About this file
This document is a letter of clarification from Against Abuse, Inc. (AAI) to Tasia Grzecka, Procurement Manager at Arizona Department of Child Services (AZ DCS), regarding a Request for Proposal (RFP BPM006769) for Parenting Time Services. The letter is dated April 17, 2025, and addresses two primary areas of clarification: service availability during holidays and the geographical scope of their bid for Pinal County, Arizona.
Against Abuse, Inc. confirms that their visitation services are available seven days a week, including holidays, from 8am to 10pm, with potential flexibility based on family needs. The organization currently provides an average of 51 cases per year and indicates readiness to scale up services immediately upon contract initiation. The letter specifically addresses a potential misunderstanding in their original submission regarding organizational holidays and reaffirms their commitment to serving Pinal County by completing Attachment 4 of the RFP, which demonstrates their interest in providing parenting time services in the specified geographical area.

| Re: | Request for Clarification – Verification of Document Submission |
| RFP BPM006769 Parenting Time Services |
Dear Ms. Grzecka, Thank you for this opportunity to provide clarification regarding our submitted grant application.
Re: Being Available During Holidays At Against Abuse, Inc., we provide visitation services every day of the year, including holidays. As noted in our response to Question 1 of Attachment 2-B., in the History section of our response it states: “AAI services are available Monday through Sunday, with visitations occurring between 8am to 10pm, including holidays. On occasion, they may start earlier or end later, depending on the family’s needs.” It seems that in our completion of Attachment 2-C, we included organizational holidays during which time our administration offices are closed, making it seem as though our visitation services would be closed. Upon review, we probably should not have listed our agency holidays as part of our response to Attachment 2-C, as it inadvertently misrepresented the availability of our visitation services.
Re. The Geographical Scope of our Bid Against Abuse, Inc. provides services throughout Pinal County. It was our intention to submit a bid to provide services in Pinal County. Thank you for providing the amended form in your request for clarification. I have completed Attachment 4 (attached) indicating we are interested in serving Pinal County. As noted in Attachment 2-B, Question 2 in the “Anticipated increase in capacity throughout the contract term” section: we indicated, “Timeline for scaling up – AAI is currently providing services for an average of 51 cases per year over the last two years. As a result, AAI can provide the increased capacity effective on the go live date of the contract.”
Again, thank you for the opportunity to provide clarification. I hope this letter provides the clarification you are seeking. Should you have any other questions or concerns, please do not hesitate to reach out.
Sincerely, Maria-Elena Ochoa, MBA Deputy Director, Against Abuse, Inc.
