Questions Answers

4. Many of the products are obsolete, end of life and unavailable in the market. What is the government?s position on replacing obsolete components?

Follow on: Response provided states that refresh of equipment is "not part of this requirement". However, Paragraph 2.5 of the PWs states that." All equipment repair or replacement costs are included in the total price of the awarded contract to include travel." These are conflicting requirements that may put the Government in a situation of receiving used and unreliable replacement equipment. If the service provider is required to replace obsolete components as part of maintenance activity, doing so would involve attempting to purchase used components on

EBAY or other sources B-Stock sources. Where replacing an obsolete components with new, upgraded components is considered not in scope. Furthermore, fulfilling the requirement to replace any failed component within 48 hours requires stocking spares of all the equipment including obsolete components. This would result in considerable cost to the Government that could otherwise be used for needed upgrades and refreshes.

Would the Government consider a response that is fully labor / travel inclusive with a separate CLIN with BPA funding for repair or replacement of failed equipment that is no longer supported under warranty by the manufacture?

We have found this to be an acceptable approach with many other Government agencies supporting older systems allowing them to make the informed choice to repair or replace / upgrade on a case by case basis based on quotes provided. The BPA line item provides the funding to cover those incidental repair/replace costs as needed. This approach has been proven to save the Government considerable money in that it prevents the government from prepaying hardware replacement costs on equipment that may not fail during the term of the agreement. At the end of the agreement period, unused BPA funds can be used to replace obsolete components or rolled over into the new agreement period.

The Government is actively pursuing refresh for equipment approaching EOL, but not as part of this requirement.

Follow on: We are changing the PWS to reflect repair when possible; replace if not obsolete. We will not require the replacement of obsolete equipment. See paragraph 2.5 of the PWS on page 33 of this amendment.

Follow on: No. We will not do a separate

CLIN in that fashion.

5. Are the Cisco/Tandberg components covered under the

Cisco JELA contract? If so, will the Government be receiving direct support from that contract for hardware and software of these components?

Follow on: Since the Government will require support of the VTC hardware, it will be necessary to renew the manufacturer's maintenance entitlements under this agreement. We will require the serial numbers of the VTC hardware to obtain a quote from the manufacture for renewal of the Hardware/Software Maintenance

Entitlements. These entitlements are required by the MFR to receive software updates and advance replacement hardware and minimize risk of VTC codec failures

No.

Follow on: See list below.
