About this file
This document is a Notice of Award and Method of Operation for Minnesota Term Contract M0483 Computer Equipment, Peripherals & Related Services, administered through the NASPO ValuePoint cooperative purchasing program. The contract involves 32 awarded contractors across three product bands, including major technology manufacturers such as Dell Marketing L.P., Hewlett Packard Enterprise, HP Inc., IBM, Lenovo (United States) Inc., Microsoft Corporation, Oracle America Inc., and Panasonic Connect North America, among others. The contract is available to Minnesota state agencies and cooperative purchasing partners, including local governments and school districts that comply with applicable procurement laws. Several contractors have New Jersey state contracts and are bolded within the contractor listing.
The contract covers three distinct product bands: Band 1 (Personal Computing Devices with Windows Operating Systems), Band 2 (Personal Computing Devices with Non-Windows Operating Systems), and Band 3 (Servers and Storage), with configuration dollar limits of $15,000 for Bands 1 and 2, $1,000,000 for Band 3, and $10,000 for peripherals. Permitted services include installation, maintenance, support, training, migration, asset management, recycling/disposal, and technical support directly related to equipment purchases. The contract restricts software to operating systems and equipment-related software, prohibits managed print services and standalone video conferencing equipment, and disallows leasing for state agencies. Pricing is based on minimum discounts provided on each contractor's Product and Service Schedule on the NASPO ValuePoint website, with additional discounts available for bulk purchases. The contract term runs through June 2025 with potential extension up to an additional 36 months by mutual agreement. Using agencies must notify contractors when purchases relate to public works to ensure compliance with Buy American requirements under N.J.S.A. 52:32-1.
