SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RESPONSE TO VENDOR QUESTIONS

1. ITEM 0001. The complete freestanding bullet-resisting panel shall be comprised of no more than four (4) panels. Does this mean for the entire bullet-resisting panel system per work station or is this 4 panel requirement only for the largest section (100 x 48 front section)?

Answer: For CLIN 0001, The entire bullet-resisting panel system per work station should be no more than four (4) panels total- three (3) panels across the front and one (1) panel for the return.

2. Clarification on Paragraph 5.1.1.3 we are wondering if the stated 180 pound requirement is for the entire bullet-resisting panel system per work station or if the 180 lb. requirement is for each panel that makes us the total bullet-resisting panel system?

Answer: The 180 lb. requirement is for each system component. This is to ensure when moving panels that a two person lift can withstand the weight.

3. Attachment 2 - Facilities List. To estimate shipping and labor cost could the Government provide the number of cubicles in each location?

Answer: We estimate 2 to 4 cubicles per location.

4. Section II B. For added safety, can the Bullet Resistant panels be attached to the existing cubicle panels, in a way that allows the attachment to be easily removed?

Answer: No, the panels shall be freestanding. In some situations, there are not existing cubicles.

5. Section II A-2 We plan to include a Compliance Matrix in the response. Will a Compliance Matrix pages not count against page count limitation (same as table of contents)?

Answer: A Compliance Matrix will not be a factor in the page limit.

6. Section II B. The last paragraph text:” The respective volumes must be submitted in person or via conventional carrier”. What is the address and who is the POC to receive a proposal that will be submitted in person?

Answer: For in person submissions, please submit to the Contracting Officer, Kacy Mohead, Regional Contracting Office, Parris Island, SC.

7. Section II C-6 First paragraph text: “The Executive Summary shall include a top-level summation of the offeror’s proposal…” Should the Executive Summary include top level pricing information?

Answer: The Executive Summary does not have to include pricing information.

8. Section II C-6 text: “Each page should contain the following text at the bottom of each sheet:” Missing required text.

Answer: SOURCE SELECTION INFORMATION—SEE FAR 2.101 and 3.104

FOR OFFICIAL USE ONLY

9. II-Volume I-A. Part A must include the following:” • Complete any applicable representations, certifications, etc. in Section K of the RFP”. Section K is not identified in the RFP.

Answer: Disregard since there is no Section K.

10. Volume IV Price A. Third paragraph text: “Instructions: The offeror shall complete Section B of the RFP, to include unit price and maximum amount for all SubClins.”

Section B is not identified in the RFP

Answer: Please refer to pages 3-23 of the solicitation for the SubClins that should be priced in the proposal.

11. For CLIN 0001, is it allowable to have the front panel extend to 102” so that the return panel can be butted behind the front panel instead of butting next to the front panel? If so, we assume it is still a requirement to have a UL Level 8 back-up strip (batten) at the “L” joint between the front panel and the return panel?

Answer: Yes, that is acceptable and assumption is correct.

12. Is there a detail list of the specific CLIN panel make ups (0001, 0002 and/or 0003) that are to be delivered to each unique facility address? Or is the CLIN by region/country the only information available for figuring freight/install costs?

Answer: A detail list of what panels are required at each location will be provided once compiled.

13. Page 33. The following section asks that proposed prices will be provided in Volume 1:

“(1) Completed and signed RFP: … At a minimum, the Volume I - Part A must include the following: Signed Offer with proposed prices for one 12-month Base Period and three 12-month Option Periods provided. On Page 35 – Volume IV – Price, Offerors are instructed that: “Price information shall not appear anywhere in Volumes I through III”.

Please clarify whether prices should be included in Volume 1 as detailed above.

Answer: Pricing shall be included in Volume IV of proposals.

14. Volume IV – Price limited to only 3 pages, please clarify in which Volume and in what format should the price details for the three 12-months Option Periods be provided.

Answer: Please refer to pages 3-23 of the solicitation for the Sub CLINs that should be priced in the proposal for an ordering period of 1 September 2016 through 31 August 2019.

Pricing shall be included in proposals as a separate volume titled Volume IV.

Volume IV shall list each Sub-CLIN’s proposed price.

15. In section 5.1.4. It states: "Fabric used shall be Designtex (blue) Brunswick 6307-601 and cover the exterior of the panel (fabric shall cover the side that will face outward and visible to the public). ...Fabric shall be included on both sides and include the capability to use push pins on both sides." Do you want the fabric to cover just the front or both the front and back?

Answer: Fabric shall cover both sides of the panel.

16. Does the fabric on the back have to be the same as the back?

Answer: Yes

17. Our understanding from the solicitation is that the bullet-resisting panels will stand directly in front of the existing cubicle panels with only one side of the panel accessible and visible to the outside. Therefore, do both sides of the bullet-resisting panel need to have the capability to use push pins on them?

Answer: Both sides need push pin capability, as some workstations do not currently have cubicle walls.

18. Can a fabric equal to Designtex be used for the panels? Vendor would submit sample for approval prior to production.

Answer: The SOW calls for Designtex fabric. This fabric is approved as a part of MCRC’s branding guidelines for furniture.

19. We do understand that the color and shape requirements for the trim pieces are very important, but we are having a difficult time obtaining the exact trim color/shape with this short time frame. Would it be acceptable for the submitted sample to show the construction and the performance rather than the cosmetics of it? We can submit the engineering sample along with the proposal and submit the final production sample for approval prior to production.

Answer: The SOW states: “any necessary trim, tracking, joints, and/or connectors shall have a similar look and appearance to the current cubicle caps and trims:

Wilsonart # North Sea D90-60/Mouse Trim. All necessary trim, joints, and/or connectors shall not interfere with the bullet-resisting capabilities of the panel and full UL Level 8 or above coverage required.” Therefore, alternate trim may be acceptable. Please include design features in the proposal and sample.

20. Is there an installation where the bullet-resisting panel has to stand on its own, without an existing cubicle panel, desk or a wall nearby? If so, how many installations?

Answer: All existing panels will be disposed of, so all of the new panels must be free standing.

21. Section C - Proposal Format. Number 6. Page 32. "Each page should contain the following text at the bottom of each sheet:” In the solicitation it does not state what text should be at the bottom of each sheet. Please clarify what text should be at the bottom of each sheet.

22. Refer to Section 5.1.1.2/Paragraph 2/Sentence 3-4. Regarding the ability to “slide along the wall” and “the wall will provide the necessary support for one side”, If the units are stand –alone, what type of support will the existing cubicle wall provide?

Answer: The wall will only provide support for CLIN 0003 in some situations.

23. Refer to Section 5.1.1.2/Paragraph 2/Sentence 1. Regarding the fabric applied to the partitions, does fabric need to be applied to each panel individually or can the front and back of the unit have fabric adhered to it after assembly? The fabric has to have the “capability to use push pins at the connection joints, trim and feet”…are the trim and feet required to have fabric applied or only the armor pieces?

Answer: How the panels are constructed is left up to the vendor to respond. Fabric needs to be included prior to installation. Trim and feet do not need fabric. The panels should resemble existing cubicle walls as much as possible.

24. Please confirm the units have to meet the UL 752 Level 8 Ballistic Rating only and do not need a UL stamp.

Answer: UL 752 (p. 76, para. 57.1(h)) explicitly states, “Bullet-resisting equipment shall be plainly and permanently marked, at a location that is visible after installation, with the following information: [among others] Bullet-resisting rating.

25. Refer to section 5.3.2 – Please define whole-office concept

Answer: The Government requires the delivery to each site, all materials needed (no split deliveries for individual sites).

26. Refer to SOW, 4.1 – How and what factors are incorporated into determining best value?

Answer: Please refer to 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) listed in the solicitation.

27. Per 4.0 Contractual Method (page 24/70), this solicitation is Set-Aside 100% for a Small Business. Would the Government consider changing the small business set aside to a SDVOSB? This contract is for our country’s military and a SDVOSB can proudly provide such a service to our Marines.

Answer: The Set-Aside has already been determined as 100% Small Business Set Aside.

28. Per 5.6 Government Testing (page 29/70), the Government will order at random one or more bullet-resisting panel systems to be tested by the Government for U/L Level 8 or above capability as well as no ricocheting, spalling, and splattering. Any deficiencies found through testing will be documented and submitted to the contractor. Would the Government consider a down select and then conduct the testing of the down selectees’ products prior to contract award? This would allow for a quality down select process thereby ensuring the product material(s) is/are exactly as proposed and safe for our Marines.

Answer: Testing will be done by random sampling. One or more random samples may be chosen throughout the 36 month ordering period.

29. Please clarify PROPOSAL PREPARATION INSTRUCTIONS C.6 (page 32/70) whereas: Each page should contain the following text at the bottom of each sheet: Nothing follows the cited statement’s colon.

30. Per Table 1: Volumes/Page Limits (page 31/70), the Government requires paper copies. Would the Government consider being environmentally friendly and except electronic copies or only CDs. The FAR does cite references and permit for electronic submissions and electronic commerce, as well as protecting and improving the quality of the environment. Additionally, electronic submissions will also comply with the Paperwork Reduction Act.

Answer: For this solicitation, proposals shall include paper copies.

31. Are offerors permitted to cite within their response: The provisions of clause 52.212-3 Offeror Representations and Certifications-Commercial Items have been completed electronically online via the System for Award Management? This will greatly assist in the reduction of paper products and reduce the potential for errors.

Answer: Yes, offerors are allowed to cite 52.212-3 in proposal.

32. Will the Government kindly make any/all amendments or changes to the SOW in track changes?

Answer: A summary document will be provided to reflect and reference all changes.

33. Are potential conflict of interest mitigation plans required?

Answer: No.

34. If there is/was an incumbent or previous successful offeror, please advise who(m) the incumbent is and what was the previous contract number or solicitation?

Answer: This is a first time procurement for the Marine Corps Recruiting Command.

35. If there is/was an incumbent, what type of contract was awarded: Lowest Price, Technically Acceptable (LPTA), Best Value et cetera?

Answer: N/A

36. If there is/was an incumbent, what was the NAICS code for the contract issued?

Answer: N/A

37. Would the Government please consider adding five business days to the current due date of proposals since no previous draft was issued and potential Offeror responses have yet to be posted?

Answer: The solicitation cannot be extended due to the tight timeline for this procurement.

38. Will the resulting armor panel be ITAR controlled? This is relevant to the selection of installers that will have to be U.S. Persons. Some armor solutions which provide protection against high level threats might be considered as ITAR controlled defense article.

Answer: ITAR is not applicable to this requirement. All of the OCONUS locations are US territories.

39. Will multiple installations at different geographic areas be required at the same time/day or will government list priority installs per geographic area and we have 180 days per task order to complete?

Answer: The contracted vendor will have 180 days per task order to complete installations.

40. Can you provide a list of how many and what size cubicles will be required for each install location? This will allow for the most efficient and cost effective installation plan.

Answer: The sizes of the cubicles are defined in attachment 1. Some locations do not have existing cubicles. The current estimate is 2-4 cubicles per location.

41. Can you provide a priority list of all of the install locations? Again this will help to develop the most cost effective installation plan.

Answer: Locations/priority will be specified on each delivery order.

42. What constitutes certified installers is there a requirement for any type of professional documentation?

Answer: There is no need for certification.. Professional installers who perform this type of work as their primary trade is the expectation

43. Given that these are UL Level 8 ballistic panels, an ITAR license should be required for each OCONUS shipment, can you please confirm?

Answer: ITAR licensing is not necessary. All OCONUS deliveries are US Territories.

44. Because of the time frame necessary to apply for and receive ITAR licenses we will need the exact ship to location and specific quantities of each system for each OCONUS locations immediately. Can you please provide the install locations now or allow for additional time to process ITAR licenses?

Answer: This list will be provided once complete and based on the units’ priorities.

45. Solicitation lists each panel can be +/- 2”, please clarify is that per section or on total width of entire unit length and height (i.e. 100”W x 48”H can deviate by +/- 2” overall in width and height)

Answer: The dimensions are listed in each CLIN/Sub-CLIN. These are the exact measurements required. The plus/minus variance will be removed from the statement of work.

46. 5.3.3 States all CLINs requiring assembly and positioning within the office and shall not exceed one hour; however on page 34 under Vol II Part B: Factor 1, Sub factor 2 – Technical approach it states ”The offeror should describe how they could accomplish installations within two hour time frame per cubicle workstation.

Q. Please clarify what the maximum install time frame is per cubicle workstation and per recruiting office.

Answer: The maximum time frame per cubicle workstation is one hour as stated in the SOW. Vol II B will be changed.

47. According to SubCLIN 0001AJ for Alaska on page 8, the quantity is 4 but on page 25 it is listed as quantity 5. Which is correct?

Answer: Correct number is 4 Alaska locations

48. SubCLIN 001AM for Guam does not provide a description of the panels like the other 0001

SubCLINs, please confirm the full description.

Answer: All CLIN 0001 Panels are the same size. All specs and requirements are located Sec.

5.1 is; referenced in the description of 0001AM. The measurements will be added to the description for clarification.

49. CLIN 0003 and the SubCLINs call out a 40” height while all the other CLINs as well as in the panel sizes called out in section 5.1.1 Design call out a 48”H. Should this CLIN also be 48”H or is the 40”H correct?

Answer: 5.1 states 0003 and All SubClins Bullet-resisting Freestanding Panels (72 inches wide x 40 inches high). The height shall be 40 inches.

50. According to SubCLIN 0003AJ for Alaska on page 22, the quantity is 4 but on page 26 it is listed as quantity 5. Which is correct?

Answer: Correct number is 4 Alaska locations.

51. SOW 5.1.1.2 second paragraph states: “Panels include all fabric on both sides, capability to use push pins on both sides of the panel connection joints, trim, and feet.”

Q. The panel connection joints, trim and feet are typically made of metal and as such do not have a fabric or tackable backing material. Please confirm that only the flat sides (front/back) of the ballistic panels require the fabric and tackable backing material? Metal connectors, trim and support feet should not need fabric or a tackable backing material.

Answer: Fabric should only be on the panels, not the connection joints, trim, and feet. This statement means that the panel system comes with these components and the price is all inclusive.

52. SOW 5.1.4 Fabric Q. We have been advised that the specification is calling for Designtex pattern name: Brunswick II, but the model number given, is Designtex pattern name:

Gamut.

Answer: Prior to the solicitation, Designtex provided the Government with the color and model number. If Designtex is providing your company with different information, please submit documentation as a part of your proposal. This fabric has always had that design and model number on prior furniture contracts.

53. SOW 5.3.2 “Vendor will ensure only certified installers are used at every location.”

Q. What certification does the government require for the installers? Who provides the certification? If this requirement is simply asking for professional installers who install for a living, and as a primary business trade, then we can provide that service.

5.1.3 100% UL Level 8 or Above Coverage. “The entire cubicle panel dimensions provided in 5.1.1 require 100% UL Level 8 or above bullet-resisting coverage; therefore, any trim, joints, and/or connectors that do not overlap the bullet-resisting panel need to be made of bullet-resisting material that provides UL Level 8 or above protection. All butt joints between panels shall be reinforced by a back-up strip (batten) of the same bullet-resisting material. Minimum width of the reinforcing strip at joints shall be 4 inches placed so there is a minimum 2 inch overlap on each panel.”

Q. Since our UL Level 8 panels meet the full size requirements specified in section 5.1.1, any trim or joints which are outside of these specific dimensions are not required to be UL Level 8 certified, please confirm if this is true?

Q. If the UL Level 8 panels are assembled with a butt joint (no gap) fashion and there is a 4” reinforcing strap on both sides of the butt joint, this reinforcing strap will not be required to be UL Level 8 certified, please confirm this is correct?

Answer: Certifications are not necessary . Professional installers who perform this type of work as their primary trade is the expectation. -Joints and reinforcing strap must be

UL 8 as well to provide maximum protection with little to no exposure.

54. In section 5.1 of the solicitation, immediately under “CLIN Structure”, reference is made for “cubicles wider than 100 inches, bullet resisting panels shall only cover up to 100 inches in width.” In attachment #1 Diagram of Cubicle the diagram depicts a cubicle of 102 inches in overall length. Will the Marine Corps accept additional ballistic coverage in order to protect the entire length?

55. Will the Marine Corps consider equivalent rating to UL752 Level 8 established by the

National Institutes of Justice Standard 0108.1 Level III, as listed under Section 5.0 – Requirements?

Answer: No. Rating must be UL level 8.

56. a. In CLIN 0001, specifying the 36” connected side return panel, does this mean that all the sites that will receive these panels already have an “L” set-up in the field (non-ballistic panels)? If so, does the interior side of the ballistic panels need to be fabric covered and must it match the specified 6307-601 fabric?

Answer: Fabric is required on both sides of the panels.

57. In reference to Section 5.1.4 Fabric, it states “fabric shall cover the side that will face outward and visible to the public,” and it also states that “fabric shall be included on both sides and include the capability to use push pins on both sides.” Will you please clarify this requirement

Answer: Fabric is required on both sides of the panels.

58. Can the trim material be made out of any UL752 Level 8 material?

Answer: All necessary trim, joints, and/or connectors shall not interfere with the bullet-resisting capabilities of the panel and full UL Level 8 or above coverage required.

59. Should the 12” x 12” sample required be a straight cubicle wall and side return connection (90°) or a straight cubicle wall( 180°) or both, with each component (max 3) weighing no more than 50lbs?

Answer: Ref. 5.7 in Statement of work. Sample should exemplify all aspects of the requirement.

The sample should show the panel material, trim, construction, both 90 degree and 180 degree connections, and feet. The sample size shall not exceed 12”H x 12”L x 12”W. The Statement of work

60. Will the 12” x 12” sample be subject to product testing? If so, what testing will be performed?

Answer: No testing will be done on the submitted samples. Random sample testing will be done throughout the ordering period.

61. In order to produce the most accurate test sample, will the Marine Corps consider accepting a full-size panel that would appear as current Marine Corps Branded Furniture, to be tested and delivered, as referenced in attachment # 1 diagram of cubicle, rather than a 12” x 12” sample?

Answer: No. The maximum sample size is stated in Statement of Work Sec. 5.7.

62. Is the CD-ROM a requirement or an option? If required, should the CD-ROM contain all the information in the required binders?

Answer: Please refer to page 31. A CD is required for each Volume of your proposal.

63. Any materials that are less than 1” off the floor (panel support); do they have to meet Level 8 ballistic standards?

Answer: Panel supports or feet are not required to meet UL level 8 standards.

64. Can we offer features to our basic offering as “additions” or “subtracts” on our original bid without preparing a complete new bid?

65. Under “Proposal Submission” II. C.6 (pg. 32) will you provide desired text?

66. On CLIN 0002-0003, can the reinforcement strip for all butt joints between panels be on the exterior of one side?

67. On CLIN 0003, would you please confirm the size of the panel 72”W x 40”H?

Answer: CLIN 0003 and All SubClins- Bullet-resisting Freestanding Panels (72 inches wide x 40 inches high)

68. Paragraph 5.7 – Samples reads “One sample must be an assembled unit for technical evaluation. A sample shall not exceed 12”L x 12”W or 50 pounds per component in weight.” Could you advise if a full-size, assembled panel sample is required, or is the request for a small square sample with ballistic material, fabric, and feet attached?

Answer: See question 63

69. Would the Government kindly change the NAICS Code to 423210 Furniture Merchant

Wholesalers? This industry comprises establishments primarily engaged in the merchant wholesale distribution of furniture (except hospital beds, medical furniture, and drafting tables). By changing the code to 423210, there will be greater completion in the small business set aside arena, especially, SDVOSBs.

Answer: The NIACS code cannot be changed. Any code in Sector 42 cannot be used by the government in SB or SDVOSB requirements.

70. 5.1.4 States Fabric will cover only one side. 5.1.4 Also states it will cover both sides. Can you please clarify which statement is correct?

Answer: Fabric shall be included on both sides and include the capability to use push pins on both sides.

71. 5.5 Can the government provide transportation assistance to special bases that are

OCONUS?

Answer: Transportation is left as a responsibility of the vendor. Any costs shall be included as a part of your proposed price.

72. 5.1.3 States that any gaps/corners will be covered with UL Level 8 material. Does it have to be the same material or can it be another material that is also UL Level 8.

Answer: The ballistic material needs to provide full UL Level 8 protection across the entire panel and the joints/corners. All material (fabric, joints, trim) must be UL 8; that as regarding gaps, the fabric needs to be Designtex and that joints and trim need to have similar look and appearance to the current cubicle caps and trims: Wilsonart # North Sea D90-60/Mouse Trim.

73. Is there a maximum budget for this program to fulfill all the CLINS?

Answer: This information is not available to vendors.

74. Request for Extension - Some of the requirements and the scope have changed that will require additional time to provide a thorough and comprehensive proposal. We would like to request a 10-14 day extension to complete the full proposal from August 11th.

Answer: An extension is not feasible due to the tight procurement timeframe.

75. Section 5.1.2 states that “the contractor shall provide a panel that mitigates ricocheting, spalling, and splattering.” Section 5.6 states “no ricocheting, spalling, and splattering.” Is mitigation sufficient, or is the intent to completely eliminate ricocheting, spalling, and splattering? Also, is the Government concerned with forward spall only, or is there concern with ricocheting, spalling, and splattering back towards the shooter?

Answer: We are concerned about ricochet, spall, and splatter in any direction.

While it is impossible to completely remove risk of ricochet, etc. The expectation is that proposals will address their plan to mitigate this risk to the greatest extent possible.

76. Is there a requirement defining whether the bullet resisting panels are located in front of (desk side) or behind (shooter side) of the existing cubicle panels.

Answer: All panels shall be freestanding. In many cases, there are not existing cubicles and the panels will serve as the partitions and the marines will arrange the panels to fit the needs of their specific location.

77. We have observed a number of recruiting stations, some of which have “non-standard” configurations. Are we expected, as part of the resultant contract, to reconfigure the office to meet the standard configurations, thus enabling the full use of the bullet resisting panels?

Answer: Panels shall be capable of being freestanding. In many cases, there are not existing cubicles. The Marines will reconfigure as needed.

78. Section 5.1.1.2 states that “Panels include all fabric on both sides, capability to use push pins on both sides of the panel connection joints, trim, and feet.” Is the expectation that pushpins can be used on the connection joints, trim, and feet?

Answer: Pushpins capability is only required where there is fabric, not connection joints, trim, and feet.

79. Per Section 5.1.3, we have identified “Wilsonart # North Sea D90-60” as a color, however, we are unsure as to what “Mouse Trim” refers to. Please elaborate.

Answer: Mouse Trim is a type of cubicle trim that was used on the existing cubicle. Please refer to attachment 1 for a visual description of the current cubicle design.

80. Section 4.1.4 states that “fabric shall cover the side that will face outward and visible to the public”. Later in the same section it is stated that “Fabric shall be included on both sides.” Please verify as to which of these is correct.

Answer: Fabric shall be included on both sides

81. Section 5.3.2 states that “Vendor will ensure only certified installers are used.” What type of certifications is required?

Answer: There is no need for certification. Professional installers who perform this type of work as their primary trade is the expectation.

82. Section 5.6 describes Government Testing. Will this testing be performed at a single point during the course of the contract, or throughout?

Answer: Random samples will be test throughout the ordering period.

83. Item 6 of the Proposal Format Section (Section C) states “Each page should contain the following text at the bottom of each sheet.” The required text is missing. Please advise as to what language should be included.

84. Section 5.7 identifies the required sample as “an assembled unit for technical evaluation,” yet it also states that “A sample shall not exceed 12”L by 12”W or 50 pounds per component in weight.” Are there multiple samples required? If so, can you please elaborate as to how many and the purpose/make-up of each?

Answer: One sample is required. See section 5.7 for sample requirements.

85. Section 5.1.2.1 calls out ASTM E119 as a means of demonstrating one (1) hour fire rating. This fire test requirement, as it is currently stated, may significantly restrict the armor materials capable of meeting the overall requirements of this solicitation and may exclude solutions that would otherwise be competitive. ASTM E119 is intended to evaluate the duration for which building elements contain a fire, retain their structural integrity, or exhibit both properties during a predetermined test exposure. The subject panels are neither structural nor large enough to contain a fire.

Furthermore, ASTM E119 calls out a 100 sq. ft. sample for testing. This is substantially larger than the largest panel required to meet the subject application (i.e., 48” x 100” which is only 33.33 sq. ft.). It should be noted that ASTM E119 does not provide information as to the performance of test specimens constructed with components or lengths other than those tested. Is ASTM E119 the correct test methodology for this application?

Answer: Using ASTME rating in the solicitation is intended to ensure that the material used will not accelerate an existing fire. If a vendor cannot meet the ASTME standard we will accept an explanation of their level of fire resistance provided they submit evidence of fire testing.
