Width: Minimum of 42’4” to Maximum of 48'

Sidewall Height: Minimum 10’ to Maximum of 23’

Overall Height: Minimum of 19’ to Maximum of 23'

Shelter shall be constructed with galvanized steel that is treated for corrosion prevention. Shelter will be covered by a uniform white or beige-colored opaque cover material that is flame retardant and waterproof. Material must be able to maintain its flame retardant and waterproof qualities under long term UV exposure and varying humidity conditions. Material will cover the entire shelter length and width, ending at 8' above ground level. Material will be secured to the shelter with sufficient tension that water does not collect on the shelter's top surface.

Shelters columns and any lateral bracing, side cables, or X braces shall be wrapped with 1 band of 2- or 3-inch wide reflective tape that meets Federal Specification L-S-300C. Self-adhesive, self-illuminating tape, which stores energy, or “recharges” with exposed UV-illuminated visible light may be used. Reflective tape must be a solid band, on all columns; exact height of band shall be determined by customer during installation.

Shelter must withstand wind loads of at least 130 MPH per UFC3-300-10N Structural Engineering -

Table C-1 and ANSI/SPRI Wind Load Design Manual.

Shelters shall be free standing and anchored to the existing concrete parking apron. Concrete anchors shall be designed and installed according to the provisions found in American Concrete Institute (ACI)

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Price

ii. Technical capability of the item offered to meet the Government requirement

iii. Past performance

Technical and Past Performance, when combined, are equal to Price

THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. ALL RESPONSIBLE SMALL

BUSINESS SOURCES MAY SUBMIT A RESPONSE WHICH, IF TIMELY RECEIVED, WILL BE

CONSIDERED BY THE AGENCY.

Technical acceptability will be based on the demonstrated ability to meet the technical requirements, including the delivery requirement. A mere statement that the vendor “will meet the Government’s requirements” is insufficient;

the vendor must demonstrate how it will meet the requirement. Low Price Technically Acceptable (LPTA) will be evaluated on: (1) price; (2) technical specifications; and (3) delivery.

To ensure technical compliance with the requirements, vendor quotes shall include the following information:

1. Vendor Specifications. The vendor’s quote shall provide a description of how the vendor will meet the

Government’s requirements as stated below. The manufacturer's name and manufacturer’s complete part numbers of items shall be submitted in the quote. Drawings, product literature, pictures, and description of all quoted items shall be included.

Aircraft Protective Equipment Shelter – Harrier

To be considered Technically Acceptable. Technical drawings of the shelters and installation method must be certified by a Registered Professional Engineer that they meet the specifications PRIOR to submission of the quote, and a copy of the certification must be submitted with the quote. Inclusion of certification is a part of the evaluation criteria. Drawings and Specifications must address (at a minimum):

A. Dimensions:

i. Length: Minimum of 53’ to Maximum of 55’

ii. Width: Minimum of 42’4” to Maximum of 48'

iii. Sidewall Height: Minimum 10’ to Maximum of 23’

i. Shelter shall be constructed with galvanized steel that is treated for corrosion prevention.

ii. Shelter will be covered by a uniform white or beige-colored opaque cover material that is flame retardant and waterproof.

iii. Material must be able to maintain its flame retardant and waterproof qualities under long term UV exposure and varying humidity conditions.

iv. Material will cover the entire shelter length and width, ending at 8' above ground level.

v. Material will be secured to the shelter with sufficient tension that water does not collect on the shelter's top surface.

vi. Shelters columns and any lateral bracing, side cables, or X braces shall be wrapped with 1 band of

2- or 3-inch wide reflective tape that meets Federal Specification L-S-300C. Self-adhesive, self-illuminating tape, which stores energy, or “recharges” with exposed UV-illuminated visible light may be used. Reflective tape must be a solid band, on all columns; exact height of band shall be determined by customer during installation.

vii. All fasteners shall be corrosion resistant and of a type and size to meet the performance requirements and design loads. Fasteners, washers and nuts shall be corrosion resistant, as well as have locking features.

C. Assembly/Durability:

v. Column support placement must meet the minimum edge spacing requirements in ACI 318-14.

vi. Anchoring method shall be in such a manner that the shelter can be removed and reinstalled in another location without irreparable damage to the existing concrete surface.

vii. The vendor is responsible for grounding each shelter with a static ground that does not exceed

10,000 ohms per shelter in normal dry conditions. The grounding method used must be approved by MCAS Cherry Point and be located inside, or in close proximity, to the shelter wall and not interfere with aircraft taxiing or cause a trip hazard. Based on final dimensions and layout of the shelters, tie-downs and existing grounds that meet the above requirements may be used as static grounds.

viii. Mitigation of bird roosting and nesting shall be incorporated into the design and installation of the sun shade.

D. Installation/Cleanup:
