The required response date/time has changed from 29-May-2015 11:00 AM to 10-Jun-2015 11:00 AM.
The following have been modified:
INSTRUCTIONS TO OFFERORS
ATTACHMENT 1:
ADDENDUM TO CLAUSE 52.212-1 INSTRUCTIONS TO OFFERORS- COMMERCIAL
1. Multiple Offers
The Regional Contracting Office, National Capital Region does not encourage Offerors to submit multiple offers presenting alternative terms and conditions for satisfying the requirements of this solicitation.
2. Overview
The Government intends to make a single award, containing Firm Fixed Price (FFP) CLINs for an eight (8) month base period and four (4) one (1) year option periods as a result of the solicitation. Each Offeror shall submit a proposal that clearly and concisely describes its response to the requirements of the solicitation. Use of general or vague statements such as “standard procedures will be used” will not satisfy this requirement. Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement.
3. Guidance
The proposals must be prepared in accordance with these instructions. Failure to do so will result in the Offeror’s submission being determined to be unacceptable and ineligible for award.
Each Offeror’s submission will be screened by the Contracting Officer upon receipt to ensure completeness and compliance with the instructions contained in the Request for Proposals (RFP). Elimination of an Offeror is at the sole discretion of the Contracting Officer.
The purpose of this procurement is to provide operational, technical, logistical, and programmatic support of
CAOCL mission requirements. The main mission of the program is to ensure Marines deploy with an operational understanding of the local military and partner cultures and regional dynamics relevant to the mission with select
Marines being language-enabled, in order to facilitate mission success.
4. Confidential Information
The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and proposals submitted to federal agencies. If an
Offeror’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (5USC 552(b)(4)), the
Offeror should mark its submissions in the following manner:
The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s)_______.”
Each individual item considered privileged or confidential under FOIA should be marked with the following notice:
“The data or information is considered confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.”

7 Evaluation Factors
7.1. Volume II- Technical
7.1.1 Factor 1 – Technical Capability:
The Offeror shall provide demonstrated knowledge and understanding of the operational, technical, logical, and programmatic requirements outlined in the Performance Work Statement (PWS); ensuring their discussion articulates their capability so as to provide continuous quality culture and language support to the Center for Advanced
Operational Culture Learning (CAOCL). The discussion must provide the evaluation panel with sufficient confidence that the Offeror has the capacity to support the identified CAOCL mission areas, understands the priorities and emerging issues within those areas, and can execute a comprehensive approach that ensures quality performance and use of staff resources to meet objectives without any interruption in service support. Resumes are not required.
7.1.2. Factor 2 – Performance Execution and Management:
The Offeror shall provide a demonstrated management approach suitable to respond to the types of requirements delineated in the Performance Work Statement (PWS), consistent with their operational, technical, logical, and programmatic approach. The discussion must provide a comprehensive approach to quality control, and managing the task order for culture and language support services which includes Marine-Net courseware development, assurance of consistent quality performance, capacity for handling matters of staffing, resource balancing; and ensuring complementary roles between the contractor’s managers and government staff. The Offeror must demonstrate an understanding of MarineNet online course requirements in order to support development of asynchronous interactive multimedia instruction (IMI) via the Marine-Net Learning Management System. Courses shall be engaging, self-paced and employ knowledge transfer and assessment techniques of Marine Corps personnel. The discussion must provide the evaluation panel with sufficient confidence that the Offeror understands the critical support areas, emerging issues, and risks associated with the support goals set forth in the PWS, and has the management techniques, controls, subcontractor management processes, and quality provisions necessary to execute their approach. The Offeror shall provide a summary of staff capabilities as compared to the capability requirements listed in 1.6.9 of the Perfomance
Work Statement (PWS). The discussion must provide the verification of staff experience and education as well as include a short summary of the staff profiles as related to each special qualification listed in the section.
7.2. Volume III – Past Performance
7.2.1. Factor 3 – Past Performance:
Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in Attachment 07- Past and Present Performance Information. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance.
Along with the information required in this paragraph, the offeror shall submit a consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of past performance information to the offeror so the offeror can respond to such information. The consent letter does not count against the 30 page volume requirement and should be submitted as an attachment (not to exceed 1 page for each subcontractor) to the proposal. Client authorization letters cannot exceed more than one page. See Attachments 08 for a sample Teaming
Partner Consent Letter and Attachment 09 for a sample Past Performance Client Authorization Letter.
7.2.2. Relevant Contracts
The Offeror shall demonstrate sufficient, satisfactory performance history employing operational, technical, and programmatic capabilities similar to those required by CAOCL in the execution of the PWS. All offerors shall submit information using the format contained in Attachment 7, Past and Present Performance Information. Past and Present Performance Information for the offeror/prime/subcontractors on a minimum of (3) recent (active within the past 3 years from the date of this solicitation) contracts that you consider most relevant in demonstrating your ability to perform the proposed effort. The total of Past and Present Performance Information references will not exceed six (6) references. Total page count for this Past Performance volume is annotated above in Table 1. Include rationale supporting your assertion of relevance. The Government uses degrees of relevancy when assessing recent, relevant contracts in accordance with DoD Source Selection Procedures, paragraph 3.1.3.1, Table 4, exerted in attachment 2, Evaluation Factors for Award, Past Performance Relevancy Ratings and Definitions. The past performance evaluation team will consider the performance quality of relevant recent efforts for the second aspect of the past performance evaluation using attachment 2, Evaluation Factors for Award, Past Performance Quality
Assessment ratings and definitions. Finally, the past performance evaluation team will review this past performance information and determine the quality as it applies to performance confidence assessment. Performance Confidence
Assessment ratings are identified in attachment 2, Evaluation Factors for Award.
7.2.3. Specific Content
Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence rating, since the problems encountered may have been on a more complex requirement, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified.
Categorize the relevant information into the specific technical/management factors used to evaluate the proposal.
7.2.4. Organizational Structure Change History
Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this procurement.
To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. A pamphlet or other commercial document describing such reorganizations may suffice. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/confidence assessment. The road map does not count against the 30 page volume requirement and should be submitted as an attachment (not to exceed 1 page) to the proposal. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offerors, your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
7.3. Volume IV- Cost/Price
7.3.1. Factor 4 – Price
The Offeror shall complete Contract Line Items Numbers (CLIN’s) for FFP CAOCL Services with a detailed breakdown of the costs associated with this requirement to include: labor categories, fully burdened labor rates, number of hours for each labor category, total hours for each CLIN, and the total price for each CLIN. The
Contractor shall be required to travel to CONUS and OCONUS in support of this contract to attend meetings and conferences and to provide training. CONUS and OCONUS locations include but are not limited to each of the three
(3) Marine Expeditionary Forces (MEF) I MEF Camp Pendleton, CA, II MEF Camp Lejeune, NC, III MEF
Okinawa, Japan, and 29 Palms, CA. Travel will be broken out into two FFP CLINS, CONUS and OCONUS. The
OCONUS and CONUS travel CLINS will be priced as trips. There is an estimated 3 trips per year CONUS and 1 trip per year OCONUS. Based on the locations defined above, the contractor will price out these CLINS using Joint
Travel Regulations (JTR) and provide a FFP based on those calcuations. All price calulations for the travel CLINS will be broken out to the lowest level with descriptions of how the cost detail was developed and what source was used to develop it.
7.3.2., Price Proposal corresponding to CLIN structure and supporting materials.
Pricing information shall not appear anywhere in the Technical Volume. The fully developed technical solution and corresponding grand total price for each function area established in the CLIN structure of Schedule of Supplies
/Services of the SF 1449 in the solicitation should be clearly annotated in the proposal.
7.3.3. Price Reasonableness and Completeness.
This section is to assist you in submitting information adequate pricing data that is required to evaluate the reasonableness and completeness of your proposed price. The Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format.
Note that exceptionally low or high proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition on the basis that the offeror does not understand the requirement. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Price submissions should be sufficiently detailed to demonstrate their reasonableness and be adequate enough to support and sustain an uncertified cost and price analysis.
7.3.4. Price Information.
Pricing submitted for the base period and all option periods, including option pricing for an additional six-month period that may be authorized IAW FAR 52.217-8 "Option to Extend Services" will be evaluated. See clause
52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include a separate line item CLIN for the additional six-month period IAW clause 52.217-8. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional 6-month period. Pricing will be incorporated into
Schedule of Supplies/Services of the SF 1449 upon contract award.
Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume.
Under no circumstances shall this information and documentation be included elsewhere in the proposal
