| 1. | Is there actual funds available now for award of this requirement or will our bid quote have to stand good for a length of time and if so how long? |

4. After these existing multiple sites have been cleared of material, what condition is those sites to be left, i.e., is it contractor responsibility to fix ruts, mow area within certain distance of bundle, regrade, etc.?
Only on Taxiway Bravo.
5. Are there any known environmental issues, i.e., test wells, drainage runoff, Sluice gate access, etc., at any of the storage sites currently including the final site the material is to be moved to?
No, but ask to make sure.
| 6. | Will contractor be allowed to stage a 500 gallon fuel tank for his equipment in the area where material is to go as long as we meet current containment requirements by EPA or is base more strict than EPA? If so, please provide those additional restrictions. |
| Please see the attached documents for the response to this question. No Form 147 is required for AST's in use for less than 6 months from the State Fire Marshall. So no need to submit Form 147 if an AST is on base for < 6 months Arkansas State Police, Form ASP 147 must be completed by the contractor to include signed off by Arkansas State Fire Marshall. |
7. Will contractor have to be concerned with FOD in the runway area past the displaced threshold (on the end that is not an active runway)?
No
8. Will there have to be radios furnished by contractor for operations past the displaced threshold (on the non-active end of runway), or just for the material to be removed near TW Bravo?
Radios will be furnished
9. Will a gov’t escort have to be present for the operations in the non-active part of the runway? If so will enough escorts be provided for contractor to work multiple stockpile locations at once?

10. Some of the material is pilferable type so does the contractor have to ensure security of the material during and after the move before contract is finalized?
During the move: Yes and Afterwards: No
11. Is the current plastic material covering the piles considered recyclable by the gov’t?
No
12. What is to be the disposition of the current sand bags and sand (many are rotted and damaged)?
Bag disposal
13. PWS says you want all material relocated and stored off the ground. Does that include the concrete manholes and the concrete pipes and concrete flared end sections? They are on ground now without covers. If you want them off ground what do you want them stored on?

14. What responsibilities does contractor have regarding current silt fences as some have to be breached to get to the material?
Notify C.E. and we will remove as needed
15. Can contractor use a crane on the current runway surfaces in non-active area and if so what are the approval processes to stick a crane in air and does it have to be rubber tired crane or can it be tracked? How long does that approval process take on gov’t side? Also how high can the crane boom be in air before having to get FAA approval both on the active TWB area and the non-active part of runway at the most restrictive current storage site?
To use a crane near an active airfield, you must have an airfield waiver per UFC 3-260-01 (Appendix B), Section B1-2. The crane waiver procedures are outline in the UFC. It takes about 3 months to get a waiver processed and the FAA portion usually takes about 45 days. Putting together the package for the Wing CC takes time to gather all the information. It really doesn't matter what size or height the crane will be. Anything 30' above site elevation at the airfield will penetrate the imaginary surfaces.
16. PWS says provide 60,000 SF of tarp. That implies covering the concrete and hand hole pieces and entire final staging area. If you don’t want that concrete covered, do we still provide 60,000 SF of tarp?
No to concrete/hand-hold
17. They make tarps that are upwards of 10, 000 to 15, 000 SF each. Does gov’t want 4 to 6 of those size tarps or just individual tarps that cover each 25 by 25 foot section in the final storage area?

18. The synopsis says contractor is to warrant for 3 years (way we read that is for the covers or tarps). That is a big chew that leaves contractor vulnerable for severe acts of weather and tornados and other acts of nature out of their control. Can you confirm that is a factual requirement?
The three year warrant information has been removed from the requirement.
19. Can contractor use sand bags to anchor tarps as well as other methods that are used to tie down large tarps?
No to sand bags; must be stacked and strapped
20. PWS says contractor is to ensure tarps don’t pool water. Only way to prevent that is to use a sphere or bow devices under tarps or to stack the material that has a center point high mass that tents the tarp and lash the tarps down tightly. Will gov’t accept the center point high mass method to prevent expensive bows and spheres?

21. Can an employee of the sub act as the onsite superintendent of the prime if a superintendent is required? Is a superintendent required to be on site any time work is going on?
A superintendent is not required. A Contracting Officer Representative will be present.
22. Some of this material is not going to be able to be relocated without causing more damage to the already damaged material, as it’s sunk into the dunnage already. Does contractor get that damage certified before movement? Contractor’s financial neck is way out there on what constitutes replaceable damaged goods by the contractor and gov’t COR determining responsibility for such.

23. Performance time is 60 days after award. You want all the fabric relocated in first 20 days after award per PWS. Submittal requirements and administrative requirements from gov’t on any contract typically is 20 days after award so that 20 days seems unrealistic to achieve. Will gov’t consider 60 days after NTP vs award and delay NTP until work is ready to start?
This is a service contract, not construction, therefore, there will not be a NTP. Work may start after award of the contract. The 60 days after award performance time have been determined by the government to be a sufficient amount of time to complete all work.
24. There are actually 13 hand holes at site 3 and not 7 as indicated in Appendix A.
13 is correct
25. When will the access road to site 3 be improved as indicated to us during the visit?
Access to site 3 will be graded and rolled only to allow entry
26. Item 60 was listed as part of the scope of work but was not identified in the field at site 11.
I believe item 60 was in error. The dimensions should be 3x8 not 5. Additionally, today we only counted 45 culverts, not 47.
27. There are 14 pieces of arched culvert at site 12 that were not listed. Are these part of the scope of work?
They should be included since they’re on the airfield.
28. Will access be improved to retrieve the 2 headwalls and the 4 sections of culvert that are already set at site 11 next to the drainage swale? A ramp will be required.
No
29. Items 117 through 120 were not identified at site 18 only 1 stack (116) was found.
Today we only found one stack, only 116 should remain for that site.
30. Please confirm that the stack of 2-inch electrical conduit (5 rows by 3 bundles high) along the fence near the laydown yard will be relocated and covered.
Yes
31. Will the 24-inch HDPE culverts at the fence near the laydown also be relocated and will they need to be covered?
Yes, No
32. An additional 16 rows of 2-inch electrical conduit 3 bundles high and 9 rows of 4-inch electrical conduit 2 bundles high is part of this past project and is located at 117 First Street in front of the Comanche Nation Construction office and this material needs covering also. Would you want it included in this project?
This only requires to be covered up.
33. It was indicated during the site visit that the laydown area would be graded and compacted prior to placement. Who will perform this work and when?

34. Due to the custom sizing of 18 oz. tarps to cover piles of like materials, suppliers are indicating 3 weeks lead time on orders following approval of the material submittal. A performance requirement of 20 days after Notice of Award is not feasible due to submittal and approval time periods and ordering, fabrication, shipping, and delivery of the tarps.
Use of temporary tarping maybe used until they come in
35. What is the intent and expectation for the 3-year warranty period of all work? This could be a costly surcharge added to this short project especially after receiving approval of the tarp material and the Material Storage Plan. How will the contractor be notified and how regularly to evaluate conditions and perform any maintenance likely due to loose tarps.
The 3 year warranty portion has been removed from the solicitation and performance work statement. An amendment has been posted to FBO addressing this issue.
No warranty, only a final inspection
36. Also, the PWS states that the geotextile must be covered in 20 days after award. Many contractors are having issues meeting this requirement as ordering a receiving a qualified tarp has an estimated delivery time of 3-4weeks. Please advise.
We are looking to minimize weather and sun exposure. It could be 20 days of being uncovered.
