GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS

1. Does this base own all the water treatment chemical feed equipment?

Government Response: Yes, FRC East owns all of the water treatment chemical feed equipment.

2. Is there a list available of all the water treatment chemical feed equipment?

Government Response: Currently we do not have a list of the manufacturer(s), make and model number of the chemical feeders for the cooling towers (23) and the Glycol feeders (6).

3. Do all closed loops have functioning by-pass feeders?

Government Response: Yes

4. Is glycol to be included in the contract price or will there be work orders issued to purchase the required glycol to bring loops up to specifications?

Government Response: Yes, glycol shall be included in the contract. No additional work orders will be provided to bring loops up to specifications.

5. Are the glycol loops currently treated to required specifications? If not will work orders be issued to purchase the glycol to bring up to specifications?

Government Response: Unknown at current time loops shall be initially measured per section

3.3.1.1 c

6. Is the current contract requirements similar to the proposed solicitation (ie. service frequency)?

7. Solicitation asks for weekly open loop testing, which is not typical. Considering the extra cost associated with requested frequency, does the government really want weekly testing?

8. How are the heat transfer measurements taken?

Government Response: They may be taken with laser temperature measurement gun or thermocouples at the inlet/outlet of the equipment heat exchangers when the contractors are on site and system is operating.

9. If no coupon racks exist, how is the contractor to perform a coupon rack test?

Government Response: The contractor shall notify the contracting officer at the first instance that they recognize the problem and the government shall resolve the issue.

10. Quite a few OL systems visited appeared to need quite a bit of attention to bring back into an acceptable working condition. Should the quote offered take that in to consideration or should the quote be reflective of taking over systems as if they are in good condition?

Government Response: Quote shall be reflective of taking over systems as if they are in good condition. The contractor shall notify the contracting officer at the first instance that they recognize a problem.

11. This bid appears to be for 12 months only. Will there be an option to continue for a 2nd and

3rd year?

Government Response: This solicitation is for 12 months. The government does not intend to add option years to this contract.

12. All of the closed loops do not have corrosion coupon racks and all of the cooling towers do not have corrosion coupons racks. Will the cost fall on the contractor to add them or can it be quoted under repair?

Government Response: It shall be quoted under repair. The contractor shall notify the contracting officer at the first instance that they recognize the problem and the government shall resolve the issue.

13. Does this contract require legionella testing?

Government Response: No.

14. The contract specifies the OL Cooling tower systems to be serviced once per week. The industry standard is once per month. Our company has had great success for years treating systems of similar size on a monthly basis. References will be provided of similar military contracts serviced on a monthly basis in our proposal submittal. Weekly visits will greatly increase the cost to the government with minimal benefit. A 45 to 60 day chemical supply can easily be provided at each OL system. Would you accept alternate quotes for once per month and two times month service of the OL systems.

15. The specification does not provide the type of corrosion coupon studies. The corrosion coupon rack observed were 2 station. Are you expecting studies for mild steel and copper on all systems? If other studies, please specify.

Government Response: Yes, mild steel and copper. No other studies.

16. The CCL, HCL, and CCLG systems have not had corrosion coupon studies. Per specification 3.3.2 m [Corrosion Coupon Tests], “all systems (open and closed loop)” are to have corrosion coupon racks. Are you expecting the contractor to provide coupon racks and specified studies for all CCL, HCL, and CCLG systems?

Government Response: See response to question 12.

17. If the successful contractor is to add to coupon racks to CCL, HCL, CCLG, and missing OL systems; is the cost to be figured into our bid price up front [Item001] or does the cost of the coupon racks and their installation fall into the guidelines of 3.4 b. [Post Award Inspection and

Reporting] and subsequent after 14 days inspection quoting to provide “any additional repairs necessary in order to clean up the systems”?

Government Response: See response to question 12.

18. Is chemical tank containment to be provided for the OL locations? Would the cost of this need to be provided in our up front bid price [Item 001] or quoted after the 14 day inspection

Government Response: Not required up front. Quoted after 14 day inspection.

19 Are the cooling tower cleaned on a scheduled basis by the base facilities staff? Please confirm cooling tower cleaning is not part of our up front bid price [Item 0001].

Government Response: No, the cooling towers are not on a regular schedule cleaning cycle.
