PERFORMANCE WORK STATEMENT (PWS)

1. Scope. The Marine Corps Warfighting Laboratory/Futures Directorate (MCWL/FD) located aboard Marine Corps Base Quantico, VA, requires exhibit/trade show services in support of the organizations outreach program. Key to this program is a modular exhibit as the primary means of displaying United States Marine Corps science and technology projects or experimentation and information toward enhancing external media, USMC stakeholder, industry, and other services and agencies understanding of the MCWL/FD mission.

Vendor support is required to design, produce, trouble shoot and maintain multimedia animation and graphics products for exhibit at a professionally high level and industry standard of excellence. The vendor will provide complete show services to include exhibit planning, full venue coordination to include electrical requirements, internet access, or other equipment rental requirements specific to the venue, exhibit materials/asset management to include pre-show examination and inspection of exhibit and collateral display material inventory, show check in and check out, display setup and post-show teardown to include shipping, drayage and trash removal. The vendor shall provide a warehouse for exhibit material storage during the period of the contract.

2. Tasks

2.1 The contractor will receive the initial exhibit pack out from government storage aboard MCB Quantico. The government’s storage facility is a street level warehouse without loading dock or ramp.

2.2 The contractor will produce or modify existing content information and displays to include graphic and audio-video presentation to include interactive touch screen presentation.

2.2.1. The contractor will create or modify and produce multimedia products that may include, but are not limited to:

· object-oriented coding

· graphics design

· photo editing

· video editing

· 3D modeling

· audio production

· animation

· media interface design

2.2.2. The contractor will create or modify and produce graphics products that may include, but are not limited to:

· Graphic dye sublimation fabric panels compatible for integration and as part of booth/display,

· aluminum or metal displays with direct printed graphics,

· banner stands,

· brochure or handout design and printing,

· design and production of branded marketing material,

· direct print with intelligent options for variable effects and gradients,

2.2.3. The government will provide product content and coordinate with the vendor in advance as much as possible but vendor may expect short lead times as little as one week for printed products and 24 hours for audio/visual media. The vendor will have the ability to respond to message content production or adjustments with minimal notice.

2.3. The contractor will provide storage of the governments display booth components and other exhibit materials at the contractor’s site between events and the government will be have access to its’ material with 24 hours advance notice.

2.4. The contractor will prepare and provide a Plan of Actions and Milestones (POA&M) to conduct planning and coordinate with the government to support each show/venue requirement.

2.5. The contractor will coordinate with the government for specifics of equipment/display for respective exhibits and prepare for pack out to domestic and international venues in accordance with the POA&M and coordinate adjustment to the POA&M schedule as required.

2.5.1. The contractor will coordinate with the government for the Exhibit booth space rental requirements as specified per venue. Space may be a minimum footprint up to a maximum of 45x45 in area.

2.5.2. The contractor will advise upon the integration and design of booth and construct the configuration as coordinated with the government for each exhibit/show.

2.5.3. The contractor will provide for shipping to and from exhibit venue. Current weight of equipment is approximately 10,000 pounds.

2.5.4. The contractor will coordinate and provide Internet connection at events.

2.5.5. The contractor will plan, coordinate and provide for electrical hookup and power at events.

2.5.6. The contractor will provide trash removal associated with MCWL/FD exhibits at events.

2.5.7. The contractor will provide on-site management supervision for daily show start and daily close.

2.5.8. The contractor will plan for drayage fees associated with movement of the static display floor and tabletop exhibits from the exhibit venue dock to the assigned display area and return upon show conclusion.

2.6. The contractor will plan for booth repairs costs and execute booth maintenance/repair at conclusion of events in readiness and preparation for following events.

2.7. The contractor will use banded standard pallets in configuring materials and equipment for shipment to exhibit events and return to government storage.

2.8. The contractor will return booth components and display materials to government storage at the conclusion of the contract.

2.8.1. The contractor will provide a manifest of items for each pallet to include item quantities and weights upon return to government storage.

2.9. The contractor will prepare a transition plan and coordinate/execute turnover with government personnel or other vendor within 60 days of completion of contract to include instruction for booth construction in used/established configurations and other unique component/media configurations for operating or display.

3.0 Show schedule. Notwithstanding planning and coordination necessary in advance the planned actual show dates are provided below.

4. Insurance. The contractor shall provide evidence of insurance. The policy shall cover all damages and repair costs for all of the government-provided and contractor-provided equipment participating in the events. Policy should also cover replacement value of the Futures Directorate exhibit if damaged beyond repair.

5. Contractor Quality Assurance. The contractor shall develop and execute a plan to monitor performance and ensure compliance in meeting contract requirements. The end result of this plan is the successful presentation of information as coordinated with the Futures Directorate with respect to the specific venue. The contractor’s QCP will set forth the staffing and procedures for self-inspecting the quality, timeliness, responsiveness, customer satisfaction, and other performance requirements in the PWS. The contractor will develop and implement a performance management system with processes to assess and report its performance to the designated government representative.

52.204-9 PERSONAL IDENTITY VERIFICATION OF CONTRACTOR PERSONNEL (JAN 2011)

(a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.

(b) The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:

(1) When no longer needed for contract performance.

(2) Upon completion of the Contractor employee's employment.

(3) Upon contract completion or termination.

(c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements.

(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts when the subcontractor`s employees are required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Enterprise-wide Contractor Manpower Reporting Application (ECMRA) Requirements

"The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Weapons Training Battalion via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. EVALUATION

This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. Technical tradeoff will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

The Government may reject any quote that is evaluated to be unrealistic in terms of requirements, contract terms and conditions, or an unrealistically high or low price when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risk of the program.

Technical acceptability will be evaluated on all quotes. Only those quotes determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. Then, price will be evaluated and the quotes will be listed from lowest to highest price based on the total evaluated price and technical acceptability. Award will be made to the lowest evaluated priced quote meeting the acceptability standards for the non-priced factors.

TECHNICAL EVALUATION STANDARD:

The contractor shall address the following two factors:

1. Factor 1 – Technical Capability – Offeror shall clearly demonstrate its technical ability to meet the requirements of CLIN/Line Items based on meeting the requirements of the Request for Quote, quantity, quality and timeliness of delivery.

2. Factor 2 - Past Performance -- Provide a minimum of three (3) references, preferably organizational director or equivalent, who can attest to the quality of their work in this area. Each reference will include the following information:

1. Point of contact with telephone number, email and address.

2. Contract numbers, type(s) and values.

3. Brief synopsis of work performed for each contract referenced.

3. Factor 3 – Price – The offeror shall complete CLIN pricing on Pages 1-2 of this solicitation. In addition to the completed CLIN pricing on page one (1), the offeror shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the offerors prices.

DISCUSSIONS: If during the evaluation period it is determined to be in the best interest of the Government to hold discussions, Offeror responses to clarifications/discussion notices will be considered in making the source selection decision.

AWARD DECISION: The award decisions will be made as follows:

1. Step One – Determine Technical Acceptability. The technical evaluation, Factor 1, stated above, will assess the offerors capability to satisfy the Government’s requirement. The Government will evaluate all technical capability quotes received by the required date/time. The Technical Capability factor will receive a rating of acceptable and unacceptable. If any factor is rated “unacceptable”, the entire quote is rendered technically unacceptable, and the quote will be removed from the competitive range. Only quotes deemed technically acceptable (either initially or as the result of discussions) will be considered for award. The ratings are defined in the following table.

(2) Step Two—Evaluate Past Performance

The past performance ratings are defined below:

NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.

(3) Step Three – Evaluate Price. The offeror’s Price quote will be evaluated, for award purposes, based upon the total price proposed as annotated under Factor 3 – Price.

(4) Step Four – Award Decision. Award will be made the lowest priced, technically acceptable offeror, subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the offeror’s quote to the terms and conditions of the solicitation.
