This document is a Method of Operation for a cooperative purchasing contract awarded by the State of New Jersey Division of Purchase and Property to Schwarze Industries, LLC / DuCo, LLC for street sweepers and specialty sweeping equipment. The contract is also available through Sourcewell (Contract #062425-SWZ) and the NJSTART cooperative purchasing program (Contract #27-FLEET-145489). The contract establishes terms and conditions for state using agencies and other authorized purchasers to procure street sweeping and related equipment on an as-needed basis.
The contract covers street sweepers, specialty sweepers, related equipment, accessories, supplies, and replacement parts, along with delivery services and labor for training, installation, maintenance, repair, and site consultation. The contract is structured around three net line items: equipment and supplies, delivery costs (including expedited and return shipping), and hourly or task rates for services. The contract is effective through October 27, 2029, with the option for three one-year extensions through October 27, 2032. Using agencies must request the current price list from the contractor's Sourcewell website prior to obtaining quotes and must document their contract selection process to demonstrate that purchases are based on best value. There are no specified minimum or maximum order quantities, and delivery timeframes are negotiated on a case-by-case basis depending on the specific items ordered.
