About this file

This is a Limited Source Justification for IT services support from the Office of Personnel Management (OPM) to be awarded to RMCI under their GSA Multiple Award Schedule contract GS-35F-493GA. The requirement covers IT infrastructure management and application system maintenance across nine Functional Technical Areas including systems analysis, development, testing, hosting, database administration, data engineering/AI/ML, Microsoft Dynamics, emerging technologies, and project management.

The justification seeks a one-year logical follow-on contract from 11/1/2024 to 10/31/2025 using a combination of firm-fixed-price and labor hour pricing. The sole source award is needed to complete critical modernization projects including the OPM.gov website upgrade, migration of applications to Azure Cloud, and modernization of the electronic Official Personnel Folder (eOPF) system used by over 110 federal agencies and 2.2M+ federal employees. A competitive follow-on procurement is in planning and will be awarded before this contract period ends. The justification cites FAR 8.405-6(a)(1)(i)(C) as authority, indicating this is a logical follow-on to an original Federal Supply Schedule order in the interest of economy and efficiency.
