Summary of M4016 – Snow and Ice Handling Equipment Supplies and Accessories Contract
This Method of Operation document establishes statewide contracts awarded by the State of New Jersey Division of Purchase and Property for snow and ice handling equipment, supplies, and accessories. The contract leverages two cooperative purchasing programs: the Sourcewell Snow and Ice Handling Equipment, Supplies, and Accessories Cooperative Contract with Viking Cives (Contract 033126-VCM, NJSTART 27-FLEET-145533), and the NASPO ValuePoint Snowplow & Grader Cutting Edges Cooperative Contract with three vendors—Chemung Supply Co. db Evolution Edges (47643, NJSTART 27-FLEET-145535), Kueper North America LLC (47645, NJSTART 27-FLEET-145537), and Valk Manufacturing Company (47647, NJSTART 27-FLEET-145541). The Sourcewell contract is effective through June 11, 2030, with three optional one-year extensions available, while the NASPO contracts are effective through March 28, 2029, with two optional one-year extensions.
The contracts provide access to plows, blades, wings, blowers, snow removal equipment, distribution equipment for deicing applications, and snow melting equipment under the Sourcewell contract, and truck-mounted blades, grader-mounted blades, and loader bucket edges under the NASPO contracts. Pricing is structured across three line items: equipment and supplies at discounts ranging from 25 percent off standard MSRP (Viking) to 5-11 percent (Kueper), with Chemung and Valk pricing available on their respective price lists; delivery charges negotiated separately with contractors; and hourly or task rates for training, installation, maintenance, repair, and consultation services. The contracts exclude open market items, remanufactured/refurbished products, turnkey trucks, dump bodies, and anti-icers. Using agencies must select contractors based on advantageous terms and pricing, document their selection rationale for audit purposes, and may be subject to compliance reviews by the Division's Contract Compliance and Audit Unit.
