Vision Statement

To maintain the services network aboard Marine Corps Base Camp Lejeune.

1 Introduction

As a result of the Marine Requirements Oversight Counsel (MAROC) decision on 13 March 2007 and a memo from the Assistant Secretary of the Navy dated 31 October 2007, and follow on MROC and ASN-RDA documents, the

G6 is assigned the task to rebuild, refresh and maintain the classified and unclassified services network under the

Marine Air Ground Task Force (MAGTF) Information Technology (IT) Support Center (MITSC) located aboard

Camp Lejeune. This network provides garrison NIPRNET, Next Generation Enterprise Network (NGEN), and garrison SIPRNET services to the bases and stations within the MCIEAST Area of Responsibility (AOR). These enclaves support networks with mail/file/print/WWW and legacy applications (mission essential applications not support by the NGEN contract). Therefore, the GOGO equipment and software requires continuous upgrades and warranty support.

1.2 Scope

This requirement is for manufacturer extended warranty support for Quantum appliances that support the MCIEAST

G-6 mission.

2 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contract Specialist immediately.

2.1 Contract Administration

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement.

The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to the support contract.

3 Technical Requirements

3.1 The contractor shall provide: SIPRNET and NIPRNET software, firmware, and application upgrades and support. Contractors shall provide software patches as required to meet (DoD, DoN and USMC) security mandates including, but not limited to, Information Assurance Vulnerability Alerts (IAVA), Information Assurance

Vulnerability Bulletins (IAVB), Defense Information Systems Agency (DISA) mandates, USMC Operational

Directives (OpDir). Contractors shall provide contacts(s) for 24/7 contact support.

3.2 This requirement must be supported by technicians certified to provide service on the brand name software. All equipment replacement actions shall be with OEM (Original Equipment Manufacturer) parts. Work will be ordered through contact with the Contractor by either telephone or e-mail. Each order will include, date of call or e-mail, contract number, and specific description of issue. The contractor shall obtain any training, certification and licensing required to support tasks performed under this contract at no cost to the government.

The following section specifies the Performance Objectives and Performance Elements for the contract.

52.204-17 OWNERSHIP OF CONTROL OF OFFEROR (NOV 2014)

(a) Definitions. As used in this provision--

Commercial and Government Entity (CAGE) code means—

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics

Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support

Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Contractor and

Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as an NCAGE code.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

Immediate owner means an entity, other than the offeror, that has direct control of the offeror. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

This is a request for OPEN MARKET PRICED quotes for a service. The proposed acquisition is reserved 100% for certified Woman Owned Small Businesses. The associated North American Industrial Classification System

(NAICS) code for this requirement is 511210, Software Publishers, and the small business size standard is $35.5 million.

BASIS OF AWARD The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR Subpart 13.5. It is the Government's intention to issue a single firm-fixed price contract on an

"all or none" basis for all items. The Government intends to award to the quoter who represents the Lowest Price

Technically Acceptable (LPTA) quote. Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price quoter. Other technical quotes may not be evaluated unless the Government determines the lowest price quoter to be unacceptable or non-responsive. In the event the Government determines the lowest price quoter to be unacceptable, the technical quote of the next lowest price quoter will be evaluated. This process will continue until a technical proposal is determined to be acceptable.

EVALUATION. Vendors responding to this announcement shall submit their quote in accordance with FAR

52.212-1. Submission of quote shall include the following:

(1) Technical acceptability: (See Line Item for details);

(2) Past Performance The vendor shall provide no more than three (3) past performance references on contracts/task orders. The past performance shall have been within the last three (3) years and be of similar scope, magnitude and complexity to that which is detailed in the RFQ. Vendors who present similar contracts should provide a brief explanation demonstrating the relevance of the contracts/purchase orders to the requirements of the RFQ.

If no past performance is available, the vendor shall affirmatively state that they possess no relevant directly related or similar past performance. In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter will not be evaluated favorably or unfavorably on past performance. Quoters without a record of relevant past performance will receive a “neutral” rating, which will have neither a positive nor negative effect. If there is no record of relevant past performance, quoters must affirmatively state this.

To obtain past performance information, the Government will send out a Past Performance Questionnaire to the offeror’s references. Make sure your reference information is up to date. DO NOT GIVE THE NAME OF

REFERENCES UNLESS YOU HAVE MADE SURE THAT THE INDIVIDUAL CAN BE REACHED AT THE

REFERENCED TELEPHONE NUMBER, E-MAIL ADDRESS, OR POSTAL ADDRESS THAT YOU HAVE

PROVIDED.; and

(3) Price.

Award will be made on the basis of the lowest price technically acceptable (LPTA) of quotes meeting or exceeding the acceptability standards for non-cost factors. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the Government. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.

SUBMISSION REQUIREMENTS. Quoters shall include:

1) Completed FAR provision 52.204-17 - Check appropriate box. No signature required but please put company name on document.

2) Completed FAR provision 52.212-3 - Check appropriate boxes at 52.212-3(b)(2) and (3) and put company name on document. If no changes are necessary, clearly state so in submission package.

3) Provide no more than 3 past performance references.

4) Completed FAR provision 52.209-7992 - Check appropriate boxes. No signature required but please put company name on document.

5) Clearly state ability to meet specified delivery time after receipt of contract or provides alternative delivery timeframe.

6) Clearly identify manufacturer and part number for each item quoted.

7) Confirm that your price is “Open Market” and not GSA pricing.

Quotes related to this RFQ shall be received by the Contracting Department by the date and time indicated in block 8 on the front page of the solicitation to be considered for award. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.

(a) Definitions. As used in this provision--

“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act

(50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(2) Through another subsidiary of a parent corporation.

“Veteran-owned small business concern” means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least

51 percent of the stock of which is owned by one or more women; and
