PERFORMANCE WORK STATEMENT

1. Background. 2d MAW current Audio and Video Teleconference systems, installed within Building 1 as part of the original Military Contract (MILCON) project, have surpassed end-of-life support and become obsolete.

2. Objective. The purpose of this procurement is to procure and install video teleconference communications capabilities with integrated classified and unclassified video teleconference capability within designated spaces.

3. Scope. 2d Marine Aircraft Wing (MAW) requires a vendor to remove designated existing equipment, install and configure multimedia video teleconference capabilities with integrated classified and unclassified video teleconference capability within 2nd Marine Aircraft Wing Headquarters building aboard Cherry Point, NC. There are four rooms that are part of this requirement; Commanding General’s conference room, Executive Planning

Space (Fish Bowl), G4 conference room and G6 conference room to current, supportable standards and technologies. The project must include any labor, equipment, hardware, control or power wiring, control system software programming, equipment mounting and configurations. The contractor will, in the course of this effort, provide a complete system test plan, for government review, prior to scheduling and performing a government witnessed test of all capabilities of the systems. After an acceptable test, with the government representatives, the contractor must provide training on the operation and first line troubleshooting of the Audio/Video systems.

4. Performance. Each individual task is a separate and distinct effort supporting conference or meeting room.

As such, the government will evaluate each task quote to ensure it meets the needs of that specific room. Each task must be completed prior to the new task being started to ensure continuity of communications. Specifically, the vendor must have all equipment procured and ready for installation prior to the removal of existing equipment.

Task sequence of work is as follows:

Task 1: Executive Planning Cell (Fish Bowl)

Task 2: Commanding General Conference Room

Task 3: G4 Conference Room

Task 4: G6 Executive Conference Room

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

It is the responsibility of the vendor to present enough information to allow the various work efforts, support, and management approaches to be meaningfully evaluated without discussions.

The vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to have discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotations if such action is in the public interest; accept other than the lowest quotation; and waive informalities and minor irregularities in quotations received. A quote must be internally consistent or the quote will be considered unrealistic and may be considered unacceptable.

Evaluation of the technical approach will be based upon the extent to which the vendor thoroughly and accurately describes the overall technical solution.

The Government will issue an individual firm fixed price purchase order for this requirement. To be eligible for award, all items quoted for this requirement shall meet the evaluation factors listed below. Award will be based on the ability to meet the evaluation factors and to one most advantageous to the Government, price and other factors considered. The Contracting Officer reserves the right to evaluate quotes without the use of formal evaluation procedures such as establishing a competitive range, conducting discussions, ranking quotations, and to make an award based on the Best Value to the

Government.
