SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 29-Nov-2016 01:00 PM to 02-Dec-2016 01:00 PM.

The following have been added by full text:

RESPONSE TO QUESTIONS

Question 1. RFQ Pages 3-4; Attachment 1. Will the government provide an explanation/formula in order to calculate the evaluated price for CLINS 002, 003, and 004?

Response 1: There is no formula to calculate the evaluated price for CLINS 0002 –OCONUS support services, 0003

– overtime, and 0004 – travel. These will be the same for all quoters and will be provided by the Government to the awardee at the time of contract award. Since the basis of award is LPTA, and these CLINS are the same for all quoters, they will not have an effect on a quoter’s price evaluation position and will not be used in the price evaluation.

Question 2: RFQ Page 6, 3.1.4; Attachment 1. Will the government allow offerors to submit proposals that depart from stated requirements, including a reduction or increase in the level of effort, if the alternative proposal would be advantageous to the Government?

Response 2: The Contractor is not limited to the minimum personnel complement stated in the PWS. Adequate staffing/labor division is incumbent on the Contractor. Reference paragraph 3.1.6: The contractor shall provide an adequate staff of employees with the necessary management expertise, training, and certifications to ensure the performance of the work in accordance with sound and efficient management practices. The personnel complement shall include an adequate mixture of labor categories to meet the contract requirements, and at a minimum shall include the following mixture of labor categories at the stated staffing levels.

Question 3: RFQ Pages 22, 26, 27; Regarding the implementation plan, will the government allow a 6-month window upon contract award to obtain certifications for employees?

Response 3: No. 90 days maximum.

Question 4 : RFQ Pages 25-26; Will the government provide page count and font size/type requirements for volumes 1 and 2?

Response 4: Please see FAR Provision 52.212-2 which has been changed to provide more detailed information regarding submission of the quote.

Question 5: If page counts are determined, will the government exclude resumes, letters of commitment, copies of certifications, and cover pages from proposal volumes?

Response 5: Yes. See response 4. The page count for Volume 1 will exclude the above documents.

Questions 6: RFQ Pages 27-28; The RFI issued for this effort included 2 options years. Can the government explain the reason for only pricing a 12 month period of performance?

Response 6: The Government’s requirement at this time is for a 12 month period of performance.

Question 7: Page 26, Sub-factor C, Para 3 requires that Resumes submitted for the Technical Communications

Specialist to be accompanied by a sample of one of the documents listed under 3.6.1.c. A sample that is directly relevant to the PWS will only be obtained and submitted by the incumbent contractor. Submittal of analogous documents may either contain proprietary information or be subject to contractual requirements limiting distribution.

Does the Government intend to verify that the proposing contractor has past experience with the listed documents or is it the Government’s intent to verify that the Technical Communications Specialist has developed such documents?

Would the Government re-consider the requirement to submit a sample of documents listed under 3.6.1.c given these potential limitations?

Response 7: It is the Government’s intent to verify that the Technical Communications Specialist has developed such documents and they are at the level specified in the PWS.

Question 8: Personnel qualifications listed in the PWS require access to Government IT assets to execute daily requirements. Paragraph 4.1 states that work shall be performed in Government facilities and aboard training areas assigned to II MEF. Paragraph 8.2 and 8.3 provide support provisions while forward-deployed, in-transit, afloat, or when accompanying Marine Expeditionary Units. Paragraph 11.0 provides Government Furnished Materials, Equipment, Property and Services to be provided to the contractor at II MEF facilities.

Is the contractor required to provide any Information Technology assets or Internet Access support to execute PWS requirements?

NOTE: This question is asked because it has been determined the previous incumbent was required to provide a

“white line” for internet access through Comcast. This allowed their IT personnel to bypass II MEF’s firewall to obtain required information when conducting research.

Response 8: Neither Information Technology assets, nor Internet Access is required to support or execute PWS requirements

Question 9: Paragraph 8.0 provides travel requirements associated with execution of the PWS. Paragraph 5.2 states that overtime is authorized in cases of scheduled deployments for exercises and contingency operations.

a. Does the Government intend to limit the number of overtime hours during scheduled deployments for exercises and contingency operations? For example, the contractor will be limited to 12 hours per day while supporting scheduled deployments for exercises and contingency operations.

b. Does the Government’s approval of overtime during scheduled deployments for exercises and contingency operations include 7 days per week while providing support?

Response 9a: Yes, workdays are defined prior to deployment. Historically it has been limited to 10 work hours and two meal periods for a total of 12 hrs.

Response 9b: Workdays are defined prior to deployment in coordination with the MAGTF Command Element and its operating requirements. It can include 7 days per week while providing support.

Question 10: Paragraph 8.2.e states that the contracting officer will issue a SPOT-generated LOA in order to allow contractors performing work while forward-deployed under this PWS to process through a deployment center.

a. Will pre-deployment screening requirements such as immunizations and physical examinations be reimbursable as Other Direct Costs when the contractor is required to deploy OCONUS?

b. Does the Government intend that the contractor utilize Camp Lejeune’s Deployment Processing Center?

c. Does the Government intend to provide all required Personal Protective Equipment to the contractor when required for deployment OCONUS and/or Hostile Locations?

Response 10a: Costs for Pre-deployment screen requirements may be submitted under CLIN -0002 OCONUS support service.

a. Will the Quality Assurance Plan listed in Section 7.0 be provided prior to proposal submission date?

b. Is the Performance Requirements Summary in Section 7.6 part of the Quality Assurance Plan guidelines used for establishing quality control of this effort?

Response 11a: The Quality Assurance Plan has been combined with the PRS in the PWS.

Response 11b: Yes, the Performance Requirements Summary in Section 7.6 is part of the Quality Assurance Plan guidelines used for establishing quality control of this effort.

Question 12: Page 26, Technical and Manual Approach, Subfactor D states the requirement for a Transition Plan.

a. What are the timeline goals/time limitations for a full staffing requirement for this effort?

b. The Period of Performance is listed with a start date of 01 Jan 2017; therefore will the award be made by 15 Dec

2016 in order to effectively onboard personnel prior to the planned start date of 01 Jan 2017?

Response 12a: 30 days post award effective date is the limitation for full staffing to be complete.

Response 12b: Contract performance will start on the effective date of the contract, which will be reflected in the period of performance start date. The period of performance will be for 12 months from the effective date of the award. FAR provision 52.212-2: Evaluation, paragraph (1) Technical and Management Approach, Sub Factor D has been changed to require the transition timeline meet the requirement for full staffing within 30 day of the effective date of the award.

Response 14a: The MEU is one (1) contractor personnel; the EUCOM visits are two (2) contractor personnel, but the others are based on mission requirements set forth by the MAGTF commander and have been 6-9 person detachments, historically, with exception of the IM OAG which is likely the site lead. This will be coordinated with the site lead and the COR prior to performance.

Response 14b: No. See response 14a.

Response 14c: As listed in Section 8.0, contingencies and crisis notwithstanding.

Question 15: On page 28 of the RFQ, there is a note that the Government will provide a not to exceed amount for

b. Will the Government provide the NTE for CLINS 0002, 0003 and 0004 for the SF 1449 Continuation sheet on

Pages 3-4?

c. If not, does the Government intend for the bidder to leave these CLINs blank?

Response 15a: The NTE amounts will be provided at the time of contract award.

Response 15b: The NTE amounts will be provided at the time of contract award.

CONTRACTS FOR CERTAIN SERVICES--CERTIFICATION (MAY 2014)

(a) The offeror shall check the following certification:

CERTIFICATION

The offeror ( ___ ) does ( ___ ) does not certify that--

(1) The services under the contract are offered and sold regularly to non-Governmental customers, and are provided by the offeror (or subcontractor in the case of an exempt subcontract) to the general public in substantial quantities in the course of normal business operations;

(2) The contract services are furnished at prices that are, or are based on, established catalog or market prices. An

“established catalog price” is a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or the offeror, is either published or otherwise available for inspection by customers, and states prices at which sales currently, or were last, made to a significant number of buyers constituting the general public. An “established market price” is a current price, established in the usual course of ordinary and usual trade between buyers and sellers free to bargain, which can be substantiated from sources independent of the manufacturer or offeror;

1.0 Background

Recent events throughout the world have demonstrated that contractor support is essential in assessing and resolving complex Capabilities / Command, Control, Communications, Computers, Intelligence, Surveillance and

Reconnaissance (C4ISR) integration and interoperability challenges that affect the combat effectiveness and sustainability of the Operating Forces (OPFORs). Due to the ongoing demand for real time, on demand secure voice, video, and data by battlefield commanders, warfighters, and tactical planners, current networks have evolved in size and technological complexity. Based on the complexity of the IM/C2 systems and the high turnover rate and limited ability of certified Marines to both operate and/or maintain them, it has been difficult to sustain the level of proficiency and qualified manpower needed to operate and maintain these systems. Therefore, on-site technical support is required.

II MEF generates, deploys and sustains Marine Air-Ground Task Forces (MAGTFs) and other Marine Corps units to support requirements across the range of military operations and naval initiatives, and if required and with augmentation trains, deploys and is employed as a MAGTF CE. IM/C2 service support is mission critical at the CE as well as its aligned Aviation, Ground and Logistic elements.

MAGTF’S COCs are distributed in an area of operations integrating with higher headquarters, joint and coalition mission partners employing complex warfighting systems, across multiple networks, and across all MAGTF functional areas. Exchanging information internally, to all of the above, and back to home station, using up to one hundred thirty-six different applications and systems (see enclosure) requires knowledgeable professionals, experienced in the intricacies of engineering, installing and maintaining a cohesive IM/C2 architecture.

2.0 Objectives

2.1. Provide technical and operational support for IM/C2 efforts within II MEF Force headquarters, its Major

Subordinate Commands, Second Marine Expeditionary Brigade (2D MEB), three Marine Expeditionary Units, and

Special Purpose Marine Air Ground Tasks Forces (SPMAGTF) within the continental US (CONUS) and deployed outside of the continental US (OCONUS).

2.2 Scope of Work. Principal support activities include on-site system administration and troubleshooting for

Command and Control Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) local and wide area networks (LAN / WAN), technical guidance to the operating forces (OPFOR) on fielded Marine

Corps and Joint IM/C2 systems and software, test support and consulting, on-site, over-the-shoulder software/hardware training, Information Assurance (IA), Collaborative Services (collaborative workspace, chat, and web conferencing) and Business Process Analysis/Automation support. Additional support requirements include providing regional on-site technical support for USMC Systems to include Tactical Common Operational Picture

Server/Workstation (TCS/W)), Combat Operations Center (COC), Marine Corps Common Hardware Suite (MCHS) and Marine Corps Enterprise IT Services (MCEITS) throughout the OPFORs, both in CONUS and OCONUS.

Support shall include system administration, asset tracking/management, installation and troubleshooting, support for exercises, technical consulting, test support, and on-site software/hardware training on COC software and hardware.

2.3 Period of Performance(PoP). The period of performance will be for 12 months from the effective date of the award.

3.0 Tasks

3.1 The contractor shall provide the OPFORs with continuous on-site C2 systems analysis and technical support at designated II MEF command locations worldwide. Key facets of on-site technical support at each location for the systems listed in include system administration, technical guidance, software installation, configuration management, system troubleshooting, establishing efficient procedures to resolve trouble tickets, locally and as required ensuring IM/C2 system availability, coordinating the deployment of software releases, and ensuring the effectiveness of Support Center operations to respond to operational requirements. The Contractor Site Lead is responsible for coordinating with the Contracting Officer’s Representative (COR) to ensure staff resources are available to accommodate mission priorities, and to identify deficiencies in capability at the site location within 24-hours of occurrence.

Under this task, the contractor shall:

3.1.1 Provide network and C2 systems operations support for C2 systems. This includes effective administration and maintenance of the operational network for the IM/C2 systems covered under this effort . A key facet of this requirement is the ability to ensure SIPRNET connectivity and the availability of mission essential platforms and applications to support operation requirements. The contractor is responsible for providing all necessary technical support required to ensure network administration for local IM/C2 LANs and tactical communications connectivity to the SIPRNET. Critical facets of network operations include network health status monitoring; maintenance;

upgrades to hardware and software components; ensuring inter-networking between various network components;

and general troubleshooting and problem resolution. Additionally, the contractor is required to perform IA, web server administration, and web development support on an “as needed” basis. Critical maintenance activities include performing backups, restoring services, installing software patches, and change out of network components.

The contractor Site Lead is responsible for the overall efficiency of network operations, as well as maintaining the existing configuration database (e.g., network diagrams, backup tapes and files for all cryptographic equipment, KG-

175s, routers, IP addresses, DNS and mail servers) that reside on the IM/C2 LANs.

3.1.2 Provide site logistics management for places of performance of this task. Site logistics management consists of delivery, installation, and configuration for newly fielded IM/C2 systems or upgrades to the currently fielded systems. The COR is responsible for establishing effective processes that ensure all facets of system logistics for new application versions and equipment is accomplished in a responsible manner. A key facet of this requirement is the effective configuration control of on-site resources. The contractor is responsible for coordinating system logistics that ensure effective preparation for new application releases and equipment installations, site preparation, coordination of personnel, and minimal disruption in system availability. A critical

1 The term "network" refers to those networks supporting MCTSSA and Joint fielded IM/C2software applications; however this does not include backbone WAN infrastructure.

facet of this requirement is Site Lead coordination with the COR to coordinate actions and responsibilities between stakeholders.

3.1.3 Provide over-the-shoulder training for C2 systems. The contractor is responsible for identifying and coordinating training requirements associated with tactical IM/C2 systems and ensuring the effectiveness of contractor provided instruction for OPFOR personnel .
