About this file

This is a Location Specification Sheet (LSS) for janitorial, grounds, and snow services at the DeWitt Rest Area (R831) operated by the Michigan Department of Transportation (MDOT) Lansing Transportation Service Center. The contract encompasses comprehensive facility maintenance services for a rest area located on southbound US-127 approximately 1.5 miles south of Price Road in Clinton County. Services required include daily janitorial operations with staffing from 6:00 AM to 6:00 PM (winter) or 9:00 PM (summer Friday-Sunday), restroom cleaning including two men's restrooms, two women's restrooms with 19 toilets and 10 waterless urinals, grounds maintenance across 3.8 acres of mowed area plus a 2.5-acre drainfield, and seasonal services including snow removal, spring/fall cleanup, and annual flower bed maintenance. The contractor must provide all cleaning supplies, equipment, and replenishable items including paper towels, hand soap, toilet tissue, trash liners, and hand sanitizers. The contract term is three years commencing October 31, 2026, and concluding October 30, 2029, with two optional one-year renewal periods available.

Bidders must complete pricing schedules for monthly and annual janitorial services, periodic grounds maintenance services including mulch application and flower bed installation, and snow/ice removal services on an as-needed basis. The bidder must also identify the hourly wage for attendants and provide equipment and materials lists with specific product specifications approved by MDOT, including particular brands for items such as Sloan waterless urinal cartridges and Tough Guy urinal screens. The pricing structure requires separate quotations for emergency services at an hourly rate and infectious disease control procedures at a monthly rate. Contact information is provided for the Contract Administrator (Mark Morrison) and Program Manager (Bob Batt) at the Lansing TSC, with invoices directed to the Accounts Payable office at 2700 Port Lansing Road in Lansing, Michigan.
