About this file

This is a Memorandum for Record justifying limiting competition below the Simplified Acquisition Threshold for the replacement of electrical panels and operational testing of X-ray Imaging Systems B/C T0008710 at Corpus Christi Army Depot (CCAD).

The Army Contracting Command - Redstone Arsenal (ACC-RSA) intends to award a sole-source fixed-price purchase order to VJ Technologies Inc. (Bohemia, NY) for a 6-month period of performance in FY2025. The justification cites that VJ Technologies holds proprietary rights to the required software and mechanical adjustments, with no other sources having access to this proprietary data. Market research conducted by Victor Moreno and Carlos Bernal verified VJ Technologies' exclusive capabilities, supported by consultations with NDT personnel. The procurement history shows previous contracts with VJ Technologies: W912NW22P0031 ($67,500), W912NW19P0007 ($50,914), and W912NW17P0014 ($17,450). CCAD personnel lack both the specialized training and authorization to perform repairs on radiation-emitting equipment, necessitating contractor support.
