Runway Project Area – Little Rock AFB Above Ground Storage Tank (AST) Requirements

1) The LRAFB POC for fuel storage tanks is the LRAFB Environmental Office, 19 CES/CEIE. Phone: 501/987-6809 or 501/987-7700

2) AST Requirements:

a) All AST’s must be grounded.
b) All electrical must meet NFPA 70, hazard classification.
c) Installation must be IAW Arkansas Fire Prevention Code, Chapter 23 and 57, NFPA 30, NFPA 30A, NFPA 70.

d) All AST’s must be vented. The vent must be above the maximum normal liquid level. The vent must be sized at least as large as the largest filling or withdrawal connection, but in no case shall be less than 1.25 inch diameter.

e) All AST’s will have control of ignition sources, to include, open flames, lightning, hot surfaces, radiant heat, smoking, hot work operations, spontaneous ignition, or friction by heat or sparks.

f) A scaled drawing must accompany all requests, showing the location, layout, and spacing, to include access roads. Tank shall not be sited within 50 ft. of any storm water conveyance (drainage ditch/stream etc).

g) Secondary containment is required for all tank(s). Double walled tanks will satisfy this requirement. If tank(s) are single walled, then outside containment is required that contains 110% of product volume. If the outside containment is not protected from rainfall, then any collected rainfall in secondary must be visually inspected prior to drainage. Tanks shall be inspected at least weekly with the inspection being documented.

h) Arkansas State Police, Form ASP 147 must be completed by the contractor to include signed off by Arkansas State Fire Marshall.

i) All AST (users) shall have an emergency plan and training.

j) Contractor shall have the following at site: Spill kit and container to put any spill residue in, display spill response plan and emergency contact information, drip/catch pans for vehicles fueling, fire extinguisher, and no smoking signs. Highly recommend impervious surface directly underneath fueling location.

k) A means shall be provided for determine the level of liquid in the tank.

l) A means shall be provided to prevent overfilling by sounding an alarm when the liquid level in the tank reaches 90% capacity and by automatically stopping delivery of liquid to the tank when the level in the tank reached 95%.

m) All electrical and pumps must be NEC C1D2. Identify power source(s) that will be used.

n) Arkansas Registration Requirements: ADEQ requires ASTs with a combined capacity of between 1,320 gallons (gal) and 40,000 gal that contain petroleum products to be registered with ADEQ. The volume calculations for all tanks should include their storage capacity regardless of whether the tanks are filled. Further, ADEQ Reg. #12 for “Storage Tanks” do not apply to a regulated substance at a location on a transitory or temporary basis.

o) Contractor shall clean up all spills immediately and is liable for all cleanup costs associated with release it!! Spills shall be reported using the spill report found in the LRAFB Red Plan. Any spills contacting soil or contaminating any water body shall be immediately reported to the LRAFB Environmental Office at 501/987-6809 or 7700. If spill is of an uncontrolled release of a continuing nature, immediately contact the LRAFB Fire Dept. (911- LRAFB Dispatch or at 501/987-3737). Submit tank and vehicle filling procedures to the LRAFB Environmental Office for approval.

p) Tank siting to be approved by the LRAFB Environmental and Civil Engineering Offices prior to tank installation.

q) Prior to filling tank(s) - AST’s shall be inspected and approved by the LRAFB Fire Dept., LRAFB Fuels Personnel, Airfield Management and the Environmental Office.

Comparison: State vs. Federal

• Rules. Arkansas aboveground storage tank (AST) regulations include registration and trust fund eligibility requirements. ASTs are generally regulated under the AFPC, which has adopted the National Fire Prevention Association (NFPA) Code 30 (Flammable and Combustible Liquids Code) and Code 30A (Automobile and Marine Service Station Code). • Administration and enforcement. ADEQ's RST Division administers and enforces state AST regulations. Local fire departments have the authority to inspect the installation and removal of tanks and establish local requirements. The state fire marshal's office administers and enforces AST permitting and technical requirements in Arkansas.
