13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. | gen_id: The Commanding General, III Marine Expeditionary Force (MEF), requires on-site contract consultants to provide technical and advisory support to the Director and Program Manager (PM) of the Defense Policy Review Initiative (DPRI) Office of III MEF located at Camp Foster and Camp Courtney, Okinawa Japan. The task is to provide support for technical and advisory support services for Command Element, Air Combat Element, Ground Combat Element, and Range & Training, requires operational planning and assessment to determine GAPs in operational capabilities, in addition to logistics and facilities requirements planning and assessment for each functional area. Additional locations include: 1st MAW HQ, Okinawa; 3d MarDiv HQ, Okinawa; 3d MLG HQ, Okinawa; 31st MEU HQ, Okinawa;MCIPAC/ MCB Butler, Okinawa; MCAS Iwakuni, mainland Japan; Camp Smith, HI; Guam; CNMI (Tinian, Pagan) ; Australia and other locations deemed necessary by the COR.
Item 10.g: Access to NATO information is not required. All personnel requiring access to the Secure Internet Protocol Router Network (SIPRNet) classified computer systems will be briefed on NATO handling procedures prior due to the prevalence of NATO information on SIPRNet.
The Command Element Position will require top secret sensitive compartmented information. Access to classified data/information up to and including secret will be required in the performance of this work. All personnel directly supporting this call shall have a secret security clearance prior to starting work and shall maintain the security clearance throughout the period of performance. The contractor will have to access secret and for official use only information (FOUO) on a daily basis. Contract consultants will work on government computer systems, in government facilities to produce, edit, and brief (and be briefed) secret and FOUO information on a regular/ daily basis, in order to determine operational requirements, and conduct assessment to determine GAPs in operational capabilities, in addition to logistics and facilities requirements planning and assessment for each functional area.
