STATEMENT OF WORK
STATEMENT OF WORK (SOW)
FOR
COMMERICIAL ELECTRONIC COURSEWARE LICENSES
1. SCOPE OF WORK. The Marine Corps’ College of Distance Education and Training (CDET) requires Commercial Electronic Courseware licenses to augment and provide training and education across the Marine Corps enterprise. The courseware provider must offer a wide variety of courses (>2000 courses) focused in the training and education areas identified in section three (3).
2. BACKGROUND. CDET falls under Education Command, Training and Education Command (TECOM), Marine Corps Base (MCB), Quantico, VA and its mission is to design, develop, deliver, evaluate, manage and resource distance learning programs and products across the Marine Corps Training and Education Continuum in order to increase operational readiness. In order to minimize the cost of distance education, the Marine Corps has reviewed and determined that commercially developed courses are available that meet a number of critical training and education requirements in the related areas of Information Technology (IT), leadership, business, safety, environmental, health, and legal compliance. Currently, a number of the Marine Corps formal schools have successfully integrated commercially available electronic courses in their program of instruction and saved significant fiscal resources by not having to develop similar products. Additionally, the civilian communities of interest (COI) are integrating these courses into their training syllabus to provide continuous education and refresher training in critical areas such as: environmental studies, safety, and health. Headquarters, Marine Corps, Safety Division, has recently identified a requirement for commercially available courses that will meet the safe driving standards of the National Safety Council for all active and reserve Marines, ages 18 to 26 which will be a critical element of the Marine Corps Safety Program.
3. BASIC REQUIREMENT. The Contractor shall provide the specified licenses and courses that will be hosted and reside on the Marine Corps’ Learning Management System (LMS), hereafter referred to as MarineNet. Since there is currently no automated interface between MarineNet and the various commercial portals, CDET agrees to provide a monthly report depicting the number of licenses used. CDET has established a goal to work with the courseware provider to develop an automated interface which will allow the courseware to be hosted by provider but launched from and tracked on MarineNet. To ensure compatibility with the MarineNet LMS, all the electronic courses must be accessible via various commercial web browsers in a centrally hosted environment. The courseware must be SCORM 1.2, 2004 version 3, or AICC conformant and able to be played via a standard web browser player or a unique player provided to the contractor. Currently, the Marine Corps enterprise browser is IE 11. The Marine Corps does not desire a client based courseware solution or for companies to develop courseware but, the Marine Corps desires companies with large courseware libraries that are capable of being hosted in the Marine Corps environment.
3.1 The Electronic Courses.
The Electronic Courses shall integrate the use of technology and use adult learning methodologies with cognitive learning theories to enhance the learner’s interest, learning, and reinforce retention. To assure comprehension, audio narration, relevant visual aids, reference information, and opportunities for the learner to interact with the content should be included. The courseware should provide “Test Preps” that allow learners to test their knowledge in a simulated certification-testing environment for many of the most popular certification exams from Microsoft, Cisco, Oracle, CompTIA and PMI. The courseware should allow learners to assess their knowledge and provide feedback after each question.
3.2 The Desktop Courses.
Desktop Course hall provide essential computer skills training for all computer desktop users. Courses should include training on the Microsoft suite of Office products, Adobe applications, Internet and e-mail basics, computing fundamentals, and business and reporting tools.
3.3 The Business Courses.
Business Courses shall include industry courses and simulations that meet LEAN Six Sigma certifications, enhance professional development skills, and focus on behavioral skills that are critical to performance across a myriad of job responsibilities. They should also include a focus on the skills and knowledge that are critical to the various areas of functional responsibility in today’s knowledge organizations.
3.4 The Legal Courses.
Legal Courses shall address organizations’ compliance training needs in the areas of Human Resources, Harassment and Health Insurance Portability and Accountability Act of 1996 (HIPAA). These courses should include but not be limited to the No Fear Act, Sexual Harassment and Prevention for Federal Employees, Privacy Awareness, and Pre- Retirement Planning.
4. All Environmental, Safety, and Health (ES&H) Courseware shall address a wide range of ES&H requirements including OSHA, EPA, DOT, NFPA, and IATA laws and regulations.
5. The Driving Skills.
The Driving Skills courseware shall provide courses in traffic safety designed to establish and reinforce positive road behaviors toward driving. In addition, they should be designed to comply with regulatory requirements such as addressing issues before and while driving, using essential safe driving techniques to avoid collisions, minimizing distractions and maintain alertness, driving safely in various weather conditions, and responding to specific driving emergency situations.
6. The Contractor must be an acknowledged leader in certification preparation for professionals providing the most comprehensive choice of training available for those seeking industry-standard accreditation. For this SOW, the courseware provider must clearly identify the following:
-The licensing model that will be used, i.e. 1 license per course launch, 1 license per user with unlimited course launches.
-Maintenance. Shall be provided by the courseware provider as part of the license agreement to ensure that the government is provided the latest courseware updates, all security patches relative to the courseware are completed, and that telephonic and/or onsite support is provided to the government during the initial hosting process.
-After initial hosting has been accomplished, maintenance support will be provided telephonically or via email.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
Factor 1, Technical Capability, Factor 2, Past Performance, and Factor 3, Price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR
