, and programs, and serve as SME and advisor to the III MEF DPRI PM on matters pertaining to range facilities and MILCON requirements management.

5.18.2 The Contractor shall plan, direct, control and coordinate training facilities, MILCON, engineering functions and activities and serve as the principal advisor for accomplishment of facilities and MILCON projects and efforts.

5.18.3 The Contractor shall coordinate and manage all phases of training range facilities and MILCON requirements development, review, and completion.

5.18.4 The Contractor shall assess current III MEF training requirements and ensure training ranges that are to be developed in new locations will meet III MEF’s desired Mission Essential Tasks (METs).

5.18.5 The Contractor shall ensure service and III MEF training programs and service sustainment training requirements can be accomplished at new training facilities to ensure III MEF Marines are trained to meet operational requirements.

5.18.6 The Contractor shall perform critical program review and analysis integrating DPRI initiatives across a broad spectrum of command relocation issues such as the impacts facilities and MILCON have on the surrounding environment, community, and consider encroachment policy in all design evaluations.

5.18.7 The Contractor shall be responsible for planning, liaison and coordination between various organizations in support of DPRI movement and consolidation plans.

5.18.8 The Contractor shall support III MEF DPRI in its responsibility to ensure ranges support the III MEF Training Input Plan (TIP) and the Annual Training Plan. Primary facilities and MILCON tasking and responsibilities include site surveys, facility planning, environmental impact statement coordination, airspace and airfield planning and scheduling, host nation affairs, facility cost benefit analysis, budget planning, construction design and building coordination, acquisition support and management of contractor/government analysis and studies.

6.0 DELIVERABLES. The Contractor shall:

6.1 Ensure deliverables meet professional standards and the requirements as set forth in the Performance Work Statement.

6.1.1 The Government reserves the right to request updates on all deliverables on an as needed basis. All data, minutes, memorandums, reports, miscellaneous correspondence generated as a result of this requirement shall be turned over to the Government upon completion of this requirement. At the end of the task order, the above mentioned deliverables shall become property of the Government.

6.2 Submit written deliverables in hardcopy and electronic form in Microsoft Office compliant format (e.g. Word, Excel, PowerPoint, etc.).

6.3 Monthly Status Reports.

6.3.1 The Contractor shall produce Monthly Status Reports (MSRs) to the respective program’s Contracting Officer’s Representative (COR). Reports shall include at a minimum, an executive summary, identify team personnel, skill levels, schedule tracking, travel conducted, any issues and recommendations and updates/changes.

The MSR is to provide information on work completed, work in progress and work outstanding, as well as highlight problems encountered and anticipated.

6.3.2 Draft deliverables for the Monthly Status Report shall be submitted five (5) working days following each month to the COR. The COR will respond within five (5) days with comments as needed. The Contractor shall incorporate the comments within five (5) working days. For final deliverables, the COR will either accept or reject them within five (5) working days of submission. Final MSRs shall also be provided to the Contract Specialist of the task order.

6.3.3 In the event of rejection, the COR will notify the Contractor in writing of the reasons for such rejection.

Absence of notification within five (5) working days of submission will be construed as an acceptance.

6.4 The Contractor shall be required to provide weekly status report of accomplishments, plans of actions, outstanding task, problems encountered, solutions, recommendations for process improvements regarding assigned tasks, and future or projected tasks or issues. In obtaining the deliverables the Contractor shall perform the required actions described in this PWS.

6.9 Generate and provide analysis, reports, and briefings.

6.10 The Contractor shall prepare a work plan for each region (Iwakuni, Okinawa, Guam, Hawaii, other) no later than 30 calendar days after start of the performance on the task order. The work plan will include a schedule of all activities for all tasks: the content, format and suspense for products to be delivered to the COR and projected spend plan for each task. The Contractor will update the work plan to reflect current Government requirements, products, and effort. The Contractor will submit updated work plans to the COR, with the monthly status report.

6.11 Trip Reports (electronic) shall be in sufficient detail to identify dates, locations, points of contact, attendees, directions received, and areas of concern and salient items of interest identified at the meeting or on the trip. All minutes or trip reports shall be submitted to the COR within three (3) working days of completing the Government authorized trip.

7.0 SUPPORTING INFORMATION:

7.1 PERIOD OF PERFORMANCE. The period of performance (POP) is 12 September 2016 to 11 September 2017 with two one year option periods: Option period one is 12 September 2017 to 11 September 2018 and option period two is 12 September 2018 to 11 September 2019 and one option for a 6 month extension.

7.2 PLACE OF PERFORMANCE. Okinawa, Japan.

7.3 HOURS OF OPERATION. The Contractor shall be expected to provide services during normal Government work hours. Normal Government work hours are between 0730-1630 Monday through Friday. The COR will address the specific working hours after award of the task order. There may be the need for occasional work outside of normal Government working hours. This shall be coordinated with the COR in advance.

7.4 CONTRACTOR PERSONNEL KNOWLEDGE, SKILLS, AND ABILITIES. The contractor personnel assigned to this contract shall have:

7.4.1 General Knowledge

7.4.1.1 Demonstrate effective project management training, skills, and preferably, certification.

7.4.1.2 Familiar with Lean/Six Sigma, and has the capability to review Lean/Six Sigma studies to determine DPRI impacts and adjustments, discuss study proposals with Lean/Six Sigma leads, and/or recommend Lead/Six Sigma studies.

7.4.1.3 Demonstrate ability to effectively communicate the English language orally and in writing and develop and deliver Power Point Briefs to Flag-level audiences, facilitate large group discussions with senior membership, and exercise exceptional communication and interpersonal skills.

7.4.1.4 Proficient in computer skills to include Microsoft Office products (Word, Power Point, Excel (complicated spreadsheets), and Outlook), visual graphics, Microsoft Project Manager, Visio desirable, and SharePoint web page management.

7.4.1.5 Familiar with Naval Correspondence and message formatting and prepare concise point, position, and decision papers.

7.4.1.6 Detailed knowledge of, and skill related to the development of executive level correspondence and the management of programs involving executive level participants.

7.4.1.7 Detailed knowledge of the overall mission, organization, functions, capabilities, administration, and operations of the Marine Corps in general, and DPRI in particular.

7.4.1.8 Detailed knowledge of Department of Defense and Marine Corps policies and regulations related to personnel administration, travel, security clearances, and awards.

7.4.1.9 Working knowledge of horizontal and vertical construction, land development, airfield design, design development processes, general construction means and methods for US and Japanese construction practices.

7.4.1.10 Knowledge and skill in program assessment techniques related to resource allocation, risk management, performance metrics and project execution.

7.4.1.11 Thorough knowledge of quantitative and qualitative methods and techniques to develop support deliverable criteria and metrics covering complex program mission and functions.

7.4.1.12 Experience working with a diverse and often conflicting group of stakeholders on politically sensitive and schedule-constrained construction projects.

7.4.1.13 Experience with the Pacific Command area of responsibility is preferable due to the complexities associated with conducting activities with over 36 countries. The Contractor employee should possess knowledge of Navy, Marine Corps, and DoD planning documents, Foreign Clearance Guide, and working knowledge of the Unified Facilities Criteria (UFC). The contractor must also demonstrate experience with the Marine Corps Planning Process, operational plans (OPLANs), and concept plans (CONPLANs) to develop essential plans and effectively communicate with other Marine Corps organizations.

7.4.1.14 Experience reviewing facilities and MILCON plans, and construction documentation prepared by contractors, and evaluation of project to meet unit operational requirements. Work requires preparation and revision (as needed) of the scope requirements of the plan/project.

7.4.1.15 Provide support using the Marine Corps’ Planning Process – which is used to conduct OPTs and gap analysis – and to support DOTMLPF requirements.

7.4.1.16 Have experience working in Commend Elements, Ground Combat Elements, Aviation Combat Elements and background with Range facilities and Training requirements and able to develop and refine requirements and capabilities to support Distributed Laydown. Refine the concepts of operations, C2, training, and logistics; and validating Total Force Structure requirements TO&E.

7.4.1.17 Determine need for and submit laydown refinements: Coordinate SMEs to determine: requirements and identify Gaps for validation. Critical Gaps will be submitted for further analysis – wargaming and DOTMLPF refinements.

7.4.1.18 Support the development and review of Campaign Plans, Operations Plans (OPLANs), Contingency Plans, Concept Plans (CONPLANs), theater security cooperation initiatives and PACOM Theater Campaign Plan (TCP).

7.4.1.19 Produce and serve as Operational Planning Team (OPT) lead for force posture DOTMLPF-C assessment and initiatives.

7.4.1.20 Conduct integrated planning between staff planners, MARFORPAC DPRI, III MEF planners and other key posture stakeholders in the development of tactical and operational level concepts of operation, training and support that may be used as input into the wargame.

7.4.1.21 Provide analysis to ensure III MEF moves from Okinawa to future locations as a capability.

7.4.1.22 Provide support to engineers and PMO, to translate the operational requirement into the design and construction needed facilities on Okinawa, mainland Japan, Guam, Hawaii, and Australia.

7.4.1.23 Provide general office administrative support.

7.4.1.24 Provide information management support for SharePoint and Share Dive – to update the sites, improve sites, and maintain its library of records, to support information sharing. It will be acceptable for the Contractor to utilize their reach-back support to produce the item.

7.4.2 Specific Requirements for Command Element, Ground Combat Element, and Range & Training Planning Area.

7.4.2.1 Familiarization with planning software such as MS Project, Adobe Professional, Visio, SharePoint, and Auto-Cad to help plan for facilities and MILCON facilities, future facilities and MILCON requirements, and the safe, expeditious and orderly control of air traffic along air routes. Familiarization means that the person has the ability to recognize what products can be developed with the available software tool, and understand what the available basic outputs are. The Contractor is responsible of identifying that a particular task requires the use of tool and develops a workable output. It will be acceptable for the Contractor to utilize their reach-back support to produce the item. Additionally, familiarization with these systems is needed to develop and execute plans associated with the configuration management of information technology assets. These planning software are available on the Government computers.

7.4.3 Specific Requirements for Command Element, Ground Combat Element, and Air Combat Element

7.4.3.1 Knowledge of Marine Corps facilities and MILCON unit/command relationships from the battalion through group, Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MEB), and MEF levels.

7.4.4 Specific Requirements for Air Combat Element

7.4.4.1 Familiarization with Portable Flight Planning Software (PFPS), Falcon View Software, and various other aviation software available on the Government furnished computers to help plan for aviation facilities, future aviation requirements, and the safe, expeditious and orderly control of air traffic along air routes. Familiarization means that the person has the ability to recognize what products can be developed with the available software tool, and understand what the available basic outputs are. The Contractor is responsible of developing a flight plan and/or review a flight plan by utilizing the standard government flight planning software to determine routes, timing, routing locations for DPRI force lay down, training, and force projection assessments. In addition, the Contractor is expected to know what basic entry data is necessary for inputs into the tools and applying tool output knowledge to describe the end product criteria using standard terms of reference. It will be acceptable for the Contractor to utilize their reach-back support to produce the item, or coordinate the requirement with the MAW by providing standard input/output data requirements. Additionally, familiarization with these systems is needed to develop and execute plans associated with the configuration management of information technology assets.

7.4.5 Specific Requirement for Range and Training Planning Area

7.4.5.1 Knowledge of Marine Corps facilities and MILCON unit/command relationships from the squadron, group, station, wing, Marine Expeditionary Unit (MEU), and MEF levels.

7.5 GOVERNMENT FURNISHED PROPERTY/INFORMATION

7.5.1 The Government will provide an office area including a desk and a work area for each Contractor position.

7.5.2 The Government will provide local and long distance telephone service for official business only.

7.5.3 The Government will provide internet access and access to web-based applications and databases used routinely in the performance of the position.

7.5.4 The Government will provide the Contractor access to standard office-related Government Furnished Equipment/Information/Software (e.g., computers, phones, desk space, network access, databases, etc.) while working in Government spaces during the performance of this effort. Government networks are not authorized to load software that has not been approved. The approved software package provided on the Government computers are standard office software such as Microsoft Office Word, Excel, PowerPoint, Outlook, Roxio Digital Media, AutoCAD, MS Project, Adobe Professional, Visio, and SharePoint. For the Air Combat Element, Portable Flight Planning Software (PFPS), Falcon View Software, and various other aviation software will be available on specified Government furnished computers.

7.5.5 The Government will provide the Contractor access to Government furnished mapping, charting, and geodesy property when necessary for this Call.

7.5.6 Common Access Card (CAC): The Contractor shall apply for a Common Access Card (CAC), United States Department of Defense (DoD) integrated circuit card issued as standard identification for access to the MCB Butler LAN providing Internet connection and an e-mail account (s) for business purposes as an unclassified user.

Government CAC’s issues in support of this Task Order shall be returned to the Government upon competition of the period of performance.

7.5.6.1 Requirements for Issuance of a CAC the following conditions must be met prior to issuance of a CAC to any contractor employees for limited privilege/non privileged access:

The SOFA status of the employee shall be verified, and approved by the office of Staff Judge Advocate (SJA). The Contractor shall be registered in the Contractor Verification System (CVS) with a valid record of security clearance (background check) on Joint Personnel Adjudication System

(JPAS). The CVS is conducted at MCB Installation Personnel Administration Center (IPAC) USMC S.D. Butler, Tel No. 098-970-0875, Bldg. #5699.

The Contractor shall obtain proof of security clearance (background check) on JPAS at Security Management Office, USMC S.D. Butler, Tel No. 098-970-7892/8412, Bldg. #1.

When applying for a CAC at MCB IPAC, the Contractor shall show two original forms of Identification and submit 1) contract document, 2) passport [reviewed by SJA office and SOFA stamp required], 3) letter of employment, 4) letter of authorization from the Contracting Officer [as applicable], and 5) a valid record of JPAS (proof of background check).

All Contractor employees who will be assigned to work in Okinawa must have an active clearance/background check or must have initiated a background check before coming to Okinawa.

NOTE: Prior to applying for CVS, Contractor personnel must initiate a background check on JPAS at the Security Management Office and a record of JPAS enrollment verification (e-mail) must be submitted to the Trusted Agent (TA) for MCB Butler IPAC.
