STATEMENT OF WORK
United States Marine Corps Marine Corps Recruiting Command
Bullet-Resisting Panels Statement of Work
1.0 Introduction. The United States Marine Corps Recruiting Command (MCRC) has a requirement to provide bullet-resisting capability (signifies that protection is provided against complete penetration, passage of fragments of projectiles, or spalling (fragmentation) of the protective material to the degree that injury would be caused to a person standing directly behind the bullet-resisting barrier) for the work spaces inside MCRC Recruiting Offices in 1st, 4th, 6th , 8th, 9th and 12th Marine Corps Districts (MCD). The bullet-resisting capability required shall be met with the procurement of bullet-resisting panels certified at a minimum as Level 8, under standard 752 of the American National Standards Institute (ANSI)/Underwriters Laboratories (UL), “Bullet-Resisting Equipment,” to be placed alongside existing cubicles. To establish uniformity and continuity of appearance and maximize the use of space for all recruiting facilities, the required bullet-resisting panels shall have fabric, trim, and design features complementary of the existing cubicles.
1.1 Background. The MCRC has initiated steps to improve security of recruiting facilities. MCRC intends to utilize freestanding bullet-resisting partitions in order to provide increased protection to Marines working within off-installation recruiting facilities. On one hand, it is necessary to have a means of providing Marine recruiting facilities with protection within the workplace from the outside or entering threat. On the other hand, it is also necessary that, the bullet-resisting panels are to have a similar appearance to the existing furniture within the workplace to maintain the current office branding. Maintaining the continuity of the branded furniture helps distinguish Marine Corps recruiting offices from recruiting offices of the other Armed Services, providing a distinct recruiting advantage vis-à-vis other services. The intent is to establish uniformity and continuity of appearance and maximize the use of space for all recruiting facilities.
2.0 Objectives. The objective of this contract is to provide bullet-resisting panels to MCRC recruiting offices, located throughout the United States and its territories, which are UL Level 8 or above certified, approved, and produced. The contractor will be responsible for coordinating with the various Marine Corps District locations to execute shipping, delivery, and installation as prescribed per delivery order. The contractor shall complete these tasks while meeting the standards of safety, durability, dimensions, ergonomics, and structural adequacy of the new bullet-resisting panels.
3.0 Scope. MCRC identified a need for a single award Indefinite Delivery contract for the shipping, delivery, and installation of bullet-resisting panels for MCRC Recruiting Offices within the 1st, 4th, 6th, 8th , 9th and 12th MCD.
Facilities include Recruiting Substations (RSS), Officer Selection Sites (OSS), Permanent Contact Stations (PCS) and Temporary Recruiting Facilities (TRF) located both CONUS and OCONUS. This requirement entails approximately 1,500 locations with estimated 2 to 4 cubicles per facility. The Government will issue Delivery Orders for the quantities actually required. A complete list of locations is within Attachment 2 of this solicitation.
Locations are subject to changes based on the Marine Corps mission. This requirement shall also incorporate any new recruiting facilities that are identified during the period of performance of this contract. The requirement’s guidelines and specifications for the bullet-resisting panels are explained in detail in 5.0 of this Statement of Work (SOW). The minimum guarantee for this contract is $1,000,000.00 for the life of the contract and will be satisfied with the issuance of the first Delivery Order. The Government intends to issue two or more Delivery Orders during the life of this contract.
4.0 Contractual Method. This solicitation is Set-Aside 100% for Small Business. The Government anticipates award of a Firm-Fixed Price Indefinite Delivery Indefinite Quantity Contract (see Clause 52.216-21 of this solicitation) with a three year ordering period. Delivery Orders will be issued as needed.
Ordering Period: September 28, 2016 – September 27, 2019: See Clauses 52.216-18, 52.216-19, and 252.216- 7006 of this solicitation.
4.1 This procurement is pursuant to the clauses of Federal Acquisition Regulations (FAR) Parts 12 & 15 procedures.
The associated North American Industrial Classification System (NAICS) code is 337215- Showcase, Partition, Shelving, and Locker Manufacturing for this requirement, with a small business size standard of 500 employees.
This procurement will be awarded on the basis of “All or None.” The Government reserves the right to award the contract to other than the lowest priced responsible offeror whose quote represents the “Best Value” to the Government.
5.0 Requirements. The contractor shall produce bullet-resisting panels that are UL Level 8 or above certified and provide shipping, delivery, installation, and warranty, as prescribed below.
5.1 Bullet-Resisting Panels CLIN Structure. 5.1.1 Design. The contractor shall provide bullet-resisting freestanding panels. If comprised of multiple panels, panels shall be joined together upon installation. Panels shall provide continuous 100% UL Level 8 or above coverage and not leave any gaps for the required dimensions. It is the contractor’s responsibility to develop a design that is similar in appearance to the existing cubicle panels and will be able to be pushed up against the current cubicle walls. As referenced in the diagram provided in Attachment 1 of this Solicitation, the current cubicle dimensions are as follows:
Panel sizes: a) 48 inches high x 42 inches wide
b) 48 inches high x 30 inches wide
c) 48 inches high x 28 inches wide
d) 48 inches high x 36 inches wide All dimensions may have a variance of plus or minus two (2) inches.
5.1.1.1 The bullet-resisting panels shall sit flush to the floor, or as flush as possible to the floor with trim covering any gaps between the bullet-resisting panel and the floor. The bullet-resisting panel shall be load bearing and secure, with no chance of it falling over. Feet for bullet-resisting panels under shall be as minimal as possible, have an ergonomic appearance, and not obstruct the walkway (wheels or casters will not be acceptable as feet). It shall be optional for install on both sides or on one side and shall not extend more than twelve (12) inches from the bullet-resisting panel to ensure safety within the workplace. For feet needed on both sides, if possible feet on one side should be flat (not to exceed one (1) inch in thickness and shall extend no more than 12 inches), giving the capability to slide the feet under a desk. If the feet cannot be flat, they should be as low as possible while still provide adequate stability. The feet shall be as unobtrusive as possible, minimizing trip hazards.
5.1.1.2 For all bullet-resisting panels under, there shall be no gap in bullet-resisting coverage; therefore, as addressed in 5.1.3, split panels shall be connected with full UL Level 8 or above material (certified in accordance with ANSI/UL 752, “Bullet-Resisting Equipment”).
Panels include all fabric on both sides, capability to use push pins on both sides of the panel connection joints, trim, and feet. Freestanding panels will be equipped with the option to have feet for support installed on both sides or on one side. This will give the ability to slide the freestanding ballistic panel along a wall. The wall will provide the necessary support for one side, if required based on facility configuration. All-inclusive firm fixed price to include bullet-resisting panel components, installation, and delivery.
5.1.1.3 No system component that comprises the larger bullet-resisting panel system should exceed the weight of 180 pounds (representative of a standard two-person lift plus 10% upward adjustment). The bullet-resisting panel design shall have the capability to be easily uninstalled, moved, and reinstalled by professional moving contractors.
5.1.2 Bullet-Resisting Material. The bullet-resisting material component of the panels needs to be of the UL Level 8 or above protection level. In addition, the contractor shall provide a panel that mitigates ricocheting, spalling, and splattering in order to prevent secondary injuries in a confined workspace. The material and its ability to prevent ricocheting, spalling, and splattering SHALL BE CLEARLY ADDRESSED IN THE OFFEROR’S PROPOSAL.
5.1.2.1 Bullet-resisting panels shall remain durable for at least five years. All bullet-resisting material shall not pose any health risks to the workspace. If the bullet-resisting panel material is comprised of fibers or chemicals that vent, the panels shall be coated to prevent venting. Any material that is susceptible to moisture retention shall be coated to prevent mold or mildew. This will be the responsibility of the contractor to adhere to these guidelines, and if guidelines are not met or the coating fails, it shall be covered by the contractor under the 5 year warranty. Panels shall be one hour fire rated to ASTM E119 Standard Fire Tests of Building Construction and Materials.
5.1.3 100% UL Level 8 or Above Coverage. In order to remain consistent with the current office space design, any necessary trim, tracking, joints, and/or connectors shall have a similar look and appearance to the current cubicle caps and trims: Wilsonart # North Sea D90-60/Mouse Trim. All necessary trim, joints, and/or connectors shall not interfere with the bullet-resisting capabilities of the panel and full UL Level 8 or above coverage required. The entire cubicle panel dimensions provided in 5.1.1 require 100% UL Level 8 or above bullet-resisting coverage;
therefore, any trim, joints, and/or connectors that do not overlap the bullet-resisting panel need to be made of bullet-resisting material that provides UL Level 8 or above protection. All butt joints between panels shall be reinforced by a back-up strip (batten) of the same bullet-resisting material. Minimum width of the reinforcing strip at joints shall be 4 inches placed so there is a minimum 2 inch overlap on each panel. Method of panel application shall minimize vulnerabilities by fitting panels tightly to adjacent surfaces and junctures.
5.1.4 Fabric. In order to maintain seamless appearance and maintain office branding, the bullet-resisting panel shall have fabric that matches the current cubicle fabric. Fabric used shall be Designtex (blue) Brunswick 6307-601 and cover the exterior of the panel (fabric shall cover the side that will face outward and visible to the public). Fabric shall be adhered in a way that it will give the appearance of a cubicle wall. Any glues or adhesion methods used on the fabric need to last a minimum of five years covered under the warranty. Fabric shall be included on both sides and include the capability to use push pins on both sides.
5.2 UL Level 8 or above Certification. All bullet-resisting materials must be tested and certified in accordance with ANSI/UL 752, “Bullet-Resisting Equipment” standard. As per ANSI/UL 752, Level 8 bullet-resisting material provides protection against multiple shots from a military assault rifle, such as an M-14, and the like, with muzzle velocity of 2750 to 3025 feet per second and muzzle energy of 2519 – 3048 foot-pounds (3416 – 4133 J). All bullet-resisting material and components with bullet-resisting properties shall be tested, certified, and marked in accordance with ANSI/UL 752 standard. All bullet-resisting material and component markings shall be in accordance with the UL Security Listing Mark guideline.
Reference Attachment 3 for the UL ratings of bullet-resisting materials. Only UL Level 8 or above (i.e., UL Levels 9 and 10) will be accepted.
5.2.1 Vendor(s) must also provide proof of certification (from UL) stating that all bullet-resisting materials and applicable bullet-resisting components have been tested and certified to meet bullet-resisting requirements of UL Level 8 or above. No other certification or endorsement will be accepted. Prior to beginning production, the contractor shall submit this documentation to the Contracting Officer Representative (COR) for approval.
PROPOSALS MUST PROVIDE information as to how the vendor will procure, manufacture, and gain UL Level 8 or above certification for any system component that comprises the 100% coverage needed without delaying the production of materials/products.
5.3 Shipping, Delivery, and Installation. The contractor is responsible for the coordination and execution of all shipping, delivery, and installation required to satisfy delivery orders. Panel delivery and installation shall occur at the same time. No delivery locations have storage space available prior to installation.
5.3.1 Delivery orders will be issued on a requirements basis. Delivery orders will have a required delivery and installation of 180 days after receipt of order. Installations will occur on a per region basis when possible. The contractor shall be able to complete the necessary installations within this 180 days delivery time and clearly articulate this in their proposal. IT SHOULD BE NOTED THAT initial orders could reach the estimated quantities provided within three months of contract award.
5.3.2 The successful offeror shall notify each delivery point ten (10) working days in advance as to Date and Time of delivery and installation. A follow up notice shall be required forty-eight (48) hours in advance of delivery as well. The contractor is responsible for coordinating deliveries and installations.
