Dear Ms. Grzecka, Thank you for the opportunity to provide clarification regarding LifeTran Corporation’s holiday service availability under RFP BPM006769 – Parenting Time Services.
We would like to clarify that while our proposal noted administrative observance of New Year’s
Day, Thanksgiving Day, and Christmas Day, this does not imply a suspension of service delivery.
LifeTran remains fully operational and committed to maintaining uninterrupted Parenting Time services on these holidays, as well as any other recognized holiday.
Our agency has established internal protocols and staffing structures specifically designed to ensure that contract requirements are met without any disruption, regardless of the date.
LifeTran implements a comprehensive system of operational readiness to guarantee service continuity during holidays, as outlined below:
• On-Call Program Coordinators and Supervisors: All Program Coordinators and
Supervisory staff are placed on-call throughout the week and during holidays to oversee and support Parenting Time service operations across all regions. They are fully equipped to coordinate scheduling, respond to urgent requests, and provide guidance to direct field staff in real time.
• In-Office Staffing: At least one staff member per region is scheduled to be physically present in the office for a minimum of half a day during all major holidays. This ensures in-person access to records, communication with stakeholders, and seamless logistical coordination as needed.
• Dedicated On-Call Communication Lines: LifeTran maintains region-specific on-call cell phone numbers that are distributed to DCS Case Specialists, placements, parents, and other authorized parties. These lines remain active 24/7 and monitored throughout the week and during all holidays, allowing immediate access to LifeTran personnels, including support staff for scheduling or assistance.

• Transportation and Case-Aide Coverage: Our Case Aides and transportation staff operate throughout the holidays, ensuring that children can be transported to and from
Parenting Time visits without interruption on holidays. Case Aides and drivers are strategically assigned to accommodate planned Parenting Time visits and any schedule adjustments.
• Voluntary Holiday Staffing: LifeTran’s culture of service excellence is strongly reflected in our dedicated team members, many of whom voluntarily sign up to work holiday shifts to ensure full Parenting Time coverage. This added layer of support strengthens our ability to deliver consistent, high-quality services year-round.
These systems have long been established at LifeTran and have consistently been applied with success, demonstrating their effectiveness in ensuring seamless service delivery during holidays based on our track record. Our planning and execution models are rooted in strong internal coordination, dependable staffing, and timely communication with stakeholders.
In closing, LifeTran Corporation assures the Arizona Department of Child Safety (ADCS) that
Parenting Time services will remain fully available on all holidays noted, with no disruption to service delivery. We are confident in our infrastructure, our people, and our processes to always uphold the highest standard of care and contract compliance.
Thank you for the opportunity to clarify, and please do not hesitate to reach out should additional information be required.
Sincerely, Koffi Umoh, BSN, MSc.
