SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

ANSWERS TO QUESTIONS

Question One: In regards to the subject solicitation for O-level helicopter maintenance, is there an incumbent for this requirement, and if so, what contract number are services being provided under? What was the award amount?

Answer One: Incumbent is LOGMET LLC, contract M6700118P1220, $248,549.88

Question Two: Is there a reason that the contract is only for one-year with no options?

Answer Two: The Government’s requirement is only for one year at this time.

Question Three: Will the government provide the clarifications as to the total FTE requirement and specifically the

FTE requirement for all CDI and CDQAR functions in the Airframe, Avionics and Flight Line sections?

Answer Three: The current contract is using the following labor categories from Wage Determination 15-4389

(Rev-9) dated 7/18/2018:

Labor Category (Name/Number) Number of Personnel

Aircraft Worker / 23080 5

Aircraft Mechanic II / 23022 3

Aircraft Mechanic III / 23023 7

Technical Writer I / 30461 1

Question Four: For the purpose of ensuring all Offerors are proposing equivalent SCA Labor Categories, would the

Government please specify what SCA Labor Categories are requested?

Answer Four: The labor categories the Government is using on the current contract are provided in Answer Three.

Vendors must specify the labor categories being used as part of their proposal. However, vendors may also recommend other labor categories as part of their proposals.

Question Five: Can the government provide the SCA Occupational Codes expected for the following?:

Maintenance Controller/ Team Lead

Quality Assurance Representative

TD Coordinator

Airframe Mechanics

Flight-Line Mechanics

Electrical/Avionics Mechanics

Answer Five: See Answers Three and Four.

Question Six: In previous quote request by MCIEast the total number of man-hours was provided – will the government provide?

Answer Six: The total hours is 33,280 (16 employees * 2,080 billable hours per employee)

Question Seven: Would the Government please clarify which Contractor labor category (Airframe Mechanic, Flight-Line Mechanic, or Electrical/Avionics Mechanic) they require to be qualified and certified to handle installed explosives?

Answer Seven: No personnel are required to handle explosives as part of this requirement. However, According to the Wage Determination under the Service Contract Act: “A 4% differential is applicable to employees employed in a position that represents a low degree of hazard when working with, or in close proximity to ordnance. These differentials are only applicable to work that has been specifically designated by the agency (In this case – USMC by virtue of MCO 8023.3C) for ordnance, explosives, and incendiary material differential pay.” Since CADs are utilized throughout the MV-22, the 4% differential would apply to the 3 allied shops and QA; thus contractors should be required to account for the 4% differential in their price quote.

Question Eight: For PWS para 9.1.8, NOTE (2), would the Government stipulate that this NOTE pertains to the

Technical Directive Coordinator as well per the Technical Directive NAMPSOP.

Answer Eight: Yes, safe for flight certification within 90 days of employment and working knowledge of OOMA

NALCOMIS shall be required.

Question Nine: In the table on page 8, pp 9.1.8 will the Government stipulate that CDI’s are Aircraft Mech II’s, CDQAR’s are Aircraft Mech III’s and the remaining number of workers are Aircraft Mech I’s?

Answer Nine: Yes.

Question Ten: Will the Government stipulate that the TD Coordinator, who must be Safe-for-Flight qualified in accordance with the NAMP, is an Aircraft Mechanic III as well.

Answer Ten: No, the TD coordinator, who must be safe-for-flight qualified, will not be required to be an Aircraft

Mechanic III.

Question Eleven: Will the Government stipulate that the QA Representative, who must be Safe-for-Flight qualified in accordance with the NAMP, is an Aircraft Mechanic III as well.

Answer Eleven: NO, the QA Representative, who must be an Aircraft Craft Mechanic III, shall not have to be a safe-for-flight qualified.

Question Twelve: What are the page limitations?

Answer Twelve: No page limit. However, you must ensure it matches the evaluation factors and information requested in the solicitation.

Question Thirteen: Will the Government confirm if the intent is for the Contractor to be penalized for failure to maintain 100% of the Government’s estimated labor category mixture in PWS 6.1 or 100% of the proposed workforce, which could potentially include additional personnel to mitigate turnover risk?

Answer Thirteen: The Government will penalize the vendor for not maintaining staffing in accordance with the

PWS. However, this penalty will not be imposed until all circumstances are thoroughly reviewed, and clarified with the vendor.

Question Fourteen: With the period of performance expected to begin 19 October 2018, will the 100% staffing required be effective on day one of performance?

Answer Fourteen: The Government expects 100% staffing on day of performance.

Question Fifteen: As the CLIN structure includes a single monthly firm fixed price CLIN, how will the contractor be reimbursed for travel outside the 50 mile radius? What is the annual estimated number of occurrences for travel outside a 50 mile radius and what geographic regions would those typically cover?

Answer Fifteen: Travel will be addressed on a case-by-case basis and will be managed through a modification to the contract.

Question Sixteen: The PWS requires 75% of CMS personnel to possess MATMEP Level III, with the remaining

25% of personnel to attain MATMEP Level III within 90 days of employment. Will the Government reimburse the

Contractor for the cost of this training, including the cost of the training class/classes as well as any travel costs required?

Answer Sixteen: The contractor is responsible for all training costs.
