ANSWERS TO QUESTIONS

Question 1) Item 3.1.1, Why is there a need for a chemical flushing units?

There is a value over non flushing. Why does this solicitation need it? Please explain the need for this requirement and how it was determined? Can this be removed from the solicitation?

Answer 1) The requirement is as follows: “Free standing chemical flushing fiberglass or polyethylene modular splash-proof urinal with holding tank, sit down toilet, smooth interior walls, sturdy exterior walls and frame screen vents, interior privacy locking device, door handles and paper-filled holders.

Units must be stable with low potential for wind blow-over” It shall be at the discretion of the vendor to provide either the “Free standing chemical flushing fiberglass unit” or the “polyethylene modular splash-proof urinal with holding tank, sit down toilet, etc.” Both submissions are considered technically acceptable.

Question 2) the monthly rental of 30 days. Does this mean the 31 days or extra day is not paid? We would not have to provide the service? The 28th Day means the 30 days rate will be deducted and not paid at the monthly 30 day rate.

Answer 2) Monthly rental shall be described as beginning on a given day, and ending on the previous day, the following month. Example being the service beginning on the 25th December, and ending on the 24th of January. This method accounts for months that have 28, 29, 30, or 31 days accordingly. If the service begins on the first day of a particular month, then it will end on the last day of said month. If the service begins on the last day of a particular month, it will end on the day before that, on the next month.

Question 3) Hand Soap and sanitizers. Would it be possible to separate these items as a separate cost? Would it be possible to make a purchase and we install them as needed or allow a purchase of a case as needed?

Answer 3) Consumables, (Hand soap, hand sanitizers, paper towels, and toilet paper) are to be included in the overall rental cost of the units.

Question 4) How many hand wash sanitizers do we have to provide? How many hand wash dispensers do we have to provide? Can this be a separate CLIN ITEM?

Answer 4) The requirement for hand sanitizers listed in section 3.1.12 was included erroneously. There is no requirement for hand wash sanitizers, only hand wash stations, which have been identified on ELIN A008 through A010

Question 5) The solicitation mentions paper towels. Would we be required to provide this; is there a fee allowed and not free of charge?

Answer 5) Section 3.1.8 is hereby amended to include the statement “Paper towels shall be provided with the hand wash stations, and replenished when the units are serviced.”

Question 6) Who is responsible for graffiti and property damage? We bid only for service and not enough no coverage for property damages by the military people. This is a hidden charge to us. We have had at other areas where the users use a knife to imbed their graffiti and a marking Pen that leaves a shadow and permanently damages the plastic walls. Damages cannot be absorb by us.

Answer 6) The government cannot anticipate damages to contractor property.

Damages shall be assessed on a case by case basis in the form of a claim to the contracting office.

Question 7) Is relocation of unit within the training areas and not extended to other areas? Example MCBH Kaneohe to Bellows or to the Ewa Beach firing range.

Answer 7) Relocation of units shall only occur on the installation where the toilet is located (i.e. units on Puuloa shall be relocated aboard Pu’uloa).

Question 8) Emergency services, Please define this. Impromptu services, during a day. No 24 hours’ notice. Please indicate number of 4,6, 8 hours to deliver and a CLIN to delivery bid for this service.

Answer 8) Section 3.1.13 is amended to include the following: Emergency servicing is defined as servicing independent of the usual contracted service schedule. This service must be completed within 24 hours of contact from either the contracting office, or government point of contact with credit card authority.

Question 9) Please indicate number of times the need for after hours, weekend/holiday servicing is needed.

Answer 9) ELIN A018 “Weekend/Holiday Servicing” is hereby added with a quantity of 200 EA.

Question 10) Please indicate the number of times and relocation for hand wash stations if needed.

Answer 10) ELIN A019 “Portable Handwash Station Relocation” is hereby added with a quantity of 20 EA.

Question 11) How many hand wash stations do we have to have in inventory? Is it 150 units or is it a number of times it will be used per year?

Answer 11) The government estimates that the annual requirement for handwashing stations as is described in the solicitation is thirty (30) stations required for five days. This is to account for the annual Bayfest/Air Show events.

Question 12) Can the cost of delivery/pick up and relocation of the handicap units be a separate CLIN item.

Answer 12) ELIN A020 “ADA Compliant Toilet Relocation” is hereby added with a quantity of 30 EA. ELIN A021 “ADA Compliant delivery/pick up” is hereby added with a quantity of 30 EA.

Question 13) Is price the only consideration ? What is determined by additional value? Better Equipment? Please indicate?

Answer 13) Award will be made to the Lowest Price Technically Acceptable (LPTA) responsive responsible offeror with acceptable past performance. It is the perspective vendor’s responsibility to provide a bid that meets the government’s stated specification at the lowest possible price.

Portable Latrine and Handwash Stations

Marine Corps Base Hawaii Kaneohe Bay

USMC

June 2012

1 QASP Overview

This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while providing port-a-johns services for Marine Corps Base Hawaii (MCBH) Kaneohe Bay. The contractor shall provide

24/7 services that include:

Initial port-a-john placement – placing the port-a-john in the requested location.

Cleaning and servicing – ensure that each unit is well maintained after each service call.

Removal or replacement – timely response to replace damaged units or remove voided orders.

Emergency servicing – provide a reasonable response time to emergency request.

The QASP provides a systematic method to evaluate the services that the contractor is providing to MCBH Kaneohe

Bay. The contractor and not the government, is responsible for management and quality control actions to meet the terms of the contract. The role of the government quality assurance program is to ensure contract standards are achieved.

2 Surveillance, Standards & Procedures

Surveillance

The Government Contracting Officers Representative (COR) will receive complaints from USMC Kaneohe Bay personnel and pass them to the contractor’s Quality Control Inspector (QCI) for correction.

Standards

Government complaints shall be in accordance with the QASP Matrix. All effort shall be made to resolve differences in interpretation of standards between the COR and QCI. The COR shall notify the Contracting Officer for appropriate action if any of the services exceed the performance threshold and cannot be resolved directly with the QCI.

Procedures

The contractor’s services will be evaluated according to the standards set forth in the QASP matrix. Evaluations may be made by any of the USMC personnel assigned to MCBH with knowledge of this contract. Deviations in the standards set forth in the QASP matrix shall be relayed to the COR. The COR will then work directly with the QCI to remedy any discrepancies, all the while ensuring the validity of the complaint/finding. If warranted, an investigation into disputed complaints shall be conducted. Any complaints found to be invalid, shall be documented by the COR and forwarded to the QCI. Likewise, valid complaints shall also be documented and forwarded to the

QCI for resolution. Continued or repeat discrepancies shall be forwarded to the contracting officer for final resolution.
