QUESTION AND ANSWERS

Response to Questions for solicitation M00264-15-R-1028

1. Q. Paragraph 1.6.5 of the PWS states that Place of Performance will be primarily at CAOCL Headquarters, MCB Quantico. Would it be acceptable to perform the services specified in PWS Paragraph 5.5 at our large teammate’s location in Stafford, VA?

A. No, the Place of Performance will be CAOCL HQs.

2. Q. The pre-solicitation notice M00264-15-R-1033 described a companion multiple award IDIQ contract covering training services. Is it still the government’s intention to release this as a separate solicitation? If yes, what is the estimated release timeframe?

A. This question is unrelated to this requirement. There is not a companion award and the reference to the

IDIQ was to explain that they are different requirements.

3. Q. Will the government provide staffing levels for the current contract?

A. No, this is a performance based requirement meaning the proposal should provide a detailed approach describing how the contractor will provide the services specified in the Performance Work Statement.

4. Q. The pre-solicitation notice M000264-15-R-1007 dated 7 Jan 2015 (and modified 9 Apr 2015) described a requirement to provide LNO support at each of the three MEFs and 29 Palms, CA and is not described in the recently released PWS. Is LNO support still required?

A. No.

5. Q. Would the government consider an extension allowing 30 days vice the current 15 days as this effort requiring staffing of DCAA functions for price and subcontractor management which with the requirement to deliver hard copies will make this a very hard proposal to propose the best value and effort to the government?

A. Yes, the solicitation has been extended to June 24 th

, 2015 via Amendment 2.

6. Q. Can the government define the requirement of "Key Person” (normal taxonomy) vice Key Capability

(used in the proposal)? It would appear by stick interpretation that all individuals will be Key.

A. All personnel are considered key. Personnel are considered “key” because they are the only people capable of providing support to service-mandated requirements, as articulated in the “key capability” portions of the

PWS.

7. Q. Does the table of content count in the page count?

A. Yes.

8. Q. Does the compliance matrix count in the page count?

9. Q. Is there an incumbent for all parts of this work? Are all parts of this work currently under one contract? Can you provide a list of current vendors, contracts, and contract values for the existing support?

A. Yes. Services are currently on contract to one vendor, Pro Solutions1.

10. Q. Under section 5.2 of the pws you provide estimated numbers of courses, course length, and median course data. Under 5.5 you do not provide the estimated workload data?

A. It is the same as reflected in section 5.2.

11. Q. Can you provide a number of courses requiring development annually and the length of those courses?

A. The number of course can range from 25 courses to 35 per year, 70-80 pages per course, development and maintenance.

12. Q. Can you provide an estimated number of translational requirements per year and a number of hours per requirement?

A. Assuming this applies to translational research requirements and not language translation requirements, the requirement listed in the solicitation should be able to support one (1) social science human subjects research project in accordance with the HRPP guidelines listed in the referenced section at all times during the period of performance. Research projects conducted by social scientists of the types listed in the solicitation tend to conduct fieldwork-based projects that last 3-12 months.

13. Q. Does the government intend to provide additional pricing input or table format that you wish for proposers to use? Is it the government’s intent to only evaluate the FFP values without backup for those numbers and if so how will the government determine the bidders understanding of the costs associated with each requirement?

A. As required in section 7.3.3 of Attachment 1, Instructions to Offerors, price submissions should be sufficiently detailed to demonstrate their reasonableness and be adequate enough to support and sustain an uncertified cost and price analysis. This is a performance based acquisition so the offeror is required to propose their method of fulfilling the Government’s needs as described in the PWS through both their technical and price proposals. Additional clarifications have been provided in Section 7 of the instructions to offerors.

14. A. Will the government consider using page numbering to assist with referencing the requirements in the solicitation?

A. Yes. Amendment 2 includes the page numbers.

15. Q. This requirement is cited as a new combined synopsis/solicitation in FBO although it appears to be the same as the previously synopsized as M00264-15-R-1007 from January, 2015 – are these the same requirements?

A. FBO does not allow us to post a solicitation on its own so it had to be posted under this category. They are the same requirement.

16. Q. The timeframe for the response, understanding this is a commercial requirement, is unreasonable for the amount of material content the government is requesting. The number of physical volumes, page count, and required delivery to the RCO, Quantico, is in sufficient for a small business concern and unfairly favors the incumbent position. Will the government consider providing a full 30-days to craft a response?

A. Yes, the solicitation has been extended to June 24

, 2015 via Amendment 2.

17. Q. The travel CLINs (x005, x006) provide for a fixed number of trips, however the description states ‘are not limited to’ which implies that other trips may be required. How should Offerors price this uncertainty and will the government modify this CLIN after award should additional trips, other than those fix priced, be necessary?

A. Section 1.7.3 has been updated for all travel requirements.

18. Q. The delivery information for CLINs 4005 – 5006 is omitted. Should Offerors assume it is the same as for the preceding CLINs?

A. CLINS 4005 and 4006 are travel CLINS. The delivery information for CLINs 5001-5004 is unknown because this pricing is for a 6 month option that can be exercised at the end of any period of performance.

19.Q. The compliance requirements stated for EEO, ECMRA, Insurance, Employees, Environmental, Security and

Safety do not state a standard for demonstrating Offeror compliance. Does the government want a statement of compliance in the proposal response, of some other demonstration?

20. Q. Para 1.6.1 QC states the contractor quality control plan is to be delivered with the proposal as an evaluation factor. This conflicts with the stated factors in Section 7. Does the government intend to evaluate the QCP as a separate element? In which volume should Offerors include their QCP?

A. Sections 6 and 7 of the instructions to offerors have been updated to answer this question.

21. Q. Para 1.6.5 Place of Performance implies that all work will take place ‘primarily’ at the CAOCL facility cited in the Delivery Information section. Will all performance take place at the government location, or other government locations (i.e., not at the Contractor facilities)?

A. The primary location is MCB Quantico, CAOCL HQ facility.

22. Q. Para 1.6.7 Security Requirements references a DD254, however this is not included in the solicitation. Will this provided upon award to facilitate the handling of staff clearances?

23. Q. Para 1.6.9 Special Qualifications provides an overly restrictive set of ‘minimum qualifications’ for each staff member and requires that qualifications be ‘validated and summarized’ in the proposal. Is it the government’s intent to have Offerors demonstrate that 100% of each of the itemized requirements in subparagraphs 1.6.9.1 – 1.6.9.5 be addressed in the response?

A. No, we will be evaluating the capabilities of the staff summary presented in each proposal and determining if they are comparable to the qualifications requested in the Performance Work Statement. Proof of validation is not required, however we expect the offerors to provide due diligence in hiring their staff.

24. Q. Para 1.6.9.3 Translational Research Capabilities requires at (d) the staff member be “eligible to work on human subject’s research under the Marine Corps’ Institutional Assurance.” How does the government want

Offerors to demonstrate compliance with this requirement or than providing a statement of intent? If there is an existing standard that has not been provided with the solicitation, this appears to unfavorably benefit incumbent staff.

A. Eligibility to work under the USMC Assurance is addressed in the HRPP reference listed in the original document. In brief, the employee and company must be willing to sign a form (described in the reference document) and provide the employee with time to complete required online CITI training (approx. 1 hour) if the employee does not already have a certificate.

25. Q. Para 1.6.9.4 ISD Capabilities requires at (d) “demonstrated track record…..in a distance learning environment to be validated by the contractor and summarized in the proposal.” Per the requirements at (a), i.e., 4-7 yrs.

experience, what constitutes a ‘demonstrated track record’ and what specifically does the government require for

‘validation’ on the part of the Offerors?

A. The contractor is responsible for providing qualified professionals to provide the services we are requesting. This is a performance based requirement so the offeror will be providing a description of how they will meet or exceed the qualifications we are requesting. The staff qualifications provide a benchmark for a piece of this service. Interpretation of “demonstrated track record” is left to the offeror. Validation should be provided in the staff summary.

26. Q. Para 1.6.9.4.1 Courseware Programming Capabilities cites experience at (a) ranging from 3-7 yrs., with a stated preference for USMC courseware development. This is a biased statement that provides an unfair advantage to the incumbent given their current contract performance. We request that this be expunged, or that the government state unequivocal substitution criteria.

A. Experience must be comparable to requirements in the Performance Work Statement or an equivalent in capability to the stated requirements.

27. Q. Para 1.6.9.5 DOTMLPF Capabilities cites experience at (c) as “in-depth familiarity with service level and/or

OSD level strategy, policy, or resource allocation…..” without stating what the standard is for characterizing ‘in-depth’ for evaluation purposes. This is an overly restrictive requirement that illustrates only marginal consequence to the requirement of PWS 5.4. We request that this be expunged, or that the government state unequivocal substitution criteria.

A. Experience must be comparable to requirements in the Performance Work Statement or equivalent in capability to the stated requirements.

28. Q. General Comment on the ‘Minimum Qualifications’. Much of the criteria is stated as preference, or is otherwise ambiguous as a minimum qualification. We would ask that the government restate the minimum qualifications using standards of acceptance rather than generalized statements of inclination.

A. The contractor is responsible for providing qualified professionals to provide the services we are requesting. This is a performance based requirement so the offeror will be providing a description of how they will meet or exceed the qualifications we are requesting. The staff qualifications provide a benchmark for a piece of this service.

29. Q. Para 1.7.2 and the ‘Identification of Contractor Employees’ at the “Working on Govt Installations” section state essentially the same requirements. Will the government consider combining these to allow for a consolidated response?

30. Q. Para 1.7.3 Contractor Travel discusses travel aboard naval vessels and the necessity to ship training aids.

The current CLIN structure does not support either of these requirements. How should Offerors price the requirements for shipping training aids and what types of training aids will be shipped, using what methods (i.e., conventional ground, overnight, express air, etc.)? There is potential for sizable adverse impacts cost impacts without clarification.

A. The government will pay for all shipment of training material. The reference to traveling aboard Naval

Vessels has been removed.

30. Q. Para 1.7.3 Contractor Travel states travel CLINs will be broken out to the lowest level of detail but the government doesn’t state what constitutes the level of detail desired. In order for Offerors to adequately fix price and respond, the government must stipulate the number of travelers and other details that permit developing the desired cost details. Will the government consider providing such details to reduce the risk of FFP travel pricing?

31. Q. Para 1.7.6 Phase In/Out period states that a 30-day phase in plan is due with the proposal submission. This conflicts with the guidance at 8.5 Transition Plan, which cites a 10-day phase in. In which volume should Offerors in include their phase-in/transition plans and what duration of time should be used?

A. The phase in period will be 10 days. The RFP has been revised to reflect the correct number of days.

32. Q. Para 3.2 Facilities states the government will provide the necessary workspace. Will all work and FTE staff operate at the Quantico facility, or are there requirements for staff at other locations (i.e., I, II MEF) throughout the

Marine Corps?

A. The work location is CAOCL HQs in Quantico, VA.

33. Q. Para 3.4 Utilities states the contractor must turn off water faucets, or valves after using the required amount.

Should this requirement be an element of Offerors QCP submission?

34. Q. Para 3.5 Equipment states the government will provide shipping crates and two radios for field training at 29

Palms. Is the Contractor required to maintain the radios at the Quantico facility, or at 29 Palms, CA?

A. No, the radios will be provided and maintained by the supporting unit.

35. Q. Para 4.3 Equipment states the contactor shall provide laptops and color printer(s). Will the equipment be interspersed with government equipment at the Quantico site? Are there other sites that will also require IT peripherals? Does the government possess adequate facilities space to accommodate the contractor cadre of staff and equipment?

A. Yes, the contractor’s equipment will be interspersed with the government equipment. No, thIT perpherials will only be required at the Quantico Marine Base. The contractors will utilize free Wi-Fi as a means of connection and will not use government LAN lines. The contractor however, is required to provide a router to connect to this Wi-Fi as specified in Appendix A. Yes, there is adequate space for contractor staff and equipment.

36. Q. Para 5.2.2 How many LREC staff are required to meet the content delivery requirements of the RCLF education program? The reference to 5.3.11 appears incorrect; is the correct reference 5.2.11?

A. This is a performance based requirement, so, the number of LREC staff needed is based on the contractor’s ability to meet government requirements. 5.2.11 is the correct reference. There is no reference 5.3.11 in this solicitation package.

37. Q. Para 5.2.6 Per the guidance in the PWS, should Offerors assume that 75 classes times 2-hrs. duration

(excluding planning, rehearsal, and after action) is the planning baseline?

A. Section 5.2.6 has been revised.

38. Q. Para 5.2.6.2 Can the government provide a breakout of the types of classes (i.e., regional) that have been taught over the past two years? Without providing some insight, the lack of specificity unfairly advantages the incumbent.

A. Based on revisions of the performance work statement, travel and in class training is no longer required.

The preponderance of the training materials is developed and requires periodic updating or refinement.

39. Q. Para 5.2.7 Per the guidance in the PWS, the requirement states that 160-hrs. of ‘Employ Tactical Phrases’ instruction shall be provided over 12 classes of various languages. This equates to ~13-hrs. per session (excluding planning, rehearsal, and after action). Is this the planning baseline that Offerors should use in sizing staff requirements?

40. Q. Para 5.2.7.3 Can the government provide a breakout of the types of language classes (i.e., regional) that have been taught over the past two years? Without providing some insight, the lack of specificity unfairly advantages the incumbent.

A. The performance work statement has been revised and sections 1.7.3 and 5.2.6.2 provide more detail.

41. Q. Para 5.2.8. Per the guidance in the PWS, the SME requirement is for 16hrs. times 15 events annually. Can the government provide a breakout of the types of LREC courses taught by region for the past two years? Without providing some insight, the lack of specificity unfairly advantages the incumbent.

A. Section 5.2.8 refers to adjunct role players and subject matter experts that support exercises at Marine Corps

University and other Marine units.

42. Q. Para 5.2.11.1 states that all course material shall align with existing CAOCL courseware. Can the government provide information as to which courses have been taught for the past two years to provide Offerors with insight into the referenced ‘existing’ CAOCL courseware?

A. Courses are a combination of globally relevant region, country, and language curricula to support Marine requirements. As described in section 5.2.11, “The RCLF program is broken into five regions that address

17 micro-regions within the following areas: Middle East/CENTCOM (Central Asia, North Africa, Levant, Arabian Peninsula/Gulf, West South Asia), Eurasia/EUCOM (Transcaucasus, Balkans, Levant), Asia-

Pacific/PACOM (South Asia, Northeast Asia, Southeast Asia, Central Asia), Latin America/SOCOM

(Mexico/Central America/Caribbean and South America), and Africa/AFRICOM (North Africa, Southern

Africa, East Africa, West Africa, Sahel, Central Africa).” The preponderance of the training materials is developed and requires periodic updating or refinement. The online educational materials are still under construction and will ultimately require a similar level of periodic refresh.

43. Q. Para 5.3.1 states that scientific research is required across a variety of areas and lists the types of products associated with that research. However, the entire section provides no indication of specific areas of research, or any historical basis that would allow Offerors to ascertain the types of researchers required. Absent any clarification of the types of research areas, this section unfairly advantages the incumbent. Will the government provide more quantitative information that will permit Offerors to better align their research capabilities with government priorities?

A. The solicitation provides a benchmark for disciplinary backgrounds and other qualifications desired from the customer. It is the offeror’s responsibility to provide staff comparable to these qualifications. As a guide, a selection of past work is posted on the public CAOCL website, https://www.mcu.usmc.mil/caocl and is available to all potential Offerors. Also, explainations of the translational research approach in social science are freely available online at many different sites.

44. Q. Para 5.3.1 requirements are not stated sufficiently that Offerors can provide staff competencies with the necessary minimum qualifications stated in 1.6.9.3, thereby unfairly providing the incumbent both technical and price advantage.

A. This is a performance based requirement and each offeror will have a unique approach to providing the requested services. The desired qualifications of the staff involved are detailed to an appropriate level for this kind of requirement. It is the offeror’s responsibility to provide a response that will provide confidence to the source selection team that they can meet or exceed the minimum requirements listed in the solicitation.

45. Q. Para 5.4 states requirements for institutionalization and DOTMLPF capability without adequately quantifying expected products and deliverables in this area. This is further complicated by the significance of the

‘minimum qualifications’ stated in 1.6.9.5, which appear to overstate the experience and background required to prepare Training and Readiness Manuals and participate in working groups. Will the government provide some perspective on the types of products required that warrant the stated qualifications, along with some historical basis of demand? As written, this section unfairly advantages the incumbent.

A. The solicitation provides a benchmark for disciplinary backgrounds and other qualifications desired from the customer. This is a performance based requirement and each offeror will have a unique approach to providing the requested services. CAOCL requires service-level participation and representation at multiple doctrine, policy, prepotency, and training and education venues weekly. Reference Section 5.4.1 of the

PWS for expected deliverables.

46. Q. Para 5.5 ISD and Courseware Programming have no standards of performance stated in the QASP at

Technical Exhibit 1. This section fails to establish specific product requirements, or provide historical basis for the types of LREC products delivered previously, therefore it is virtually impossible to size for staffing. Will the government provide some perspective that permits a fair understanding of the types of products produced and hosted?

A. Types of products required consist of computer based training modules that meet the technical requirements for

MarineNet. Visit the College of Distant Education and Training’s (C-DET) website; www.mcu.usmc.mil/cdet for

MarineNet standards.

47. Q. Para 5.5.1 – 5.5.3 simply restates the skills and experience already cited at 1.6.9.4 and only offer a generic set of activities with no specific products delineated. Will the government provide a historical basis of products, courseware used, and other IMI outputs that will permit Offerors to adequately align staff skills, given the

‘minimum qualifications’ stated?

A. Types of products required consist of computer based training modules that meet the technical requirements for MarineNet. Refer to section 5.2.2 for a description of the regions and the corresponding languages.

48. Q. Para 5.5.5 – 5.5.9 provide a discussion of the management requirements for courseware production but no actual product, or deliverables, or really any tangible information about the types and quantity of output materials.

https://www.mcu.usmc.mil/caocl http://www.mcu.usmc.mil/cdet

There is no insight into specific CAOCL products that would allow Offerors to align LREC and ISD staff to provide a cost effective solution, therefore this is virtually impossible to fix price without undue risk. Will the government provide insight into historical products, courseware and applications?

A. Types of products required consist of computer based training modules that meet the technical requirements for

MarineNet. Refer to section 5.2.2 for a description of the regions and the corresponding languages these computer based training modules reference.

49. Q. Para 6 Special Contract Requirements states that all PWS capabilities (assume this mean staff) are considered key. However, at 6.4 the government states a requirement to fill key personnel positions within 10-days. Given the overstated ‘minimum qualifications’ the government has prescribed in the solicitation, it will be virtually impossible to meet this requirement with qualified candidates (more likely to take 30-days). Will the government consider revising the ‘minimum qualifications’ requirements to be less restrictive and permit a more effective approach to staffing vacancies?

A. This is a performance based requirement and each offeror will have a unique approach to providing the requested services. The solicitation provides a benchmark for disciplinary backgrounds and other qualifications desired from the customer.

50. Q. Para 7 Applicable Directives. Will the government make available these ‘mandatory compliance’ documents

(a) through (o) and identify which sections of the PWS are bound by which documents?

A. Yes, applicable directives will be made available at the kick-off meeting.

51. Q. PRS Technical Exhibit 1 omits many of the PWS sections for compliance, or otherwise states standards that have to actual quality basis (i.e., ‘shall pass rigorous government review). Will the government provide a more concisely aligned PRS that includes all sections of the PWS and omit the redundant requirements?

A. The standards in the PRS have been reviewed and approved so they will not be revised. However, the PWS references have been revised in Amendment 2 of the solicitation.

52. Q. Appendix A, Hardware and Software identifies core loads for contractor personnel but provides no sizing basis, or other parameters that allow for determining the quantity of licenses required. Again, this provides an unfair advantage to the incumbent and exacerbating the cost risk to Offerors. Will the government provide specific or minimum quantities that will be required?

A. The sizing basis will be dependent on each individual proposal and their determination of the staff required providing the services.

53. Q. 52.217-8 Option to Extend Services. The guidance for this clause conflicts with the CLIN structure and is inconsistent with the terms. Offerors should not propose a price for these 6-mos. extension periods, the government should calculate the one-half of the price per CLIN for the final option period and that to ascertain the price for the extension period. Will the government correct the guidance for completing the extension CLINs at 7.3.4?

A. No, the pricing provided for the 6-month option CLINS (5001-5004) could potentially be used at the end of any period of performance. We are required by our policy group to evaluate this pricing individually at the time of award.

54. Q.Para 5.2 Proposals cites conflicting guidance on the number of volumes required for submission. Also, which volume should contain the phase-in plan? Will the government clarify the number of volumes and the instructions for the content of each volume?

55. Q. Para 5.2 Proposals states a delivery date and hard copy requirements that is unreasonable given the volume of information requested and prescribed delivery method. Will the government extend the response period to all

Offerors a fair opportunity to respond?

A. Amendment 2 extended the close date of the solicitation to June 24

, 2015.

56. Q. Para 7 Evaluation Factors are provided at 7.1.1 through 8, although these appear to be more of the nature of

Instructions given the inclusion of the Evaluation Criteria at pg. 87 and the description therein. Can the government clarify which of these sections is the actual evaluation criteria?

A. The referenced section is within the Instructions to Offerors and explains the method in which the offeror should provide the information to be evaluated. The Evaluation Criteria explains how the information provided will be evaluated by the source selection team.

57. Q. Para 7.1.1 Technical, does not provide a basis for submission that appears to correspond to any standard at

2.3.1. Moreover, there is conflicting guidance that resumes are not required while including a highly prescriptive set of ‘minimum qualifications’. How should Offerors provide back staff compliance in a format that complies with the stated evalution criteria?

A. Section 7.1.2 of Attachment 1, Instructions to Offerors, states the following, “The discussion must provide the verification of staff experience and education as well as include a short summary of the staff profiles as related to each special qualification listed in the section.” The summary will provide us a basis of comparison with the desired qualifications listed.

58. Q. Para 7.1.2 Performance Execution and Management requires Offerors to demonstrate their courseware development capabilities and provide a detailed summary of staff capabilities as prescribed at 1.6.9. This guidance appears to conflict with the evaluation criteria at 2.3.2 and includes requirements that are incongruent with the 7.1.2 guidance. What is the actual standard the government will use to evaluate this requirement given the response requirements do not match the evaluation criteria?

A. Section 2.3.2 of Attachment 1, Instructions to Offerors, explains the following, “The Offeror shall provide a summary of staff capabilities as compared to the capability requirements listed in 1.6.9 of the Performance

Work Statement (PWS). The discussion must provide the verification of staff experience and education as well as include a short summary of the staff profiles as related to each special qualification listed in the section.

B. Section 7.1.2 of Attachment 2, Evaluation Criteria, provides an explanation for the evaluation of this requirement, “The Government will evaluate the capabilities summary provided and verified by the contractor and compare it to the capabilities requirements listed the Performance Work Statement (PWS) to ensure competency.”

59. Q. Para 7.3.1 Price. Per the PWS and Delivery Information, all FTE requirements are for work at Quantico with limited travel as prescribed in the CLIN descriptions. Will the government consider revising the FFP travel CLINs to ‘cost reimbursable’ to accommodate the uncertainty that appears to exist with regard to contractor travel?

A. We cannot use cost reimbursable CLINs on a commerical FFP contract.

60. Q. CLIN x006 is for OCONUS travel, but the description states “CONUS” locations. Please confirm this is a typo.

A. CLINs x006 are OCONUS this area has been revised.

61. Q. The description for each of these option year CLINs includes the wrong performance period. Can we assume these are typos? If not, please clarify.

A. The performance period is correct.

62. Q. For the base and four 12-month options, the CLIN description indicates that CONUS travel is to support

CLIN x001-x002. In the 6-month option period, the description indicates support for CLIN 4001-4004 and CLIN

5001-5004. Please clarify.

A. The 6 month CLIN for labor is 5001-5004 and 5005 is for CONUS travel and 5006 is OCONUS travel.

The travel CLINS only support CLINs 5001 and 5002.

63. Q. For the base and four 12-month options, the CLIN description indicates that CONUS travel is to support

CLIN x001-x002. In the 6-month option period, the description indicates support for CLIN 5001-5004. Please clarify.

A. The 6 month CLIN for labor is 5001-5004 and 5005 is for CONUS travel and 5006 is OCONUS travel.

The travel CLINS only support 5001 and 5002.

64. Q. The quantity of visits is “1”, however three locations are indicated in the description. Please indicate which location should be priced.

65. Q. Please consider extending the due date to at least 2 weeks after the Q&A have been posted or at least 2 weeks past the current due date, whichever is later.

A. Amendment 2 extended the close date of the solicitation to June 24

, 2015.

66. The RFP states “The QCP is to be delivered with the Contractor’s proposal and treated as an evaluation factor”.

Please confirm that the QCP is a stand-alone document and will not be counted towards page count. Please confirm that the QCP will be provided in the Technical Volume as an attachment. If it is to be included in page count, please allow 75 additional pages for the QCP.

A. Section 6 and 7 of the instructions to offerors have been updated to answer this question.

67. Q. Item d references the regions outlined in section 5.3.2 and 5.3.11. However regions are not specified in these sections. Is the item d reference to sections 5.2.2 and 5.2.11?

A. This should reference section 1.7.3. This has been revised.

68. Q. Item states: “A language capability of 3/3/3 as measured by the Department of Defense, Defense Language

Proficiency Test (DoD DLPT) or equivalent to the Interagency Language Roundtable (ILR) for each of the five (5) regions identified in section 5.3.2. The contractor will be responsible for testing and evaluating proficiency” Is the requirement for each of the LREC SMEs to have a language capability of 3/3/3 for each (meaning ALL) of the required languages or intended to mean that the LREC SME shall have a language capability of equivalent to ILR

3/3/3 in English and ONE target language within their region of expertise?

A. Section 5.3.2 should read 5.2.2. The 3/3/3 language requirement can be waived by the Director of CAOCL on a case by case basis but only within their target language. LREC SMEs are not intended to be experts on all possible languages in the region, though it will be acceptable for a SME to provide more than one language capability if their expertise permits. A target language is defined as the SME’s native language (e.g. a Latin America SME’s target language would likely be Spanish or Brazilian Portuguese.).

69. Q. Cites the following: Eligible to work on human subject’s research under the Marine Corps’ Institutional

Assurance. What are the eligibility requirements?

70. Q. How many FTEs does the government estimate will be required to accomplish each of the CLINs?

A. This is a performance based contract; the number of FTEs is based on the contractor’s ability to provide the services.

71. Q. Does the 30 day phase-in period begin upon contract award, or upon notice to proceed?

A. Upon notice to proceed.

72. Q. Subsection number runs from 5.2.2 to 5.23.3 to…
