M67400-14-T-0010 Questions and Answers In accordance with the RFQ “QUOTE SUBMISSION INSTRUCTIONS” paragraph 4.1, “All and any communications/questions pertaining to this solicitation must be submitted in writing to the responsible Contracting Specialist, Renee Kale, no later than 28 January 2014 @ 0800 AM Japanese Standard Time.” No further questions will be addressed by the Government.

1. We have a question on the above mentioned RFP. Can you quantify 6.10.4 so it can be priced? Please provide corresponding ODCs so we can price this sufficiently.

Answer: PWS paragraph 6.10.4 has been deleted from the PWS. Please see Amendment 0001.

2. Can you verify which Primavera applications that we will provide support per PWS? What version of Primavera P6 EPPM are you using, Primavera Portfolio version? How many end-users this service(s) will support? Primavera Unifier version? Primavera Instantis?

Answer: Offeror can use any Primavera application that is compatible with the existing Integrated Master Program Schedule so long as they meet the requirements of the PWS.

3. Are you seeking Primavera functional support?, Primavera System Admin Support? Primavera Implementation expertise?

Answer: We need abilities listed in the PWS. We need less on the System Admin support since only the two bodies on this contract will be using the software. They will provide hard copies or exported versions to the government for use.

4. Since, this is in military installation, what are the security requirements?

Answer: The security requirements are discussed in PWS paragraphs 7.5.4 and 7.7. A copy of the DD254 is available by request only. Please email renee.kale@usmc.mil for a copy.

5. Please clarify the estimated cost as shown below as being for the entire staff or only per one person?

All travel shall be conducted in accordance with the allowances, restrictions, and prohibitions contained in the latest version of Joint Travel Regulations (JTR) and the terms and conditions of this contract (See Section 7.6 of the Performance Work Statement). Costs associated with this CLIN are solely for the travel performed by the personnel filling CLINS 1001and 1002 during the performance of duties required by this contract. Estimated Travel Amount $57,375.

FOB: Destination

Answer: The cost for CLIN 1003 is for CLINS 1001 and CLIN 1002. The Government’s estimated number of hours for those CLINS is provided on the RFQ in the QUOTE SUBMISSION INSTRUCTIONS at the bottom of page 52. That estimate is for two people.

6. RFP paragraphs 7.4.2.1 and 7.4.3 require the proposed candidates to have extensive knowledge of Oracle Primavera Enterprise Project Portfolio Management (EPPM) software. Under paragraph 7.5.1, the government will provide a computer to the candidates that is loaded with a list of approved software applications; the list of approved applications doesn't include Oracle Primavera EPPM. Paragraph 7.5.3 indicates that "access to web-based applications and databases used routinely in the performance of the position." Should offerors include costs for procurement of standalone computers loaded with Oracle Primavera EPPM in their price proposals, or will the government provide access to a web-based Primavera application at no cost to the successful offeror?"

Answer: The government provides access to a USG owned server in Okinawa where the Integrated Master Schedule files are officially kept and updated monthly. However, we cannot provide a local standalone machine with Primavera. The offeror may chose to include the cost to provide a standalone local machine if they feel the need to do so. It is not a requirement for a standalone system, if the company feels they can meet the PWS without it. It is preferred but not required that the contractor provide their team with standalone machines with the software suites needed for local manipulation.
