About this file

This document is a Request for Quote (RFQ) from the Illinois Department of Lottery seeking professional consulting services to conduct a comprehensive organizational and technical review of its gaming systems and operations. The scope of work requires a qualified vendor, who must be an active member of the World Lottery Association (WLA), to perform a multi-faceted assessment covering organizational structure, gaming system infrastructure, operational workflows, vendor relationships, and regulatory compliance. The consulting project will involve reviewing current organizational models, evaluating gaming system architectures, identifying operational inefficiencies, and assessing supplier contracts and regulatory adherence.

The consultant will be expected to deliver a comprehensive "Findings and Recommendations" report that includes an executive summary, detailed findings organized by function, prioritized recommendations with cost-benefit analysis and implementation timelines, and potentially a risk and opportunity heatmap. The deliverable will also include optional presentation of findings to senior leadership or the board. While specific pricing, contract term, or funding details are not explicitly outlined in the document, the scope suggests a thorough, strategic engagement aimed at optimizing the Illinois Department of Lottery's operational effectiveness, technological infrastructure, and vendor management practices.
