PERFORMANCE WORK STATEMENT

FOR

SCHOOL OF INFANTRY EAST

DD-41 AUDITORIUM AUDIO/VISUAL EQUIPMENT UPGRADE

1.0 BACKGROUND. Information Systems Coordinator (ISC), School of Infantry East (SOI-EAST), Camp

Geiger, North Carolina has a requirement to upgrade existing audio visual (A/V) equipment in Building DD-41

Auditorium aboard Camp Geiger (Camp Devil Dog), North Carolina.

2.0 CONTRACT OBJECTIVE. The objective is for the contractor to remove the existing A/V equipment from Building DD-41 Auditorium aboard Camp Geiger (Camp Devil Dog), provide and install new A/V equipment, and provide a five (5) year maintenance and service agreement in accordance with this Performance Work Statement

(PWS).

3.0 PLACE OF PERFORMANCE. Place of performance is Building DD-41, Perimeter Road, aboard Camp

Geiger (Camp Devil Dog), North Carolina.

4.0 PERIOD OF PERFORMANCE.

4.1 Removal and Installation. To be determined based upon the contact award, and auditorium use schedule.

Contractor shall contact the Government’s representative upon receipt of award in order to coordinate the removal and installation of equipment. Removal and installation shall take no longer than one week and be complete no later than sixty (60) days after contract award. All installed equipment and labor shall be warrantied for a period of five

(5) years.

4.1.1 Removal of Existing A/V Equipment. The contractor shall remove the existing Government owned A/V equipment in the building DD-41 Auditorium and deliver the items to the Government’s Point of Contact for the

Marine Combat Training Battalion at building TC-1026 aboard Camp Geiger.

4.2 Installation of New A/V Equipment. The contractor shall provide and install new A/V equipment meeting the minimum requirements of this PWS. The contractor shall conduct a function check on all installed A/V components to ensure proper function and operation.

4.2.1 Equipment to be installed in Building DD-41. The prevision 52.211-6 Brand Name or Equal from the

Federal Acquisition Regulation (FAR) applies. “Equal” items must meet the following salient physical, functional, or performance characteristics of the brand name item in order to be acceptable for award:

5.0 REQUIREMENT

5.1 On-Site Lead. The contractor shall provide an on-site lead installer to interact with the Government’s representative to coordinate scheduling, access, receiving, storage, and handling of all materials.

5.2 Equipment and Materials. The contractor shall provide qaulified personnel, supervision, supplies, materials, parts, components, equipment, tools, and transportation necessary to upgrade the existing Government owned A/V system.

5.3 Hours of Removal and Installation. All work shall occur between the hours of 7:00 AM and 4:00 PM

Eastern Time Monday thru Friday excluding Federal holidays.

5.4 Job Site. The contractor shall be responsible for cleaning the installation area and disposing of all trash and materials to the satisfaction of the Government’s representative or designated inspectors before completion of each work day and upon completion of the project. At the end of the project, the contractor shall restore any disturbed or damaged areas at the direction of the Contracting Officer.

5.5 Final Inspection. After installation is complete the contractor shall test all equipment, ensure it is working property and as intended, and demonstrate the proper operation of the system to the Government’s representative.

All equipment documentation, any installation media, copies of any required equipment application coding, equipment log in names and passwords will be provided to the SOI-EAST Information Systems Coordinator.

5.6 Warranty. The contractor shall warrant all of the installed equipment and labor for a period of five (5) years.

5.7 Maintenance and Support.

5.7.1 Maintenance Service. The contractor shall conduct scheduled A/V equipment inspection, cleaning and function testing every month. Equipment inspection will consist of visually inspecting all equipment for damage and to ensure all components are properly wired and powered. Equipment cleaning will consist of physically cleaning all audio visual equipment to include the podiums. All equipment to include all filters will be cleaned internally with canned compressed air to remove all dust and particles. All equipment surfaces will be cleaned in accordance with manufacturer recommendations. All podiums will be cleaned inside and out. Function testing will consist of ensuring all audio and visual components are properly working and functioning as designed with the system. The contractor shall provide maintenance and support for a base period of one year with four (4) one-year option periods.

5.7.2 Emergency Maintenance. The contractor shall be on-site to repair malfunctioning and/or non-functioning equipment within four (4) business hours of being notified.

7.0 CONTRACTOR UNAUTHORIZED WORK PERFORMANCE. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACTING OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.

8.0 RESPONSIBILITY. The Government will not be responsible in any way for the Contractor's personal supplies, equipment, materials, or belongings brought onto the grounds to perform services. This includes, but is not limited to loss or damage caused by fire, theft, hurricane, accident or other disaster.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

THIS IS A BRAND NAME OR EQUAL PROCUREMENT.

The proposed acquisition is 100% Small Business Set Aside. The associated North American Industrial

Classification System (NAICS) Code is 334310 Audio and Video Equipment Manufacturing. The size standard is 750 Employees.

The Government intends to award a single firm-fixed price contract to satisfy this requirement. The Government reserves the right to award without discussions, but reserves the right to engage in discussions if later determined to be in the best interest of the Government. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures.

BASIS OF AWARD. Award will be made on the basis of Lowest Price Technically Acceptable (LPTA). LPTA will be evaluated based on (1) price; (2) technical capability of the item offered to meet the Government’s requirement; and (3) delivery. It is the Government's intention to issue a single firm-fixed contract on an "all or none" basis.

TECHNICAL ACCEPTABILITY: A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement. To ensure technical acceptability, vendor quotes shall include the following information:

a. Item Information: Descriptive literature outlining the specifications of the items quoted to include drawings. The manufacturer’s name and manufacturer’s complete part numbers of all items quoted shall be submitted in the quote along with an installation plan clearly identifying ability to meet minimum requirements of the Performance Work Statement (PWS).

b. Price: The price quote must reflect unit prices, extended amounts per line item, and overall total.

(Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).

c. Delivery Information: Clearly state if the quoter can meet the requested delivery date. If not then provide an alternate delivery date.

PREPARATION OF QUOTE: Quotes submitted shall include the following:

(a) Technical Quote to include quoted delivery date.

(b) Price Quote

(c) Completed FAR provision 52.212-3. The offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certification electronically via the

System for Award Management (SAM) website accessed through https://www.sam.gov. If the offeror has not completed the annual representations and certification electronically, the offeror shall complete only paragraphs (c) through (r) of this provision.

(d) Provide the following: CAGE Code and DUNS Number.

SUBMISSION OF QUOTES: Quotes related to this RFQ shall be received by the Contracting Department within the date and time specified in Block 8 on the first page of this solicitation, to be considered for award. The information submitted shall be clear and legible.

Quotes may be submitted via email (no larger than 2MB) to vivian.porter@usmc.mil; (PREFERRED METHOD) or via hand delivery/courier to Contracting Department, Bldg. 1116, Birch Street, Camp Lejeune, NC 28542, ATTN

Vivian Porter. It is solely the Contractor’s responsibility to ensure proposals are received within the required timeframe.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (NOV 2017)

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

(a) Definitions. As used in this provision--

“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—
