About this file

This Addendum I document issued by the Maryland Department of Health (MDH) Office of Enterprise Technology (OET) provides critical updates and clarifications to PORFP M00P7601507 for the procurement of 25 Dell Pro 16 laptops (SKU 210-BQPB, order code bts509_pc16255_usrfs) for the Agency for Health Services (AHS). The revised bid due date is Wednesday, September 23, 2026 by 12:00 PM EST. The procurement is restricted to Certified Small Business Master Contractors who have been awarded contracts under the Desktop, Laptop, and Tablet 2015 Master Contract (060B5400007). The agency requires all 25 units to be delivered in a single shipment with a firm delivery deadline of September 21, 2026; partial shipments will not be accepted. The specifications provided are mandatory with no functionally equivalent substitutions permitted, and evaluation will be based on the lowest certified bidder meeting all requested specifications.

The Maryland Department of Health is a tax-exempt agency and will provide a tax-exemption certificate with the purchase order. The 4-Year ProSupport Plus service tier is mandatory and non-negotiable. Bidders must submit a Letter of Authorization (LOA) with every bid submission and provide MSRP screenshots in any acceptable format. The quoted price is binding for a minimum of 30 days, and the Department will not approve cost adjustments prior to shipment due to manufacturer price increases or other circumstances. Only Dell laptops are acceptable; equivalent brands such as HP will not be considered. Procurement Officer Chevon Mondesir (chevon.mondesir@maryland.gov) is the official contact for all questions and inquiries regarding this procurement.

MEMORANDUM

TO: All Master Contractors FROM: Chevon Mondesir, Procurement Officer

SUBJECT: PORFP M00P7601507

Laptops for AHS (25) Addendum No. I

DATE: September 15, 2026

Please be advised the Maryland Department of Health (MDH) Office of Enterprise Technology (OET) has issued an addendum for PORFP M00P7601507. The Bids Due Date for this PORFP is now scheduled for Wednesday, September 23, 2026 by 12:00 PM.

The attention of prospective Bidders is directed to the following revisions, additions, and/or deletions.

PORFP Document Additions: Item #1:

1. To provide an update on the bid due date:

Bids must be received by 12:00 PM EST on Wednesday, September 23, 2026.

2. To provide answers to questions that were received:

1. Is the listed configuration (Dell Pro 16, SKU 210-BQPB, order code bts509_pc16255_usrfs) the exact required build, or will functionally equivalent substitutions (e.g., different Wi-Fi card, battery capacity, or SSD brand) be considered if they meet or exceed the specified requirements?

The specifications provided in the PORFP are the required build/configuration for the requested laptops.

2. Is the 4-Year ProSupport Plus service tier mandatory, or would a lower or higher support tier also be accepted for pricing comparison purposes?

The 4-Year ProSupport Plus is mandatory, and no other tiers will be accepted.

3. Will the agency accept partial shipments if the full quantity of 25 units cannot be sourced or delivered by 9/21/2026, or is that a firm single-shipment deadline?

We are firm on receiving all 25 laptops in a single-shipment. The bids are now due on September 23, 2026, but we are not expecting to receive the laptops on that date.

4. Since "Lowest Certified Bidder" is listed as an evaluation factor, can you confirm whether evaluation is strictly based on lowest total price among conforming, certified bids, or whether any additional weighting is applied to delivery speed or other value-adds?

Along with being the lowest certified bidder, bids must include all requested specifications; otherwise, the bid will be deemed unresponsive.

5. Does the agency have a preferred or required format for the MSRP screenshot submission (e.g., Dell Premier page, dated screenshot, formal vendor quote)?

There is no required format for the MSRP screenshot.

6. Is a Letter of Authorization (LOA) required with every bid submission, or only upon request following award?

The LOA should be submitted with every submission.

7. In the event of a documented manufacturer price increase after bid submission but prior to order fulfillment - due to tariffs, supply chain disruption, or other force majeure circumstances - will the Department consider or approve a corresponding cost adjustment prior to shipment? Or is the bid price binding for the full 90-day validity period regardless of manufacturer cost changes?

The Department will not approve a cost adjustment prior to shipment because the quoted price is binding for a minimum of 30 days.

8. Please confirm whether the Maryland Department of Health/Office of Enterprise Technology is tax-exempt for this purchase. If so, will a copy of the tax-exemption certificate be provided with the purchase order, or should we request it separately?

We are a tax-exempt agency. A copy of the tax-exempt certificate can be provided with the purchase order.

9. Are you able accepting equivalent brands for this such as HP?

No, we are specifically requesting Dell laptops.

10. Can vendors who are not Master Contractors be considered for award?

No, only Master Contractors who have been awarded a contract under the Desktop, Laptop, and Tablet 2015 Master Contract, 060B5400007, are eligible to submit a bid.

Please be reminded that only the information communicated by the Procurement Officer shall be considered the official position of the MDH OET.

These are the only changes and/or clarifications contemplated by this Addendum No. I. All other terms, conditions, and specifications of the PORFP will remain the same. If there are any questions, please direct them to the Procurement Officer, Chevon Mondesir at chevon.mondesir@maryland.gov.

Please acknowledge receipt of this Addendum with your submitted bid.
